Morning Briefs and Outtakes for Monday



"The Albert Robleses of Southeast Los Angeles"
The last time I saw these two "Albert Robleses" was in Downtown LA's United States District Court.
Albert T. Robles (top photo) had been found guilty of multiple counts of corruption in the City of South Gate and was awaiting sentencing, meanwhile his defense attorney was Albert Robles (lower photo), former candidate for District Attorney, was attempting to get his client off with some dubious, verbal legal nonsense that drew a quick retort from the presiding judge.
One would of thought that with the conviction of Albert T. Robles, that the "Robles Machine" would fade away, but to the contrary, the machine has been entrusted to the likes of "Little Albert" and others (Angel Gonzalez, Chacons, Pedroza, and others) in Southeast LA who were taught by the likes of Lou Moret and Richard Alatorre.
The machine shows its face in the form of political mailers that make outlandish charges from fictional campaign committes, with paid street walkers from "Victory Outreach" handing out campaign material and the use of absentee ballots to get out the vote.
Somebody might want to ask Montebello City Councilman Robert Urteaga how he feels about the Chacons and their tactics, at this time ??
Other News:
** Nick Patsaouras and Doug Epplehart are highlighted today in Daily News Rick Orlov "Tipoff Column. Patsaouras wants to create an office of "ratepayer advocate" to oversee the DWP. Epplehart wants to cut in half the salaries of the Mayor, City Attorney, City Controller and City Council.
Thumbs up on both, but let Corina get her half from Tony first.
** Those low rent paying merchants at El Pueblo have responded to the audit from the City Controller Office and lets guess who is patting himself on the back for his leadership on this issue ?? Hint, huevos for you, if invited.
** Rumors are circulating on the streets about fraud in the Mayor's Gang Prevention and Intervention Program, what do you expect when you are paying $6,000 to "Summer Night Lights Advocates" and awarding contracts to those who contribute to re-election campaigns ??

Also the DA filed misdemeanor charges against Attorney Robles during their campaign last year. Embarassing to Cooley and his gang is the Attorney Robles represented himself and the jury came back in just 20 minutes with a unanimous not guilty verdict. This surely shook Cooley and his gang up. Cooley is vindictive another opponent in last years race Steve Ipsen was the president of his Deputy DA Association supposedly the #1 murder proscecutor in the county. This year Ipsen is not only on the outs but about to be fired!!! We need good prosecutors and he is going to dump the best we have over the election?

The newest overseer of America's largest pension fund, the California Public Employees' Retirement System, is a political insider with a vast resume.

Louis F. Moret, appointed to the 13-person CalPERS board earlier this year, has served as chief operating officer of Southern California's regional planning agency, a Los Angeles public works commissioner, chief of staff for a former assemblyman and, perhaps most famously, as a boxing referee.

Less well known are his troubles in South Gate.

The city is suing him for allegedly conspiring to fix a $48-million garbage contract. And he was described by federal prosecutors as the "political mentor" of the city's disgraced political boss, Albert Robles.

At Robles' 2005 criminal trial, testimony by Moret and others showed how he helped Robles award political favors. Robles was convicted of running a "pay-to-play scheme" that involved selling city contracts for kickbacks. He is in prison.

Moret was named to the CalPERS board in February by then-Assembly Speaker Fabian Nuñez and confirmed by the state Senate Rules Committee. The board oversees the fund's investments and decides who is hired to manage them.

Nuñez said that appointing Moret, a volunteer board member for Los Angeles' police and fire pension fund for 17 years, represented "an easy way out" of political conflicts. Three union groups had pushed different candidates.

Nuñez said he did not know who suggested that Moret apply, but, when he saw the name, he said to himself, "I know this guy. He's a boxing referee."

Nuñez noted that the South Gate lawsuit, which Moret had disclosed, involves unproven allegations. He said he was not aware of Moret's testimony at Robles' trial.

Moret, 63, is a member of an Eastside political clique led by boyhood friend Richard Alatorre. Alatorre hired him as his chief of staff when he served in the Assembly years ago. He also served as campaign chairman in Alatorre's first L.A. City Council bid.

Moret testified that he met Robles in the mid-1990s. Newly elected to the South Gate City Council, Robles was serving on a transportation committee at the Southern California Assn. of Governments, where Moret was chief operating officer.

Moret testified that he befriended the ambitious young man and discouraged him from running for a state Assembly seat because the labor community and elected officials had already endorsed someone else.

