DWP In The Spotlight With Rate Hike, Breast-Feeding Program To Help Boost Productvity, and Oh Yeah -- THEY LET THE EMPLOYEE DATABASE GET STOLEN

Alright, Friday February 15, 2008 is going to go down in history as "DWP DOH! Day". But don't be bamboozled by diversionary attempts to take you eye off the real ball: RATE HIKES THAT THEY TOOK OFF THE TABLE, TO GIVE PROP S MORE BREATHING ROOM, ARE BACK ON THE TABLE NOW THAT S HAS PASSED.

LA DWP came under fire Thursday for paying specialists to show new and expectant mothers how to properly breast-feed their children. The newly hired DWP general manager, H. David Nahai, said he has no intention of abandoning the contract. "It's enlightened. It's humanitarian. And it boosts productivity," he said.
HEY DUMMY, IT'S NOT DWP'S JOB TO BE GHANDI. AND A BOOST IN MILK PRODUCTIVITY IS NOT THE BOOST IN PRODUCTIVITY PEOPLE CARE ABOUT FROM THE WATER COMPANY. HOW ABOUT SOME REAL BOOST IN QUALITY & PRODUCTIVITY. (GO HAVE DRINKS WITH THE MAYOR AND FIGURE OUT WAYS TO SCREW THE CITY...OH YEAH...YOU DID!) But again, it ain't about $50,000 for breast-feeding (although what blogger can resist the comedy shots): The real story is about the rate hike (and for allowing the employee database with personal info including Social Security numbers to be stolen).
First of all, this little grenade just dropped: Joe B reports that DWP acidentally let 14,000 employee database get stolen along with personal information and social security numbers. (THEIR BAD!) No problemo, though, because the Retirement Office has arranged for a one year subscription to Equifax, a credit monitoring service for each employee. So it's all good. Although, I think some folks might sue the sh*t out of DWP, anyway, even with the Equifax offer.
But wait, there's more. Remember when they took the DWP rate hike off the table, because Prop S was ON the table. (The DWP rate hike coupled with Prop S may have been the straw that broke BOTH camels' back, so DWP had to get in line.)
Well Prop S passed, so now it's upward and onward to the next increase that's gonna take even more money out of your pocket and hand it over to the City, because they deserve more of your money, because they are such efficient managers -- and there is nothing more they can do to cut waste and improve efficiency.
SO THE DWP RATE HIKE IS BACK ON THE TABLE, AND THE EMPLOYEE DATABASE IS OFF THE TABLE, AND OUT OF THE BUILDING.
Now these two issues probably affect millions and millions of painful dollars. So better put out the diversionary tactic story that everyone will jump on to divert coverage of the hike and fumble.
But don't get me wrong, the DWP breast-feeding training camp story is bad enough and I was headed for a post on that one (comedy script), when I saw Joe's story about the fumble files -- then caught the one about the rate hike.
Well Mr. Nahai...as an Antonio tip-rider, not surprising you fell flat on your face out of the blocks. Have fun bro, not gonna be a smooth ride.
ZD just got a citizens alert in his email inbox about a Town Hall meeting this Saturday with Nehai and Oh no...CM Parks and Perry will be there. (I'm sure they will be grillin' yo azz on these rate hikes you waste monger.)
The DWP is way overdue in getting the Industrial, Economic & Administrative (IEA) report. This is a City Charter-required strategic survey of DWP's activities. The OSC decided by a UNANIMOUS vote of those present on Jan 5, 2008 to "...not support any further DWP RATE INCREASES until the IEA was available."

In a Daily News story Nahai defends this saying "This program has resulted in an overall 27 percent reduction in absenteeism, and a 36 percent reduction in health-care claims by new mothers who use this service."
Just how many employees take additional maternity time off because they don't know how to breast feed? Do breast feeders take less time off than formula feeders? Does this "more time off because I don't know how to breast feed" add up to fifty thousand dollars or more?

I'm no more a fan than any of you of the LADWP with their metrosexual male machismo all dressed up in finely tailored suits and hanging at the bar at Taix Restaurant.
However, the breast feeding issue is sociological in nature and utimately represents an institution that is taking measures to insure employee productivity (read also "morale") in the face of tremendous demographic change. I hope on-site daycare will quickly follow!
A move to support women and families in the workplace should be applauded. Any stand against it represents gender discrimination and reveals a the ongoing power struggle to keep women in underclass positions.

