I heard there was a bit of a wrestle between Englander and Smith on who would run for the seat following Hal. The alleged agreement was that Smith would run first, for two terms (agreement made before third term limits snuck through on an "ethics" measure). Mitch would, in turn, be chief of staff until "his turn" came.
If that's true, it would make sense that they don't agree on various issues, not that it matters given how they ultimately vote on rate hikes, etc.

I don't know if being the councilman will change Mitch no one does.
I can tell you that from my interactions (again, MY interactions) with him, he doesn't BS when it comes to something city related, he'll be honest about it and say NO or YES, and I've heard him more than once say, the people in the district won't go for it.
The only incumbents I have voted for in my life are W and Buck McKeon, and I have yet to vote for an anointed candidate. This is my first anointed one... I don't want to be wrong. But I could be.
Mitch has a lot of ties to special interests through his previous job as a consultant and campaign manager.
But who in this district would be better? Chelabian, and some insurance guy who has never ran for everything (Northridge's Alvin Greene)!
