A quick bloggin tutorial for CD 14 City Councilman Jose Huizar regarding CRA/LA.
Tomorrow is looking to be a crowded day at City Hall as scores of city activists will flock to the pews in front of the Horseshoe. This to remind the city council of their civic duty to do the right thing on the future of CRA/LA.
As a public service to CRA challenged City Councilman Jose Huizar (at least in his Glassell Park Candidate Forum mind set) and readers, we provide links to pertinent posts on the evolution of the scheme to spirit away $1 billion dollars of state CRA tax money and create a City of Los Angeles Non-Profit slush fund.
For our councilman, Ron Kaye's reporting on CRA/LA "Special Meeting" that features links to the actual Action Items, mixed with YouTubes videos of the proceedings, would prep him well for tomorrow's meeting.
Huizar will note a couple of his more upstanding constituents and get to view Mt. Washington Activist Carol Jacquez's "political mija" Dalita Sotelo, as the CRA's front person, presenting the specifics of this scheme.

Councilman Huizar might also want to take note of the CRA Adelante Project Area Committee that is schedule for later in the evening. This would be a great time to discuss how the CASA 0101 Theater Group was awarded a $150,000 No-Bid Contract for "community outreach". This one year deal includes "$5,000 to pay for a table at a CASA 0101 Fundraising event".
In addition, "$5,000 is given to CASA 0101 for the privilege of having a booth at a Christmas Event". Santa indeeds brings good tidings to a "connected non-profit" in Boyle Heights. And lastly, lets not forget the lucky three who will each get 750 x $30 per hour to spread the CASA 0101/CRA message for the course of the contract, for a grand total of $67,500.

** The "LA Antonia Times Editorial Board" supports everyone of Mayor Antonio Villar's choices for the upcoming LAUSD School Board Elections. Now if only Louie Pugliese could also run in District Five against School Board Presiden Monica Garcia's "Mini-me" Luis Sanchez.
** Journalistic Cat Fight! The "Old Gray Lady of New York" rags on the "Old Gray Hag on Spring Street in Los Angeles" by calling the ever-thinning fishwrap a "Unifying Force of Complaint". Too inside fishwrap for me, wonder what the "WWG" thinks.

CASA 0101 performance programs - $15,000
Distributed every performance, with full page CRA/LA mission statement and logo.
CASA 0101 color fliers with CRA/LA logo - $12,000
Distribution: 3000 per month/36,000 per year, throughout Boyle Heights and Los Angeles.
CASA 0101 annual brochure - $7,500.00
(Glossy and in color) Half page with CRLA mission statement and logo.
Booth at CASA 0101 Christmas event - $5,000.00
Table at CASA 0101 Fundraiser event - $5,000.00
Distribution of fliers and other promotional materials in Boyle Heights and Greater Los Angeles. - $10,000.00

Why wasn’t this work put out to bid? Why no competition among the groups that could provide these services?

If you had bothered to check the report (Dated 11-18-10) by clicking on the link you would have noticed that this project pre-dates Jerry Brown's announcement in January to kill CRAs.
Nice try in re-writing history.
This is a government give-away to special interest without any open bid process.
Under your view, where is Huizar's plan to protect the other $2.5 million dollars
Page 5 of the report says, "Following the approval of this Project, $2,513,200 of $3,177,400 will remain for Economic Development Opportunities."
What's the problem you ask?
1.) No such plan to protect this money, just favoritism without competition.
2.) If he had a plan, he'd protect all $2.5 million and clearly he doesn't and I hear he stumbled on the CRA question the other night in Glasell Park.
You should read the documents before you purport to represent you know what you are talking about.
For example, on page 9 this report was part of Agenda Review on November 2, 2010 and consequently it was created before the November elections if it was to be reviewed on election day for placement on the CRA Board Agenda on November 18, 2010.
So, no way this is a reaction to Gov. Brown. This is just another example of bad government practices.

Thanks to my AG's office' advice, I contacted the IRS and got FOIA's on the non-profit(s) I was looking at.
I quietly passed the (damning) info garnered to my city's Dept Of Investigations. A few months into that investigation, the feds took over.
People went to JAIL. No one ever knew it was me that started the ball rolling...

I would agree with you if the contract was for "the arts" but it is for community outreach for the CRA/LA and there are other groups better at this than CASA 0101.
if Jose wants to support "the arts" he should just write ANOTHER CLARTS motion giving CASA 0101 $50,000.00 like he did before.
Why put forward a scam contract, just be honest & give the arts more money directly through an allocation. Give the true outreach groups the $150,000.00.

Outreach contracts are code for politcal payback. Victor Griego at Diverse Strategies made a whole career out of this. You get a $100,000 contract and you pay your $8 and hour staffer to put together a half hour "outreach flyer". It's the oldest trick in the political books.
Who else got these "outreach" contracts.
