Early Retirement Golden Handshakes Withdrawn
Probably old news, but in light of the Fed's investigation of the City's pension funds, Tony V and friends are rethinking all golden handshake offers. Instead of early retirement incentives being offered across the board, cash incentives are now being looked at for "specific individuals only," similar to those given to LAUSD employees.
So exactly how does 'deadwood' become a 'specific individual'? It'll be interesting to see how the Mayor and his spokesholes work the selection criteria once it is defined.

No one who is near retirement would take a cash buyout instead of sticking around to retire.
They might be thinking about targeting high-paid employees with little invested in the retirement system. But those would tend to be paid people who are exempt from civil service and could be fired anyway.
That leaves lower-paid civil servants with little seniority, the very ones who would get laid off if there were to be any layoffs.
So if the unions can't agree with the city to something, all the departments will be taking an extra 10% reduction, beyond the 10% proposed by the mayor, to protect the jobs of some newer city employees who do who knows what?
it's the power of the unions.

THE PRIVATE SECTOR OF BUSINESS COULD PROVIDE SERVICES AT COMPETITIVE PRICES.
