The Private Cost of outing Waste, Fraud and Abuse

The Personal Cost of uncovering "Waste, Fraud and Abuse" via LA Mayoral Candidate and City Controller Wendy "The Villar Greuel".
Any "Waste, Fraud and Abuse" I need to know about in the CLARTS Fund Jose?
Where's is Wendy "The Villar Greuel"?
Apparently the Villar Greuel has not been seen at the last couple of debates and from what we can surmise from last night's Mt. Washington Alliance Candidate Forum at Ramona Hall, the current establishment darling was in San Francisco raising for money to feed the Shallman Consulting Beast.
That said, we have a simple question for the current City Controller, why must a city resident pay for the cost of creating an open and transparent program to discern whether "Waste, Fraud and Abuse" has taken place in the course of allocating CD 14 CLARTS Funding? Your response, for the record, is posted below, to our original California Public Records Act request..
Dear Mr. Johnson:
We received your request for public records email dated February 2, 2013, wherein you requested records of CD 14's CLARTS Fund.
Regarding item one of your request, please see the attached balance sheet for the CLARTS fund.
As for items two and three of your request, we may need to write a program to extract data relative to your request.  Please be advised, pursuant to California Government Code 6253.9(b), “the requester shall bear the cost of producing a copy of the record, including the cost to construct a record, and the cost of programming”.We expect to make a cost determination on or before February 26, 2013; we will notify you at that time.

Simply, the process of ascertaining the status of the CLARTS Fund is nothing new to the Villar Greuel. During a visit to the Boyle Height Neighborhood Council some three plus years ago, the current City Controller in addition to letting all city employees present know that she signs their paychecks, lamented old computers and software as her reason for not providing quick data on the status of the CLARTS Fund.

But as highlighted by Randy Economy and the Los Cerritos News Group, the Villar Greuel spent more work time entertaining campaign contributors than working to overhaul her supposed antiquated data processing systems.

Thus Villar Greuel, why waste my time (and money) in offsetting the wasted efforts in covering up the fraud, that is your mismanagement of the CD 14 CLARTS Fund?
