Cardenas latest CM to receive ethics fine.. And they worry about NC's?

Tony Cardenas has good reason not to be fond of Neighborhood Councils. He has 6 people running for his City Council seat, at least 3 of them are Neighborhood Council members. While the spotlight was placed on a whopping grand total of 18 complaints filed against Neighborhood Council members, Cardenas has managed to rack up 2 in the last 3 months. The Councilman has been fined a total of $11,750.00 for excessive contributions to both his campaign account and his officeholder account.

Bernard Parks, another City councilman not so much of a fan of Neighborhood Councils was fined $4,000.00 by the City Ethics Commission for not following campaign laws.

Our favorite Ass-Clown Jack Weiss, the imbecile who started this ongoing war with Neighborhood Councils over "ethics", has been fined thousands of dollars as recently as 11 months ago for violating multiple laws including failure to report expenditures from his office holder account.

Let us not forget the big daddy of ethics violations, Martin Ludlow who had to enter a plea bargain just to avoid prison. Ludlow was forced out of City Council and was fined $105.000 by the City Ethics Commission.

I could go on but you get the point. In fact nearly 80% of the current City Council has been nailed for violating various ethics laws.

The Neighborhood Council System would have to have over 900 members with verified and upheld complaints against them to even approach the level of our City Clowncil.

In Lisa Sarno's report, that was requested by the aforementioned Ass-Clown Jack Weiss, she talks about the "alarming" escalation of incidents (and of course asks for more power). She forgets that 15-18 does not an alarming increase make, and the NC system grew in that time. In fact the "incidents" are on the decline.

Also, as a poster reminded us, the person with the most complaints in the entire Neighborhood Council System is Sarno herself. Since, according to her logic complaints indicate actual guilt and justify immediate action, by her own statements she should be fired immediately.

Excellent post CJ. Weiss-Ass has started a fight he can't finish. And with Greig Smith, who stated publily last night that he SUPPORTS the NC's council file issue, and Jim Alger agreeing publicly that Greig's concerns were legitimate, Weiss is finding himself on some lonely gtound.

Your going around trying to defend a system that you helped detroy, but because you can't see that you are going to defend them to death.

A little helpful medicine isn't going to kill the NC's hell no one is trying to detroy them, just be helpful.

Forcing NC's (or anyone else) to blow their money is stupid. Besides, if they don't spend it, it is returned to the city's general fund where the City Council can use it to pay for their bloated raises.

Voters elected the Mayor and the City Council to run this city and they have a much greater mandate than the NC's, elected by stakeholders, many of whom are not even voters or residents of this City.

If you believe that it is a single person there might be a clue in his post of 11-6 when he made his ballot recommendations. He apologized for being late, and he blamed his Time Warner system. That would narrow it to someone in that part of the Valley.

But my understanding is that it is 4 or 5 different people who deliberately mimmic each others writing styles, not that I care that much. I appreciate what CJ is doing here. This blog lost some luster when they were "outed".

Cox has a small part in the Harbor area, and Comcast, which was the largest of all them before the merger, has a big chuck.

It is very difficult for 4 or 5 people to disguise themselves as Councilman John by adopting similar writing styles. The only way that could happen is for one of them to edit each other's postings to ensure that the writing style is uniform.

When CJ posted his election recommendations the day before the election, is it reasonable to assume that they got together one day at Starbucks and reached agreement? Or is one able to speak for all of them? What if two of them had difference recommendations? Is it just a matter of who posts first? Or is the suggestion that it's more than one person just a diversion?

And really, who cares? It's always more interesting when nobody knows.

I don't ever remember clowncil members getting this much attention for their dumb actions. They've shown this city what a bunch of idiots they are and how the rules don't apply to them. I'm glad the media is really exposing them on every issue.

Let's relegate NC's to what they are - advisory. Let's reduce their operating funds to $10,000 a year and send them off to do what they were created to do. 1) disseminate information to the community, and 2)bring the necessary services to fulfill the community's needs. Let these volunteers continue to serve stakeholders and to represent all of the diverse interests. Give each NC the ability to advocate for their community at their Borough.

Create seven Boroughs, one for each Planning District. Boroughs that would handle the more complex issues and work to co-ordinate the needs of the entire Planning District. Fashion them after the City Council; let's say seven salaried members voted in by registered voters, and allow the members to elect one of their members to serve as a City Councilmember who would represent their Planning District Borough at the City Council.

That would enlarge the City Council to 22 members and make it much more difficult for them to control the votes as they now do.

This would decrease the burden on the unpaid volunteers in the NCs, return some responsibilty for the community back to the City Councilmembers, and spread that responsibility to Borough members.

It would bring more local interest in what goes on in City Hall as well as the Planning District Borough and certainly would automatically increase outreach at the NC level without the exorbinate costs required today.

Then why weren't neighborhood councils out in force at the Public Safety Committee?

Couldn't this person have gotten the word out to neighborhood councils in time? Or was he too busy blogging to do that?