Maybe if the DWP had fewer illegals working there, it wouldn't need breastfeeding classes.

actually more illegals would be better in his case. the only people that need so much pampering and handholding are whiny white americans. in other countries they just take of business the ways its been done for thousands of years.

Interesting how in the last few years there has been such an increase in stolen data from institutions such as the DWP, Hospitals, University's ect ect.
I'm wondering if it's just organized rings of thieves who sell the data to fraudulent credit card hustlers, insurance company's, telemarketers, burglars, collection agency's, and on and on and I guess there would be a huge untapped market for this data that may be beyond what we realize.
I know there are certain groups who are known for these scam larceny industries, like the Nigerian credit card hustlers, and the Russian or Hungarian mafias, but there must be more than just what we see on the surface, and there could be some "legitimate company's" who purchase this data under false pretences.
It would seem this type of white collar crime could be traced by LE if they put in the effort but maybe the powers that be would rather turn a blind eye to this type of criminal activity.
Just wondering.

The product of DWP is WATER, not breast milk...or is it the objective of the training to teach the men how to 'pump" themselves and contribute to the La Lecha League who will then contribute it to the Mayor's NEXT Campaign?

Thank you for saving us the 50K. You did the needs analysis, identified the requirements, identified the actions necessary and the expected result.
Maybe the DWP can hire you in the training department.
I too wish the DWP and many other City departments would have a child care center but that would be logical.

...................................
And being somewhat of a larcenous Lincoln Hts hustler myself at a younger age, and always suspect of a scam or hustle going on, I am wondering (just wondering!) if there is any connection between the data ripoff at the DWP and the new "contractor" who magically steps in at the opportune time to save the day, "Equifax" to be more precise.
What's the contract worth and was there any collusion or connection between the supposed ripoff and the timely appearance of Equifax?
Sure smells fishy to this old hustler.

And Z Dogg called it right in a prior post when he says that the $50,000 "Breast Feeding" uproar could just be a typical smoke screen, a fart in a thunderstorm, that diverts attention away from the real issue's like rate hikes and Equifax.
Are the books open at the DWP so that the contract with Equifax can be seen in the light of day, including how many and who the competing bids came from? How about dates and RFP's? Who were they sent to and what was the response? Who were the lobbyist's and Reps from these companies?
Hmmmm! The old diversionary tactic huh!
This stupid breast feeding program was all over the TV news and it was probably "small potatoes" in relation to the real dinero issues.

