Reading between the lines, I think they want the dumbass mayor to go out on a limb with this phone tax.
ZD's Strategy Deputy feels Zine is not for it, but he didn't want it on his head that services "ARE GOING TO GET CUT". (Whether that would actually happen, or not...the mayor "guilted" him into it.)
Perhaps Council actually believes it will get voted down, anyway (even though it will cost over $5 million) -- and Villaraigosa will get blamed for the whole mess -- and not Zine (if he kept it from a vote, and services got cut.)
Montiel is the one who needs to be watched. Montiel is spending millions to go after the fraud.Why are those supposed evil doer cases like Loyce's being thrown out of court, yet even more fraud is coming out under Montiel's watch?
Montiel owes LA Slimes reporter Jessica Garrison part of his salary for helping to keep him on the job.
Garrison should call around El Paso and find out the real story there when he left.
The use of the word "creep" is positively brilliant.

Look, I've had to stand next to the guy at City Council and I can tell you that he positively reeks of B.O. so the poster who says he doesn't smell must have impaired nasal sensory perception.

Or, will he delete this post as well? He's quite insecure, so many posts criticizing him get deleted. Often, I read someone's post and later, it is just disappeared.

I would ask that you be deleted every time you have nothing to say that contributes to this post. I DONT CARE IF YOU THINK ZUMA SMELLS, I dont care if he does smell! What I learn from HIM IS MY COST FOR LEARNING. WE can use perfume IF WE THINK HE SMELLS.

LAUSD TEN COMMANDMENTS (For all personal except those that are ethical):
1- CYO (Cover you’re a…) do whatever you must to come out clean even if is your dirt.
2- STUDENTS MUST ATTEND SCHOOL EVERY DAY (Every child has a money sign on their head) No child attending school means, no money on our packets. It doesn’t matter if the teacher is absent that is not our concern.
3- IF A PARENT ASKS YOU A DIFFICULT QUESTION refer them to someone else, and else and else until they get tired and give it up.
4- BE AN EXPERT ON DECEPTION. If someone asks you a question that you do not want to answer spin them around in circles until they forget their question.
5- HAVE THE PARENTS FOLLOW PROCEDURE that is the best deception. It takes the effort finding who to contact, knowing how to write a letter and writing one, go through all the levels of administration and waiting for answers that never come. LAUSD is very good at playing ball.
6- SHOW THEM YOUR TEETH. (Principals) Behind close doors show parents you are the boss. They will take their kids out of school or they will leave you alone.
7- PROMOTE PARENT INVOLVEMENT, but set all kinds of hurdles so they do not get involved, we do not want them nosing around and start trouble.
8- USE THE SCHOOL POLICE is a great deterrent to PARENT INVOLVEMENT. Make the parents look stupid or claim they are verbally abusive.
9- USE OUR EXPERTS, NO OUTSIDERS. We have to keep the money for us big fish, not for the students.
10- RAISE THE SCORES OF THE PROFICIENT STUDENTS so we look good, who cares about those left behind.

This Rudy Montiel has tricked Jessica of the LA Slimes to give him a front page platform to tell numerous lies. If any of this yada yada is true it only happened under his watch and he created the faulty system that it happened under. Jessica you failed to ask some obvious simple questions. For instance How does anyone appear to be stealing by writing checks to theirselves. Did you get to view at least one case senario where a 1099 was returned and it appeared that it was due to fraud. this is at least a sloppy reporting job. The phone tax is a temporary tax that is due to drop completely (except for the 4%) the additional 10% time as elapsed and should go away. But not if the Alcalda has his way, Tony wants that money. We will probably get stuck with it permanently, so much for temporary taxes to fix a specific problem. This also raises the question of how legitimate was the tax in the first place. If the money was for a specific project and that project is done there shouldn't be a lose of services? The City budget wouldn't miss money that went to a project unless the money all along went into general coffers and not to what they said it was for???

Sooo, who was the consultant that found all the corruption? that would not be the same consultant that got the job to fix the system? You pay someone to say that the system is broken and then you give them the job? I bet ya that the procurement was rigged on this one. Maybe HACLA needs to get some real consultants, as in the alleged check gizmo, can you just get the bank to get copies of all checks? This would be cheaper than paying seven million dollars to sleazy attorneys! Isn't Montiel some sort of engineer? why doesn't he go and get what work was done and figure the costs? he questions work done at Jordan Downs because of the way that it looks. You know why? no one is caring for the project. Parts of the project had been commandeered to the gangs??? yes, but this was under Montiel, not under anyone else. A high-level staffer resigned because he cut a check for himself?? But Montiel, that happened under your clock!
So Montiel left El Paso Housing Authority a better place? what did he tell the times he did? Montiel left a trail of destruction and accomplished nothing. He left El Paso because he had rifted against the Mayor and the city council. Yes, he actually had attorneys for the Authority fight vs. the elected in El Paso. He burned his bridges and all because he wanted one company to get the job and that was "Investment Builders". Don't be surprised to see that they come from El Paso to do some large jobs for HACLA.
There is something that Montiel can do. That is to do the talk but he cannot do the walk. He chooses to tell what is convenient and that is placing the blame on others. This is how he covers for his incompetency. After three years a true leader would have that place in order. Only him believes that he is a true catholic. Montiel needs to do the right thing and resign, maybe then, he may still have a chance of going to heaven.
