County Supervisors vote 4-1 to keep "status quo" for district boundaries

The "status quo" future of the Los Angeles County Board of Supervisor?
After hours of racial testimonials from some 800+ speakers and a looming deadlock looking certain, Supervisor Mark Ridley-Thomas rescinded an earlier "no" vote to support the "status quo" redistricting plan of Mike Antonovich, Dan Knabe and Zev Yaroslavsky.
Bet on a lawsuit by MALDEF in the days ahead and don't think that Zev and Gloria Molina will bury the racial hatchet anytime soon. After all, both may have an eye on the same political office in their respective futures.

Ridley-Thomas is toast anyway, if Latino voting is as racially polarized as he claims. The A3 (without the minor amendments that Antonovich read in after closed session) is 34% citizen voting age population (CVAP) Latino and 36% CVAP Black. So if the court challenge fails, Latinos have a strong incentive to find a good candidate and take him out in 2012, or at least make him sweat.

But, if the court challenge succeeds, the easiest way to add a second Latino influence district is to redraw SD2 to include more of the Gateway Cities and Pico Union area, while SD1 takes in more Asians and whites. Thus SD2 no longer is an African American influence district. I doubt you could prove the same level of racially polarized voting against African Americans than against Latinos, especially in 2010 LA (consider, for instance, the many young whites who supported Obama over Clinton in the 2008 primaries). So a VRA SD2 is no longer necessary, and Ridley Thomas's seat is now Latino.

Politically this is why the S2 plan had to come from African Americans. Otherwise the African American community could be chipped away in service of a second Latino district.