"I had told him I think it's going to be a tough uphill battle," Moret testified. "He suggested that he could probably win the [South Gate] city treasurer because there was an old lady there. . . . It was a career move I thought would be good."

When Robles won the treasurer's post in 1997, he used it to consolidate power in the working-class city, successfully running City Council candidates, including a City Hall receptionist and her cousin, a beautician. Robles wound up with a reliable three-vote majority and a city attorney who was his mother's divorce lawyer.

After Robles asked Moret in 2001 to serve as a city consultant, he assigned Moret to run the committee evaluating trash contract bids. He told him which of the competing firms -- Klistoff & Sons -- was his "horse in the race," Moret testified.

Klistoff was the high bidder among three finalists, but co-owner Michael Klistoff later admitted in a plea bargain that he had promised to pay millions for an inside track.

Moret's lawyer, his brother, Gilbert Moret, dismissed the significance of the questions, saying in a brief telephone interview that they were innocuous.

Moret also helped Psomas, an engineering firm that Robles wanted to win a sewer repair contract, testimony showed.

Psomas' bid was much higher than its only competitor's. Moret testified that he looked at the bids and told Robles "something to the effect that 'Boy, your friends are pigs' " and that Robles replied, "I'll take care of it."

Moret testified that he proposed giving Psomas and its competitor a chance to resubmit their bids, citing confusion about how much work the city wanted.

Psomas' competitor stood pat. Psomas reduced its bid and was awarded the $2.3-million contract.

Moret has also been accused of trying to fix the selection of a South Gate deputy police chief.

Former Huntington Park Police Chief Patrick Connolly said in a sworn declaration that Moret asked him to serve on the selection committee but told him he would have to agree to "select this certain candidate."

Connolly's declaration was filed in court as part of a failed attempt by the police union to thwart the selection.

Gilbert Moret, the attorney, confirmed that his brother asked Connolly to serve on the selection committee but never asked Connolly to pick a certain candidate. "He didn't even know who the candidates were," the attorney said.

Alatorre and his cohorts have brought nothing but shame to the Latino community and what makes their path to power more sinister is that they always used the "Latino Empowerment" mantra to further their personal agendas - just like Villaraigosa. The good thing is that there are other Chicano historians out there besides vendido Fernando Guerra from LMU to bring out the truth - and the truth always surfaces. Just ask Corina.

Both Snyder and Alatorre were good to the local gentry and they hired their maids from nearby El Sereno - and boy did they have some stories to tell. Don't be so naive. Scratch the surface a little - one's character is easily read and a look into Alatorre and Snyder's court records speak volumes on their integrity. The Moret deal to split the Latino vote is testament of such chicanery. Not to be confused with Chicano who are the only people getiing screwed here by the politico's backroom deals. don't kid yourself, Snyder is a full fledged member of these "politicos" - even to this day.

Yes, his opponent Ipsen is a top prosecutor about to be fired as payback for running against him, with the useless Board of Supes standing by. Yes, Ipsen is highly respected enough to have been voted the head of the Asst DA's in Cooley's dept., all of whom hoped in vain that they'd get a fair hearing in the media and court of public opinion, partly BECAUSE the climate of fear and intimidation in Cooley's office is so horrible, they wanted to expose it.

NO THEY DID NOT get a fair hearing by the media then and now, this vendetta of Cooley's is being outrageously glossed over. The Times which worked as PR organ for his protege Trutanich is making light of it, while the Weekly is even worse, going on about the red herring of why it's a misdemeanor to "out" a registered Republican as a Republican in the race, even if just by saying he -- Robles -- was not a Republican.

Shameful, but what we expect from Jill Stewart and her minions: she ran a story during the City Attorney race repeating Cooley's own PR garbage that he was so brave to go up against Antonio's "machine," as though his dept. wasn't the biggest and most well-funded in the country, an Intimidation ARMY -- Ipsen etc. allege that Cooley's collected too much dirt on the Supes for them to make a move. If ANYTHING it was brave of Jack to take on Cooley and Baca with their little inside agreements and arrangements and known obsession with vendettas.

Cooley ran Trutanich to do EXACTLY the same thing: hence we saw him storm out of the barn to threaten feeling the impunity of Cooley behind him. He ALSO is threatening to use the office to persecute political opponents, starting with Jack Weiss: he hired feral Mad Dog Englishman David Berger (whose views are all over the net and media) who ran solely because he hates jack Weiss as his "head of ethics and corruption" with guess who as their first target. Though they'd have to recuse themselves, they claim they can be "objective."

