HACLA's violation of the California Public Records Act
HACLA's tardiness in providing public records.
For those who are well verse in the specifics of the California Public Records Act, you will notice in the memo above, that HACLA is now in violation of the law with not providing the documents requested within the fourteen business days as require.
This request was filed base upon a tip and information provided by HACLA employee Joel Lopez to the Ramona Garden Community that the whole Resident Advisory Board (RAC) had resigned due to financial issues. Financial irregularities are a repetitive problem among the various RACs and incorporated non-profits that operate under HACLA supervision. For example, the LA Times wrote an extensive story on the questionable actions of the Estrada Courts Resident Management Corps and Grande Vista Associates who were suspected of rigging bids for HACLA contracts.
Most recently, the District Attorney launched an investigation into possible conflict of interest issues involving former HACLA Commissioner Maria Del Angel and her voting record regarding contracts awarded to the Estrado Courts group which employs her son.
The focus of the Public Records request made above was to disclosed any and all possible financial compensation made to the RAC for supporting the likes of Councilman Huizar's campaign donor 7-Eleven's efforts to open more beer and wine sales outlets in the surrounding community.
.... and the results of this effort to bring openness and transparency to the community is more unlawful stonewalling from HACLA.
