Councilman Jose Huizar under Federal Investigation: "Who knows what ??"


"What does Henry Casas know about Monica Garcia and Jose Huizar and vice-versa ??"
After former CD-14 Councilman Antonio Villaraigosa became Mayor Antonio Villaraigosa in 2005, he annoited a young, political newcomer in the person of then, LAUSD School Board President Jose Huizar, to succeed him in CD-14.
And with the assemble resources against him and some follies from his campaign staff, former Councilman Nick Pacheco was trounced in his attempt to return to his former office, by the person who had been a former supporter, Jose Huizar.
Now in 2009, Councilman Jose Huizar has many in CD-14, who bothered to vote, contemplating their past support of Huizar in light of today's disclosure of the Councilman's latest ethical concerns, as noted this afternoon on the LA Times "LA Now Blog Site". and updated version this evening.
Federal investigators are examining whether a labor-affiliated nonprofit group improperly funneled consulting fees to Los Angeles City Councilman Jose Huizar and former Board of Education member David Tokofsky, sources close to the investigation say.
The inquiry is looking into payments of about $30,000 each to Huizar and Tokofsky by Voter Improvement Program Inc., a nonprofit group headed by local labor leader Miguel Contreras, who died in 2005. Investigators want to determine if Contreras was, in effect, using the nonprofit as a “slush fund” to reward allies, according to the sources, who declined to be identified because the investigation is ongoing and confidential. The inquiry reportedly extends beyond the two officials whose names have come to light.
Tax filings from 2004 state that Voter Improvement spent $93,054 on "nonpartisan voter registration, get out the vote, voter education and ballot measure advocacy." But this amount was dwarfed by $233,038 spent on consulting fees. These included $35,000 a year once paid to former state Assembly Speaker Fabian Nunez.
The fees to Huizar and Tokofsky were paid in 2003 and 2004—when both were on the city’s elected Board of Education.
As part of the inquiry, a federal grand jury summoned current school board President Monica Garcia to testify, but she has not agreed to appear. Garcia, considered a witness rather than a suspect, could agree instead to an interview with prosecutors under a promise of limited immunity, a source familiar with the probe said.
Garcia served as chief of staff to Huizar during his five years on the school board, from 2001 through 2005. She also worked as his campaign manager during his initial and successful City Council bid in 2005.
Now its time for questions and possible linkage to current figures and events.
First, what connection does this investigation have to Councilman Huizar's last ethical missteps involving research on former School Board Member David Tokofsky, who was also named in today's Federal probe ?? Could it be that this secret research on Tokofsky was to detemine how much David knew about this scheme by Contreras and how to us it against Tokofsky in future elections ??
Second, how much did ex. Councilman Jose Huizar Deputy Chief of Staff Henry Casas, who was charged with Domestic Violence, know about these past ethical questions and did his knowledge influence Huizar's retention of Casas until recently ??
Third, are current Huizar's staffers engage in a campaign to discredit Casas in light of his supposed knowledge on Huizar's past alleged, ethical lapses ??
Fourth, in this week's National Night Out Event in CD-14 at the newly rebuilt Hollenbech Police Station, why are community stake holders commenting about Councilman Huizar's rapid departure after learning of the on-site presence of Henry Casas ??
Further, it was rumored that Huizar bacame agitated when a female staffer notify the Councilman that "Henry Casas was in the house". Why would Casas presence cause disconfort for the Councilman and why ??
Fifth, why is Monica Garcia in Mexico and retaining legal counsel ??
........and for the record, when ask to comment on this by Times reporters, Huizar refused.
Something feels that there will be more names associated with this before final, legal resolution.

NOW now, children, to be fair, no one is really allowed to fill the "Arthur Snyder (pre)Memorial Council Seat" - aka, CM for CD14 - unless they are currently under investigation, have been within 3 months of running, or are expected to be by the time they pass their first 100 days. It's a RULE, and it's how you make your bones, and prove you're "good" people. It's also your buy-in to being an "OC" ("old councilman") once you leave. One old guy actually has his ethics' case numbers tattooed on the inside of his eyelids, so he can smirk about beating them any time he likes.