WHAT IS HAPPENING IS DISGUSTING AND AN ENORMOUS WASTE OF FINANCIAL RESOURCES that should be put to a far higher purpose. All while Trutanich is branding Chick as a liar, extortionist and attention hound (using one of the NICER words they use for her) for being brave enough to expose HIM as a liar, fraud and PR "hound" himself. Doug McIntyre also dared question him but the backlash against him has also been feral and intended to intimidate.

WHAT IS HAPPENING IS SHOCKING and the pathetic media won't see it until something really bad happens and they have their Nifong moment.

Empaneling a grand jury to persecute someone for making calls that expose someone as "Republican" is an outrageous pretext to persecute an opponent.
Cooley probably waited this long to pursue it because he wanted a certain amount of time to lapse so that Ipsen's candidacy support network and his campaign issues would fade away. Ipsen being head of the Asst. DA's Assn. is probably too high-profile and popular to go after directly, so they're choosing Robles.

Check out Full Disclosure/ leslie Dutton's shows which are online still -- explosive allegations about Cooley from Ipsen, very convincingly put, you'll start to see the real Cooley.

Can someone talk to Red Spot and ask him to make his posts less confusing. Or maybe someone can translate his posts in the comment section. I can tell he has good stuff to say, but it's just so confusing and impossible to follow because he has to change everyones name and embellish with all his flourishes and I am completely lost everytime. Sorry Red Spot, you are not being nearly as influential as you could be if you weren't such a little smarty. Too smart for me at least.

The Truth Disclosed-

1. SG Albert was from Southeast Attorney is for the LA Harbor area.

2. Acquaintances would be the closest this gets. SG Robles was a user and never had real friends. Early on when they 1st meet they were chumy at some events but that lasted only months. They were never boys that hung together and so forth.

3. Attorney Robles has never received a penny of South Gate money or any money from a SG Robles source. Yeah he was never even paid for the appeals defense!

4. Truth is SG Robles used many attorneys and Attorney Robles was only brought in after SG Robles was convicted and to exclusively handle the Appeals case.

5. The Appeal was not successful SG went to jail without ever paying Attorney Robles. One of the reason's Attorney took up the appeal was he already see the damaging being done to the name and felt if would distinguish there were 2 differnt Albert's. This hasn't really work.

6. Not true then only meet each other when Attorney Albert decided to run for WRD the 1st time. SG Albert was already and elected official. SG Robles endorsed Attorney Robles after their initial meeting with the warning dont mess up our name? Ironically it was SG Robles that messed up the name.

Even in a town where every month some major or minor political figure is caught with a conflict or an unreported loan or a few unpaid bills or some back taxes, Tony Inocentes stands alone.

Since his election to the Otay Water District board eight years ago, Inocentes has been accused of kidnapping, spousal abuse, threats against fellow board members, violence, harassment, unpaid bills, loan fraud, bankruptcy fraud, perjury, delinquent taxes, mental instability, and lots of other not-so-good things.

Friends -- now former friends -- of Tony Inocentes still can't figure out how his once-promising career as a director of one of the largest -- and richest -- water districts in California went so wrong so quickly.

Many of them gathered at a May 1 meeting of the Otay Water District in Spring Valley to ask -- plead -- that the now-disgraced Inocentes resign.

"I regret to ask for the resignation of Mr. Inocentes," said Pedro Morena, a former supporter and one of 25 Otay Water ratepayers in attendance to urge Inocentes's resignation. "But for the good of the district, as well as the good of his family and himself, Mr. Inocentes must resign."

Morena was referring to a string of incidents involving Inocentes going back to his first election to the board eight years ago.

The bizarre episodes culminated on May 1, when a Superior Court judge granted a restraining order to all of Inocentes's fellow board members and the head of the Otay Water District, barring Inocentes from harassing or even talking to them or to district staff outside of board meetings.

In documents supporting the restraining order, Inocentes made "physical threats by bringing his adult son" to a March 15 meeting with him, said Bob Griego, general manager of the district. "His son's aggressive remarks left no doubt that I would be subject to physical violence at a later time."

Other board members reported receiving dozens of phone calls throughout last year and the first three months of this year, many with the sound of someone kissing -- the kiss of death, said San Diego police officer and gang expert Felix Aguirre. "This was a very serious and ominous threat."

