ZD's INBOX: Hello! This 10 AM meeting of the CRA Board of Commissioners tomorrow will consider an action item pertaining to the Valley Plaza/Laurel Plaza/Valley Plaza Park redevelopment plan -- namely a resolution to authorize cooperation with the Planning Department to seek eminent domain authority against community based organizations that own land at Valley Plaza and other small business owners -- probably asserting "urban blight" which the developer of course is creating on the 70% of the shopping center he owns.

ZD's OUTBOX (clarification I sent back): Are you saying the property owner who owns 70 percent of the affected area is letting the area become a blight so that the CRA can claim eminent domain and he gets a buy-out? i know if it's cra and eminent domain, there's reason for concern...is that it? If not, what's the angle?

ZD's INBOX (reply): Yes that is correct; State law seems to require that private enterprise be allowed to improve blighted areas before eminent domain authority is granted; Jh Snyder creates the blight; he can end it as well; in fact, we have evidence that he immediately doubled the rent for businesses in Valley Plaza once he became the landlord. He now threatens the remaining land owners with eminent domain which small businesses may fight. We will see how the CRA board meeting goes tomorrow.

PS There is additional evidence that the CRA is in need of a backbone implant: the Urban Land Institute 2004 report urged that the CRA, not the MTA, take a leadership role in the redevelopment of NoHo. MTA has in fact chosen the developer for the land it owns in NoHo. CRA adopted new design guidelines for NoHo only days before the MTA vote for "Art Wave." LA Weekly did a nice article on this vote.

CRA has never responded to the Rec and Park Commissioners who wanted a report on the proposed demolition of 5 acres of dedicated park land that Jh Snyder wants at Valley Plaza. Report is 4 years overdue.

VIllaraigosa's Shady (Illegal?) Phone Tax Scheme:

ZD's INBOX: Is Villar lying? Current rate at 4% not 10%. That was repealed. Now he says 9% is OK.It was $4.00 per $100. bill 8 months ago. It was raised to $10.00 (after they put the 10% on by Villar). Repealed by the Judge which returned it to $4.00. May be found in whatever code had all of the charges of the city administrative or municipal code; or the legal decision to repeal the 10.00% should say it was returned to 4%.

ZD's Strategy Deputy feels Zine is not for it, but he didn't want it on his head that services "ARE GOING TO GET CUT". (Whether that would actually happen, or not...the mayor "guilted" him into it.)

Perhaps Council actually believes it will get voted down, anyway (even though it will cost over $5 million) -- and Villaraigosa will get blamed for the whole mess -- and not Zine (if he kept it from a vote, and services got cut.)

Montiel owes LA Slimes reporter Jessica Garrison part of his salary for helping to keep him on the job.

Garrison should call around El Paso and find out the real story there when he left.

That's another thing; does anyone seriously believe that saying "y'all" makes you feel black? Yet, he countinues to try to be like Eminem, another wanna be.

I guess everyone is entitled to a defense, no matter haw silly or insubstantial it may be, so let's just let the rest of the three readers judge.

Or, will he delete this post as well? He's quite insecure, so many posts criticizing him get deleted. Often, I read someone's post and later, it is just disappeared.

But deleting posts doesn't make you smell good, or look right, or sound logical; it just confirms what we all know - that you are a born loser. Actually, you do know it yourself, having shucked your real life for a weird personna.

That's what losers do.

I'm sick of your CONSTANT ATTACK on Zuma Dogg. If you dont like him, dont read his posts. YOU are making the rest of us tired trying to find if you have something of value to say.

I would ask that you be deleted every time you have nothing to say that contributes to this post. I DONT CARE IF YOU THINK ZUMA SMELLS, I dont care if he does smell! What I learn from HIM IS MY COST FOR LEARNING. WE can use perfume IF WE THINK HE SMELLS.

Give him a $20.00 on Pay Pal the rest of us do. Some one has to help him pay for his phone, his computer, his bus fare, AS HE PROVIDED A PUBLIC SERVICE.

10- RAISE THE SCORES OF THE PROFICIENT STUDENTS so we look good, who cares about those left behind.

If any of this yada yada is true it only happened under his watch and he created the faulty system that it happened under. Jessica you failed to ask some obvious simple questions. For instance How does anyone appear to be stealing by writing checks to theirselves. Did you get to view at least one case senario where a 1099 was returned and it appeared that it was due to fraud. this is at least a sloppy reporting job. He left El Paso because he had rifted against the Mayor and the city council. Yes, he actually had attorneys for the Authority fight vs. the elected in El Paso. He burned his bridges and all because he wanted one company to get the job and that was "Investment Builders". Don't be surprised to see that they come from El Paso to do some large jobs for HACLA.

There is something that Montiel can do. That is to do the talk but he cannot do the walk. He chooses to tell what is convenient and that is placing the blame on others. This is how he covers for his incompetency. After three years a true leader would have that place in order. Only him believes that he is a true catholic. Montiel needs to do the right thing and resign, maybe then, he may still have a chance of going to heaven.