Pres Bush send this to you
PRESIDENT GEORGE BUSH'S RESIGNATION SPEECH
If Bush resigned today, this is what his speech would be.....
Normally, I start these things out by saying "My Fellow Americans", not
doing it this time. If the polls are any indication, I don't know who
more than half of you are anymore. I do know something terrible has
happened, and that you're really not fellow Americans any longer.
I'll cut right to the chase here: I quit. Now before anyone gets all
in lather about me quitting to avoid impeachment, or to avoid
prosecution, let me assure you: There's been no breaking of laws or
impeachable offenses in this office.
The reason I'm quitting is simple. I'm fed up with you people. I'm
fed up because you have no understanding of what's really going on in
the world. Or of what's going on in this once-great nation of ours.
And the majority of you are too damned lazy to do your homework and
figure it out.
Let's start local. You've been sold a bill of goods by politicians and
the news media. Polls show that the majority of you think the economy
is in the tank. And that's despite record numbers of homeowners,
including record numbers of MINORITY homeowners. And while we're
mentioning minorities, I'll point out that minority business ownership
is at an all-time high. Our unemployment rate is as low as it ever was
during the Clinton administration. I've mentioned all those things
before, but it doesn't sink in.
Despite the shock to our economy of 9/11, the stock market rebounded to
record levels and more Americans than ever are participating in these
markets. Meanwhile, all you can do is whine about gas prices, and most
of you are too damn stupid to realize that gas prices are high because
there's increased demand in other parts of the world, and because a
small handful of noisy idiots are more worried about polar bears and
beachfront property than your economic security. We should be drilling
in America , not in the MIddle East ! We face real threats in the
world.
Don't give me this "blood for oil" crap. If I were trading blood for
oil I would've already seized Iraq 's oil fields and let the rest of
the country go to hell. And don't give me this 'Bush Lied; People
Died' crap either. If I were the liar you morons take me for, I
could've easily had chemical weapons planted in Iraq so they could be
'discovered.' Instead, I owned up to the fact that the Bill Clinton's
intelligence was faulty.
Let me remind you that the rest of the world thought Saddam had the
goods, same as me. Let me also remind you that regime change in Iraq
was official US policy before I came into office. Clinton established
that policy. Bet you didn't know that, did you?
You idiots need to understand that we face a unique enemy. Back during
the cold war, there were two major competing political and economic
models squaring off. We won that war, but we did so because
fundamentally, the Communists wanted to survive, just as we do. We
were simply able to out spend and out-tech them.
That's not the case this time. The soldiers of our new enemy don't
care if they survive. In fact, they want to die. That'd be fine, as
long as they weren't also committed to taking as many of you with them
as they can. But they are. They want to kill you, and the bastards
are all over the globe. You should be grateful that they haven't gotten
any more of us here in the United States since September 11. But
you're not. That's because you've got no idea how hard a small number
of intelligence, military, law enforcement, and homeland security
people have worked to make sure of that. When this whole mess started,
I warned you that this would be a long and difficult fight. I'm
disappointed how many of you people think a long and difficult fight
amounts to a single season of 'Survivor.'
Instead, you've grown impatient. You're incapable of seeing things
through the long lens of history, the way our enemies do. You think
that wars should last a few months, a few years, tops.
Making matters worse, you actively support those who help the enemy.
Every time you buy the New York Times, every time you send a donation
to a cut-and-run Democrat's political campaign, well, you might just as
well FedEx a grenade launcher to a Jihadist. It amounts to the same
thing.
In this day and age, it's easy enough to find the truth. It's all over
the Internet, it just isn't on the pages of the New York Times or on
NBC News. But even if it were, I doubt you'd be any smarter. Most of
you would rather watch American Idol.
I could say more about your expectations that the government will
always be there to bail you out, even if you're too stupid to leave a
city that's below sea level and has a Cat 5 hurricane approaching.
I could say more about your idiotic belief that government, not your
own wallet, is where the money comes from. But I've come to the
conclusion that were I to do so, it would sail right over your heads.
So, I quit. I'm going back to Crawford. I've got an energy-efficient
house down there (Al Gore could only dream of) and the capability to be
fully self-sufficient. No one ever heard of Crawford before I got
elected, and as soon as I'm done here pretty much no one will ever hear
of it again. Maybe I'll be lucky enough to die of old age before the
last pillars of America fall.
Oh, and by the way, Cheney's quitting too.
That means Pelosi is your new President. You asked for it - you can
have her. Watch what she does carefully, because I still have a
glimmer of hope that there are just enough of you remaining who are
smart enough to turn this thing around in 2008.
So that's it.
God bless what's left of America . Some of you know what I mean. The
rest of you can kiss my %&$!

First, DWP released this as a red herring to throw off attention from the rate hike; knowing full well that the Sister City, John & Ken, et al would go ape shit.
Secondly, I agree with Jan Perry that this - as well as prostate screenings - should be part of what the insurers offer.

This lactation industry is just that, an industry. When I was pregnant and met my (future) baby's pediatrician candidate, he said lots of women have trouble nursing, and promoting himself as a lactation consultant. When I told him I'd prefer a female if I had that problem, we parted ways. Excuse me, but some guy showing my how to grab my boob and get the baby to "latch on" and all that stuff, they made so complicated, really is an industry and it creeped me out.
In fact, if someone does have a real problem this is taken care of by a doctor referral on the health plan. The thought of my sitting with a bunch of women sticking out their boobs, someone grabbing them to show you "how," no, that's the real degradation of women.
Suddenly you have a baby and become a milk cow? Some of us WANT our privacy and aren't exhibitionists.
On the other hand, providing private space and frigs for women to express their milk, is useful.

Don't be so smug about DWP allowing a data base of 14,000 employees personal information including social security numbers walk out the door.
DON'T YOU THINK THEY SHOULD HAVE BEEN ENCRYPTED FILES ON A DATABASE SOMEWHERE, INSTEAD OF STORED ON A LAPTOP?
But it's cool, cause now some cronies get that Equifax internet identity subscription for a year. How much is THAT gonna cost, and who pays?
Plus, let's see if political mailers start flying into their home mailboxes.
So again, don't be so pompous about allowing this to happen. And no, it's not an international terrorist plot, just a local politician one.