According to court records, Inocentes threatened fellow board member Jaime Bonilla after an October 2001 meeting, accusing Bonilla of reporting Inocentes's alleged misconduct to state and federal authorities. "You ought to know what happens to snitches," Inocentes allegedly told Bonilla. "Snitches disappear. Don't be surprised if something happens to you. Don't be surprised."

Aguirre was alarmed by the threat. "The term 'snitch' is common in gang culture and would indicate a threat to Mr. Bonilla," said Aguirre. "In gang culture, this is probably the most dangerous term to utter to another."

Inocentes's son Tony Jr. is a known member of the Old Town National City gang, a well-established Mexican street gang with a history of violence, Aguirre said. "And Mr. Tony Inocentes Jr. has a tattoo on his chest that reads 'Old Town National City.' "

Bonilla's office had been vandalized and gang graffiti with the letters OTNC scrawled on the windows. Aguirre called the defacement "gang graffiti."

Bonilla told police he suspected Inocentes and his son were behind the criminal acts. "Inocentes has also bragged that his son is a bodyguard for the Arellano-Felix cartel and that his son can take care of business," Bonilla said in a Chula Vista police report of the incident.

Despite at least five depositions alleging threats and harassment, despite phone records that match dozens of calls from Inocentes's home to the phones of board members at the same time they were reporting obscene and threatening messages, Inocentes and his son deny they ever threatened or harassed anyone. The allegations, Inocentes said, were the work of his "political enemies."

U.S. won't press Otay water board vote-buying case

Federal prosecutors have decided not to pursue charges of vote-buying on the Otay Water District board, a move that a former board member says is vindication of his innocence.

The FBI had been investigating claims by board member Jaime Bonilla that, in April 2001, then-board members Tony Inocentes and Fred Cardenas told him he could receive $1 million if he voted in favor of a power transmission line project.

The investigation became public this March, when it was revealed by Otay attorney Bonifacio Bonny Garcia in a wrongful termination lawsuit. The suit was filed against the water district by its former lawyer, Tom Harron, who lost his job there in January 2001.

FBI spokeswoman Jan Caldwell said federal prosecutors declined to prosecute the case because the evidence did not justify pressing charges.

Inocentes, who did not run for re-election last November, said the investigation was a misguided attempt to direct attention away from other problems on the board.

"I've been scrutinized more than Bill Clinton was," he said. "They were all diversions to hide their own problems."

Cardenas was removed from the board in November 2001, when it was determined that he didn't live in the district. He could not be reached for comment yesterday.

Attorney Garcia had said previously that board members Cardenas and Inocentes promised Bonilla $1 million for his vote on the power-line project, while they would each receive $500,000.

Bonilla reported the conversation to the FBI, Garcia said, and agents asked that the item be placed on the board agenda to obtain proof of a conspiracy. However, when Cardenas didn't show up for the meeting, the item was pulled from the agenda.

Yesterday, Garcia said he wasn't aware the case wasn't being pursued until he was so informed by a reporter. He said the case probably didn't have the evidence to prove a conspiracy because the item never came up for discussion before the board.

"What we have is evil intent, I think," Garcia said. "They didn't actually do anything because we stopped them. They didn't get any money because the deal never went through."

Attorney Harron's lawsuit, which had been scheduled to begin in April, is now scheduled for a December trial date.

The Otay Water District serves 140,000 customers from Chula Vista to southern El Cajon.

The Trials of Mexican George
For 20 years, the feds have suspected supermarket mogul George Torres is a drug runner and murderer with friends at City Hall. Now they’ll try to make it stick.

Torres’ talk appears to be more than just idle boasting. According to recently unsealed investigative reports, Albert Del Real, a convicted drug dealer, former Numero Uno employee and brother of Raul Del Real, says he saw former L.A. City Councilman Mike Hernandez receive “stacks of money” from Torres in the 1990s. Then-City Councilman Richard Alatorre brought his vehicle to Torres’ warehouse to get serviced, leading Del Real to tell investigators he believed that Torres, who did not provide automotive services, was doing favors for Alatorre.

Alatorre and Hernandez, neither of whom returned calls for this story, have never been charged with wrongdoing in connection with Torres. They remain City Hall fixtures. Alatorre, who pleaded guilty to felony tax evasion in 2001, is an influential lobbyist and board member of L.A.’s Best, a nonprofit that operates out of Mayor Antonio Villaraigosa’s office. Hernandez is assistant chief of staff for Councilman Bernard Parks and Councilwoman Jan Perry.