(Name the last CM here that wasn't "under" investigation more often than not, and I'll show you a G-D CARPETBAGGER).

Not only do we expect (and respect) it here, we get VERY suspicious if someone in that position goes more than a year without someone laying legal paper on them.

Don't get me wrong, we know they're STILL doing something thats "technically" illegal, it just worries us if they're too smart -- for too long -- to get caught.

It's the councilmember's who don't get investigated that you REALLY have to worry about.

(There's even a little-known standing rule that the swearing-in ceremony when they first take office in CD14 doubles for the one during depositions. It saves TONS of time to have them "stay" sworn in for the full 4 years).

No worries, Jose, they can't PROVE a damn thing! And, if they can, we'll make sure none of your failthful actually believe it.

(if it were the Mayor missing from the event, you'd could easily find him by just heading to the nearest t.v. cameras where those firefighters gathered and he'd be there with a firefighter's coat and helmet, no doubt taking credit for something.)

More importantly, what services did Jose and David allegedly provide this non-profit which apparently was headed by Janis Aparcio?

According to the article. Approached in City Council chambers, Huizar would not answer questions. In a statement he said that he "followed all rules and regulations" while on the school board and that he "would be willing to cooperate with any inquiry."

So does this mean that since he has left the School Board he has not followed all rules and regulations? Is this probe going to continue into misuse of City Funds?

I was there and saw the whole thing. Jose really lost it, he was yelling at a couple of his staff. One young girl got the brunt of it. I thought he was going to strike her. I really felt scared for her. The sad thing about it was that no one did a thing to stop him. He was surrounded by male staff and they just watched in fear. I cant say why he was mad, just that it did happen.

He stormed up to that young girl, put is hands in her face-so close I was just waiting for him to strike her and just starting screaming at her. Everyone just stood there scared. Hey I'm an officer with LAPD and I was there. We did see the incident but we had community folks come up to us later and tell us what happen. They were very upset, unfortunately no one on staff said anything when asked about it. To tell you the truth it makes me sick that he could get away with that. It might have to do with his sister-in-law working at the station. What we did see and what is all the talk at the station was what Huizar's office did to there former Chief Henry Casas. As soon as he got to the event they sent a staff person to follow him around. It was funny to watch. I mean they were on him like white on rice. Everyone of us noticed it and even made joke to Henry about Huizar having lo-jack on him. Henry if you read this stuff you are welcome in Hollenbeck any time. Jose, I never liked you after your anti cop statements at the Ramon Gardens and after Henry left your office your stock went down even lower with us but to scare the crap out of one your young female staff is just the last straw. Hope to god that you never mess up and break the law infront of me because I don't care what management tells me to do, I would take you down hard.

OH, and whoever said Parra was good people is just plain NUTS! Parra was an embarrassment to his own community long before he got in bed with Huizar. He made the LA32 neighborhood council the laffing stock of the City when, as its vice president, he tried to stage a coup on the sitting president and take it over during a PUBLIC meeting, and the head of the Dept. of NCs had to make an emergency trip to the meeting to threaten to decertify the council if tinhorn dictator Parra didn't stand down and turn over the microphone.

In the end, the NC did recall the president, but then went OVER and around VP Parra, electing an entirely different person to take the president's place. People who are respected in their community don't get run out on a rail like that.

Plus, Parra was ready to run twice for CD14, and got kicked to the curb like a rabid puppy -- not once, but TWICE, to make room for Villaraigosa, then Huizar to run. The job on Huizar's staff was supposed to by his consolation prize, but he screwed so many things up so quickly, he was demoted repeatedly from his first-announced title as chief of all field deputies.
