A Tale of Two Different Councilmatic Amenities Funds

** Blogger's Note: In reviewing City Council Agendas for the last couple of weeks, we came across two Motions pertaining  to two Special Amenities Funds in CD 7 and CD 14 respectively. Both the Lopez Canyon Fund CD 7) and the Central Los Angeles Refuge Transfer Station (CLARTS) Fund (CD 14), were established to provide fiscal mitigation for the environmental impacts of the respective facilities with each council district. Both fund provide ample additional funding for projects /programs that is not available in the other 13 council districts within the City of Los Angeles. Below, we have posted two Motions, one from each amenities fund and it may come as a surprise (or not to CLARTS Fund observers in CD 14) who does the best job in transparency, in regards to noting the specifics of project funding---Scott Johnson.  
HaHa Huizzy!! My Motion pertaining to usage of the Lopez Canyon Amenities Fund, is more transparent than your's Central Los Angeles Refuge Transfer Station (CLARTS) Fund Motion..
ITEM NO. (21)
12-1213 CD 7 MOTION (ALARCON - GARCETTI) relative to funding for Summer Youth Hires in Council District Seven. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: REQUEST / AUTHORIZE the Controller to change the source funds in the amount of $200,000 in the budget of the Community Development Department for Summer Youth Hires in Council District Seven, from the Lopez Canyon Landfill Community Amenities Trust Fund to the AB1290 Fund No. 53P, Account No. 281207 (CD 7 Redevelopment Projects - Services); and to take any other steps as may be necessary to implement the intent of this Motion 
** We should commend Councilman Alarcon for providing economic opportunity for youth within his council district. Meanwhile in CD 14 ........ 
Once again, CD 14 City Councilman Jose Huizar, is less than transparent about what is being funded with the $25,000 from the CLARTS Fund.   

ITEM NO. (6)
12-1186 CD 14 MOTION (HUIZAR - ALARCON) relative to funding for community amenities in Council District 14. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: TRANSFER $25,000 in the Central Los Angeles Recycling and Transfer Station Community Amenities Trust Fund No. 47S/14, to the General City Purposes Fund No. 100/56, Account No. 0714 (CD 14 Community Services) to provide funding for community amenities in Council District 14.
In CD 14, jobs? The CLARTS Fund in Huizzy's District funds no stinking summer jobs for youth. Instead is to fund ............... "salaries", big salaries.
** Plus, add another $200,000 in transfer to the CD 14 Salary account that was made right after last year's election.
....... and to think that there is someone less transparent than the indicted CD 2/7 City Councilman Richard AlarCON, especially on financial issues, should be a scary thought for CD 14 constituents.

Ana Cubas made $140,000 a year to oversee this fund which she and her boss directed for her salary - yeah, that's going to sell real well in CD9.

Well said fact... "It's not going to sell real well in CD 9 about Ana Cubas." Other sources say she was paid $147,000. It's public record.

Clarts fund is a big one Cubas. Community funding that was to be allocated to community projects and it was used to pay her salary? WTF!

City of LA Constituents, Voters and Tax Payers, ask you City Council representative what is you Chief of Staff paid? Or better yet, how much do we taxpayers/voters pay the Chief of Staff? You have a right to know!


Ana Cubas, you have a lot of answering to do to the public.

True? What happened?

Long time CD9 constituents will/do not tolerate carpetbaggers in the district. Especially one that suggests a bad reputation and a questionable history.

Here is an example of stupity with "the highest honors." Ana Cubas, registered to vote in 3 CD districts? For what?

Explain this that one please?

Thank you Scott for informing the people, and most of time clarifying some the issues of concern. Thank you for your peace on Echo and Mexico. The CLARTS FUND Motions are not per say following the creteria of a complete motion. I read the agenda, that only talks about the transfer of money from and to, but in order to vote for a motion, you should have the clarification as to how much, the purose, and how will it benefit the community, and in the specific CLARTS fund, is the benefit and contribution to the community that needs so much work, tree treeming for safety purpose, side walks broken and lefted a foot or more out the level of the sidewalk, curbes almost non existence from being broken and falling apart. But this motion documents does not give the information that is required to pull money from the CLARTS FUND, and it should not be to supplements Huizar Staff Salary or pay Ana Cubas $140,000 a year. Why are we using thecommunity's fund, when we have no say to this employees and they do not have any alliance to the people of the community. They do or not do per Huizars orders, a the list of constituants. I like to see un update on that list if it has change or some people have been added. HaHaHa, corruption again, and no one is taking reponsibility, or consequences from no transparency, does the Priston graduate understand transparency? or just theculture of corruption with the city of Los Angeles being the 2nd most corrupt city in the country, with Chicago being first, AV takes notes from Chicago, most of all allowing the LAUSD PARTNERSHIP to take over the failing education and making it worst in the last five years, another corruption of millions of dollars.

IN ALARCON'S RESIDENCE CASE. NOTICE THAT BY ODD CHANCE THAT THE MAYOR'S SISTER IS THE JUDGE WHO WILL DECIDE WHETHER THEIR IS A CASE AGAINST ALARCON OR NOT. LIKE THE FOX GUARDING THE HEN HOUSE. CLEARLY, HE DOES NOT LIVE OR MANTAIN HIS RESIDENCE IN PANARAMA CITY,CLEARLY HE DOES NOT LIVE IN HIS OWN DISTRICT AND HAS NOT FOR SOMETIME. NOW HE'S AGAIN RUNNING FOR ASSEMBLY WHAT A RACKET.