Such allegations hearken to a highly publicized national scandal involving Horacio Vignali, Torres’ former real estate partner. They also raise questions about how far Torres’ political reach was, and whether that reach helped keep him out of trouble.

Torres and Vignali, formerly two of three principles in a real estate company called Tovicep, Inc., were exposed as longtime targets of federal drug investigations in a 2002 congressional report on Pardongate, the White House scandal arising from President Bill Clinton’s grant of clemency for Vignali’s son, convicted drug trafficker Carlos Vignali Jr. The report examined revelations that, in the 1990s, Vignali was a big financial contributor who enlisted numerous politicians, including L.A. Sheriff Lee Baca, then U.S. Attorney Alejandro Mayorkas, U.S. Rep. Xavier Becerra and Mayor Antonio Villaraigosa (then a California assemblyman) to lobby Clinton for the clemency. Hernandez and Alatorre were among those who lobbied for Vignali Jr.’s release.

Huh were you in a coma in 2008? A Jury unanimously came back with a not guilty verdict in just 20 minutes! Then the voters re-elected him with 50% of the vote in November over other opponents. He beat his closest opponent 2-1. He had the COPE endorsement. The party backed his opponent because of the S Gate Clan being lied to and influenced by Dela Torre.

The COPE endorsment came by being nominated by the the LA Harbor Unions! Everyone that knows anything knows not to vote against the Harbor delegations nominees. Albert is LA Harbor product that still lives there not the Southeast.

January 2009 Robles was elected by majority vote to another term as President of the WRD board.

A Carson Councilmember who double crossed him in the November election 4 months later lost his re-election bid.

If you have "FACTS" put on the table. But one thing I have learned about the people that oppose Attorney Robles is they never have any facts to back up what they say. Anyone who served in South Gate is suspect of something, but Robles is small potatoes and only on Cooley's radar because he dared try to expose HIM. -Times story this morning. Wasn't Monique Moret cooperating with govt in the Fleishman Hillard case while her father was being investigated by the FBI in the Robles case?? She gets immunity and the Robles prosecutor is quoted as saying that Lou Moret "probably" was involved in the conspiracy but he's never charged. What's going on on?

-Moret has been taken care of by Alatorre for a long time, well taken care of, along with David Lizarraga and TELACU

-All these reports of corruption surface the same shameful names over and over: Nunez, Alatorre, Reyes, why are people so stupid as to keep re-electing all these self-serving crooks?

-Snyder and Alatorre were co-hosts to some very wild parties up in those Monterey Hills condos. Both Snyder and Alatorre were good to the local gentry and they hired their maids from nearby El Sereno - and boy did they have some stories to tell. One of them quit because she couldn't get used to the idea of picking up someone else's used condoms.

After Alatorre took over Snyder's seat, he was very well taken care of - Snyder was the top paid lobbyist at City Hall for the following decade. And yes, Snyder did take care of his business - that is his district - in a manner that Alatorre could never approach.

Don't be so naive. Scratch the surface a little - one's character is easily read and a look into Alatorre and Snyder's court records speak volumes on their integrity. The Moret deal to split the Latino vote is testament of such chicanery. Not to be confused with Chicano who are the only people getiing screwed here by the politico's backroom deals. don't kid yourself, Snyder is a full fledged member of these "politicos" - even to this day.

The only one I know with the guts to take him on is the new US AG Eric Holder. Maybe we should start a letter writing campaign bringing this bs to his attention and ask him to investigate and do something to slow Cooley's roll. Holder is a pretty decent guy that understands both sides of prosecution.

Originally a member with the AG Holder left the AG after taking some heat over how he handled the Cuban kid Elian in the Florida deal.

When he left the AG he worked representing some political defendants who were charged by his own former staff. They didn't play straight with holder in many of those trials. That's why he is already cleaning house of some of them that were withholding information. He knew their MO because they had done it to him. Ironically now he is their boss again.

I seriously doubt Holder will turn his head when he finds out what Cooley has been up to.

And, now, they might be wondering what new disclosures are still to come in this six-year probe. The case should shed some needed light on L.A.’s underworld, a place too many people here seem to believe exists only in TV and the movies.

