Smith: Rent A City Worker

Councilman Greig Smith of the 12 Councilmanic District sends over news that the city now has a "Hire a City Work Crew" program. Individuals, as well as businesses, organizations, Neighborhood Councils, etc. can use their own funds to pay overtime costs for city crews to do weed clearing, sidewalk repair, tree trimming, etc. that apparently city employees can't get done during their regular shift.

Does anyone see how ludicrous this is? We're already paying city employees to do this work, its not getting done, so we're welcome to pay additional funds out of our own pockets to accomplish what needs to be done. Or we're welcome to join up with the Rotary Club to have a pancake breakfast to cover pothole repair.

Of course, we're required to use city crews at inflated union wages. Unlike developers, we can't go down and get a non-union, perhaps illegal work crew at Home Depot to do it at lower rates.

Some years ago, Mayor Riordan ran a pilot project where community based organizations accomplished public works using a combination of public and private funds - that they managed and using whatever crews they could come up with. This was the Los Angeles Neighborhood Initiative, or LANI. Of course, each LANI group (some did better than others) far outperformed the city in completing these works and got more bang for their buck than the city ever could.

However, when the time came for the next community based public works program, the Targeted Neighborhood Initiative, halfway through the program Riordan - obviously under pressure from city employee unions - decreed that all work must be done by city departments.

Taking Smith's program one step further, I want to know what the rates are to hire out City Councilmembers on overtime. But then, I am not sure what we would have them do.

Ludicrous? Mayor Sam, do you have any idea how understaffed and overworked Bureau of Street Services employees are? You should check these things before going on a rant about unions.

This is patterned after Wendy Greul's sucessful 50/50 sidewalk repair program. Seems to me Councilman Smith is at least offer solutions to difficult problems. Maybe his critics should give it a rest and see how it goes.

Although we must give him 2 points for his "hire a worker program". I wonder how much he shelled out this weekend for the non-stop posts singing his praises and bashing imaginary opponents.

This is just another example of the people paying more and getting less which becomes a de facto tax increase.

As for his reserve duty, that is just so he can say he is a "police officer". His minion Englander has done the same thing. Joined the reserves so he can line up a City Council run.

That whole bunch over there need to be thrown out on there collective asses.

With a $5.9 billion budget, there's no legitimate excuse for the City to fail to take care of the basics, such as sidewalks and potholes.

At least Smith is offering something to get some work done quicker than the city agencies can. It was the residents and neigbhorhood councils that asked for this.

Besides, no one in the Valley wants taxes raised, which is what it would take to hire more city workers to do street and sidewalk jobs faster.

More non-City workers? You mean in addition to all the LA Conservation Corps crew who ALREADY clean streets and alleys? More contracted tree trimming crews than the Street Tree Division already has? Have you done your homework and investigated how expensive contractors are? Do you expect City Council to magically pull the money out of their collective asses?