L.A. Weekly’s Jeff Anderson wrote a cover story on the allegations way back in 2005, and explored the relationship between father Vignali and Torres. Anderson also broke the story of Torres’ arrest on the Weekly’s website earlier this week, just ahead of this story and companion piece in the L.A. And what a coincidence, this year on July 19 it will be 33 years since my ordination. My boss was also crucified at that age."

Yes, someone is desperately trying to divert from the theme of Cooley's corruption, throwing more and more off-topic and obscure people into it -- shows HOW WORRIED COOLEY IS THAT THE MEDIA AND PUBLIC ARE WAKING UP.

I started paying attn. during the City Attorney Campaign when he threw his weight around so hard to elect his protege Trutanich, and I wondered why. They really played dirty with Jack Weiss, while portraying themselves as the victims of some all-powerful "machine."

When as people have outlined, it's Cooley's DA's ofc. that's the most powerful in the country and has his OWN alleged Supervisors the Supervisors cowed, with potential blackmail, and since HE has the authority to investigate them and prosecute them on everything from alleged deals to friends//family and even the Brown Act. Too easy to "find something."

I'd followed the DA elections for the first time when the murder of the woman by her husband was covered up by Cooley, shocking. Then the allegations from his opponents who dared challenge him started to lead come together.

But it was during the City Attorney's race, when he and Trutanich kept blaming Jack Weiss for the Jamiel Shaw murder and for SO40 as though that caused his death, that made me realize just how opportunistic and devious they were. Trutanich joined the top rightwing talk show hosts on the steps of Weiss's ofc. along with victims of not Shaw's killer, but with a victim from San Francisco.

Blamed it all on the Mayor's "sanctuary city policy" with Weiss as his alleged lapdog. A theme which got nastier and nastier. Putting out there lot of known lies without batting an eye.

When in fact it was DA's Cooley and Baca who had released Shaw's alleged killer Pedro Espinoza from County jail without checking his status. Even though Cooley has hundreds of staff investigators.

So repeatedly blaming it on Weiss for political gain was just low, a deceit to deceive the public on purpose. Real problem: Cooley had plea-bargained Espinoza out despite a long rap sheet of felonies and being a known gangbanger. Plus being illegal. How many more murders could have been prevented by more diligence?

According to an analysis on one of the current threads on this blog, if Cooley had enforced the 3 Strikes law consistently, Samuels would have been in jail now serving his 3rd of 25 years and Lily Burke would be alive.

There are MANY similar cases, how many? Incompetence, misusing his political office, money and influence for personal political power... And NO ONE in a position in the county to even question him. Everyone intimidated. The Sheriff on his side. He talks tough, pretends to be a simple man but talks too much about how self- righteous his side is, how they're fighting "evil," a smokescreen to fool the naive and fearful. Managed to fool the media with talk of some invincible "machine" when the DA's got the real machine.

This is way beyond anything to do with Robles/Ipsen/anyone except as examples. The principle Ipsen risked his whole career for.

ONLY Eric Holder could/would do it. Must do it.

The question remains why Alatorre — arguably the most corrupt and corrupting Los Angeles politician of his generation — went down for just one easy count of income-tax evasion. And why the feds passed on their own investigators’ allegations of corruption, bribery, loan fraud, extortion and conspiracy. Under his plea bargain, Alatorre can never be prosecuted for them.

For 28 years, Alatorre has been a far more powerful figure than his stature as councilman or legislator would suggest. He ruled the Eastside, he commanded the City Council and local organized labor, he swayed Sacramento: For officialdom, his smile meant success, his scowl, disaster.

Alatorre’s latest disgrace hasn’t changed this. “So ferocious was Achilles that he was as horrendous retreating as advancing,” Homer writes. Thus also with Alatorre, who has screwed so many enemies so badly for so long that, for those he’s controlled, it must be impossible to believe you are safe as long as Alatorre can pick up a phone.

The courts could have ended Alatorre’s reign. They could have handed him a five-year sentence in an out-of-state federal prison and fined him at least as much money as he was known to have stolen or extorted. This would have been justice. An eight-month house arrest that first permits the criminal half a year on the street to tie up loose ends simply tells his former victims — and would-be emulators on the City Council — that Alatorre has been sidelined. But not that he is out of the game. In fact, according to his attorney, Eric Dobberteen, “He can still work,” and even leave his home to do so if his keepers approve.

Alatorre can even appeal the plea arrangement, though he originally agreed to waive his right of appeal. Without a request from either the defense or the prosecution, U.S. District Judge Robert Takasugi decided to waive the waiver in Monday’s sentencing hearing.

Alatorre’s plea bargain was signed in ä early April, just as U.S. Attorney Alejandro Mayorkas was due to step down (his Bush administration successor has not yet been picked). The sentencing date, originally in July, was discreetly extended to October 23, and then changed to August 27 at Dobberteen’s request. After he signed the plea bargain, Alatorre was allowed to visit Las Vegas in May and July, purportedly to see “relatives.” There’s no mention, however, of the councilman’s going to Sacramento to earn his $7,500-a-month DWP lobbyist stipend recently mentioned here, though. Nor that the feds knew of this March deal, put together by then Mayor Dick Riordan, on April 1, when they agreed there would be no cash penalties, due to Alatorre’s alleged indigence. April Fool, Uncle Sam.

You get the idea, reading newly available documents in the case, that Alatorre is one lucky little sleazebag. The FBI and (of all agencies) the Metropolitan Transportation Authority’s Inspector General’s Office were baying for his blood. Evidence they gathered suggests that Alatorre might have ended up in prison, had the U.S. Attorney’s Office only placed the same priority on political corruption that it gives minor drug trafficking.

The investigators compiled an overwhelming heap of evidence, some of which has already been reported, much of which has not. According to a search-warrant affidavit filed on February 8, 2000, Angie Alatorre, between 1993 and 1998, collected $146,200 from JNED Inc., the Nederlander firm that was storming hell for a city contract to operate the Greek Theater. In return for which, the affidavit alleges, Angie Alatorre distributed some free tickets. Nice work if you can get it. According to the same papers, Alatorre and his hireling Frank Alderete shook down local property magnate Sam Mevorach for $45,000 between ’95 and ’97, threatening otherwise to sic building inspectors or to botch a pending $15 million city loan to the potential buyer of 1,175 units of Mevorach-owned East L.A. housing. According to the documents, the grift was passed off in envelopes on street corners and in coffee shops. The first donation, made before Christmas of 1995, was a seasonal exception. Mevorach, the documents allege, claims he “gave Richard Alatorre a Christmas gift consisting of $2,000, all in one-dollar bills, wrapped in a box with a bow on it.” It’s the spirit that counts.

By now, everyone knows that Alatorre let the Eastside entity known as the East Los Angeles Community Union, or TELACU, pay $13,200 to tile the roof of his house at no cost to the then MTA chair. This was while Alatorre was stabbing the backs of everyone who stood in the way of a $65 million rail contract for a consortium that included TELACU. But the affidavit claims that Mevorach (who testified under his own grant of immunity) told officials he also gave $15,000 “for improvements” to Casa Alatorre. It is said that first Alatorre gave Mevorach a verbal wish list, then Alderete demanded money, apparently to build a new 7-foot-by-11-foot washroom and remodel two extant bathrooms. He also sought money for the “replacement of the roof and the addition of an electrical circuit for a gate opener.” Which raises the question: Did Alatorre get his roof paid for twice?

Needless to say, none of these donations got reported to the City Ethics Commission. And we know that $41,840 of the money Alatorre allegedly extorted in 1996 (as opposed to that 1995 Christmas present, for instance, or any other gifts or donations received in any other year) did not get reported to the IRS. That, and that alone, is what he is being punished for.

But the investigation leaves many questions unanswered. Such as, where did all the other big money that allegedly whizzed through the Alatorres’ hands over the past decade come from and go to? The affidavit quotes the research of Mimi Strauss, the MTA I.G.’s special agent, who gave the Alatorres’ records the most scrutiny (she first encountered the councilman when she worked for the Ethics Commission). Strauss did a good job, but the family finances still seem as mysterious as quantum physics. How — even with the help of Mevorach and TELACU — did the couple pay for five-figure home renovations out of bank accounts with an average balance of under $2,000? Where went the $377,000 the pair borrowed from lenders and the $96,544 withdrawn from Alatorre’s own pension fund in 1998 and ’99? The affidavit suggests “living expenses” and refinancing the Argus Drive home. But this was a $285,000 house for whose mortgage Alatorre had, only the previous year, been compelled to fake a lease on his previous residence and claim his city car as a “liquid asset.”

Alatorre went after money like a shark after chum — with just as much greed, and just as much foresight. This is not the only passage in the Alatorre fiscal saga where money simply can’t be followed. It’s been reported that, to facilitate the new mortgage, the long-suffering Mevorach first helped Alatorre fake a “lessor” and then reimbursed a “purchaser” for the $41,500 paid for Alatorre’s hard-to-move Monterey Hills condo. But it’s still unclear under what pretenses Alatorre originally obtained a bank loan of well over $82,000 to buy this property, which was apparently worth much less. I am guessing “well over” because the condo (located in a problem-plagued, lawsuit-prone development whose prices have been depressed since the mid-’80s) was allegedly assessed at $40,000 before Alatorre unloaded it (also managing to stick the buyer with an overdue $1,544 payment on his mortgage). Even so, the papers state, Alatorre still owed $40,000 after the sale. They don’t say to whom, or how — or if — he paid it.

All of which suggests that, if anything finally destroys Alatorre, it’ll be his own greed. We’ve recently read how bosom ally Richard Riordan got him that $95,000 DWP contract. Alatorre may desperately need this money if he has taken that much out of his pension fund and still owes on those 2-year-old loans. But it would be interesting to know what exactly he has done to earn the $15,000 the DWP’s paid so far.

Perhaps Alatorre will have to cash whatever equity he retains in the Argus Drive home that corruption bought and graft renovated, with its electric gate and its heated pool and fancy tile roof. And live as humbly as most of his old Eastside constituents.

Only with an electronic bracelet on his ankle.

Have you ever seen the boundaries of his WRD District. Carson to Whittier, Pico is along the way. Geez! That might give you a clue as to why he may have an interest.

Moreover dont forget people support people not only because who they are always, sometimes it is because who is running against them is not is undesireable.

What I remember about this race was there was board memmber who had recently passe name Fred and I believe his son was a candidate. I know alot of people I know adored that guy. So it could have been none of the reasons I stated above other than simply supporting Fred's kid. Although I dont know his son and never met him if someone would have approached me and said Fred's kid was running he would have got my support and not a least bit because of the kid, but out of rememberance and respect for his Dad.

That tells the whole story about you and why you fail to get elected. Your outlook on life and the very constituents you desire to represent is rotten!

So what's the theory on his not guilty verdict. Stupid jurors? They sat there unbiased, something you are not, 2 weeks and got to see all the evidence, something you have not, had the applicable laws defined to them, something you seem uninterested in, and exonerated him in just 20 minutes and 5-10 minutes of the deliberation was probably spent on picking a foreman... Seems like they felt it was all a bunch of poppycock from the DA.

Moreover you should know that the law was tested long ago and if the case would have gotten far enough you would have learned 2 times in the US history these kind of laws have been tested by a state supreme court and more importantly the US Supreme Court and they found these laws unconstitutional on free speech arguments. Also FYI this country was founded on the free speech contained in 100s of anonymous flyers by anonymous printers just like Ben Franklin. Check your US History book if you have one. I suspect you must have immigrated here and never had the opportunity to study US History pehaps they why you dont understand how this country was originally formed.

The LA Times Newspaper always publishes Steve Cooley's press releases as if they were gospel truth and when innocent people get acquitted, it was because they had a high priced attorney or the jurors are dumb or stupid. Here's my account.
I have known Angel Gonzalez for over 13 years, first as a customer and then as a dear and loyal friend. Mr. Gonzalez is a Los Angeles hard working family man and printer. Angel's only crime was to get SG Albert Robles and friends elected and that angered a lot of wealthy and powerful entities such as Electric Power Corporations, the 2001 Latino Caucus who received "contributions" from the South Gate power plant developer and others.

Some of the Latino Caucus helped Steve Cooley get elected. So naturally, Steve Cooley as a former mediocre deputy D.A. and now grateful new D.A. wanting to show himself as a corruption prosecutor, was brainwashed (and still is) about Mr. Gonzalez needs to be investigated and prosecuted because they after all, were the "good guys" and Mr. Angel Gonzalez was a "bad" guy.

The accusations or implications that Mr. Angel Gonzalez was or is part of the South Gate Robles "machine" are completely false and slanderous. He is a printer for hire to anyone for political or commercial printing. 80% of his work is for commercial printing and about 20% political. In fact about one out of very seven elected officials in L.A. County has hired him to win elections for him or her. You probably would recognize some of them if you were to visit his shop.

The phrase "Robles Machine" was coined in 2001 by the newly elected and trigger-happy Steve Cooley who was blinded by the 2001 Latino Caucus into going after anyone who helped or was hired by SG Albert Robles in obtaining majority and defeating the building of a polluting 550 Megawatt power plant South Gate.
