UPDATED "No Balls" has "No Teeth"
This morning's post is from a Mayor Sam reader and animal 
shelter volunteer who is frustrated that the city has a neuter-spay ordinance going in to effect today, but who says that there is no tangible, clear plan to make its intended benefits a reality.
An email just received from the same party clarifies that the person supports the law, but without some "teeth" and a strategy for licensing, feels it is nothing more than a feelgood measure. Haikula agrees, and reiterates that if people have information on such services in SoCal, post it here and we will organize and share it. Mr. Ed Boks, the shelter general manager, has not responded to numerous requests for information.

"We have no plan to go door to door to enforce the spay-neuter law." Those are the defeatist words from Edwin M. Boks, the general manager of the Los Angeles Animal Services shelter.
There is also no plan to get licensing under control, and provide massive on-demand spay-neuter and the shelters are packed with animals with no vigorous city plan to find homes for them.
The boardwalk at Venice Beach, South Los Angeles and Tujunga would be great places to start licensing and spay-neuter enforcement, but Mr. Boks has no formal plan per usual.
Could you let people know that next week's Personnel Committee meeting has a special evening starting time so that shelter employees and rescuers can take the next step in their request to get the general manager that Mayor Villaraigosa promised us, but failed to deliver.
Please do not post my name because I am a shelter volunteer, and Mr. Boks has already made an effort to intimidate us.

Is Haikula the crazy cat lady who was suing the city because of Edwin M. Boks, the general manager of the Los Angeles Animal Services shelter?
Don Quixote was going quackers because of this lady also known as anonymousa driving him to post comments like the one below..

Anonymousa was found in the am. The potted plant was wearing a Standard Issue Poodle Uniform similar to that of our Anonymousa but in a smaller size. Anonymousa had Mexican grown celery vegetables hanging out of her nose, mouth and ears.
No word yet that the illegal aliens gangs that attacked Anonymousa for being a poodle have been deported for animal abuse. . The entire operation was unsuccessful and aborted.
Our Anonymousa has not fared well from this experience. Now she posts up that she halucinates she's Laura Chick. You know Anonymousa better than anyone. When you get off work today please direct yourself to her confusion and order a fresh menudo enema stat!"
Haikula's buying into the BS hype once again, as seems to usually be the case. The spay neuter law will be fine. Most people obey most laws voluntarily and don't need "snip nazis" going door to door to fix there dogs. It doesn't matter who runs the department. The law will make a difference after a couple years. Unless people follow Haikula's advice and refuse to obey unless the gestapo shows up at there doors.

U must have attended LAUSD. I did not tell anyone to follow or ignore today's new law.
I reposted a thoughtful email that I received from someone INSIDE one of the shelters, and the information CONFIRMS what Mr. Boks said to the local news media. If you want, we can post all of the emails we received about this law and the general manager.
Mr. Boks was offered many times to share his view on this blog, and he did not reply. If there is a formal plan for licensing,spay & neuter, post that link RIGHT NOW since the law starts TODAY.
Let us see what the city has prepared with real details. Barring this, it sounds like your own career might hinge on Mr. Boks's survival.
To the first poster, can you write in even vaguer, coded expressions?
We posted a lengthy Q&A the other day and not a single word of it was about the new law, Mr. Boks or any of this.
How do you know that most people obey the snip law? It is a new law. How do you know how many people are following it?
Ed Boks doesn't even know how many animals there are in the city, let alone how to go about licensing them.
He said so at city council.
Besides, if people were following common sense, the shelters wouldn't be killing DOZENS of animals per DAY.
That can be proven even using Boks's twisted kill statistics.
Boks has been trying to put a happy face on the killing of animals as he sits and writes for his stupid blog. That time should have been used to make real plans.
He has spent time renaming the shelter, and coming up with useful new names for centuries old programs. Should we send in the data on the STARS program and the two dogs it has helped in four years?
"Bringing pets and people together," except the thousands he kills each year, and warehouses in the unopened northeast shelter, which he renamed Mission Shelter without going through proper channels.
Last month more than 65 shelter employees and union officials showed up at city hall to get his butt removed from the city. The personnel department meeting is being arranged as a direct result of the man's incompetence.
In fact, did you notice that I am requesting information for neuter-spay services?

The Department of Animal Regulation (LAAS to you) is nearly dysfunctional and unable to fulfill its obligations under the charter. LAAS has no interest in collecting license fees unless the dogs are impounded and the owners want them back. LAAS will not enforce this new law either.
City Council has no interest in enforcing laws if it might inconvenience the constituents.
Don't expect any enforcement of this new "Great Idea." Don't expect any jump in spay/neuter numbers.
Please spay or neuter all your pets and encourage everyone else to do the same.

Deleting the two posts in question would not hurt animals. What are you talking about? Those posts have nothing to do with mandatory spay and neuter. They are merely attacking an individual.

For whatever odd reason there is a trio of animal rights whack jobs who, along with assorted "attorneys" go crazy nutso whenever ANYTHING is posted about animals, DAS, Ed Boks, etc.
This is one reason why we moderate comments because these nut jobs all do things like post each other's phone numbers, employers, etc.
They found that by being anonymous and being vague they could still slam each other without getting in trouble. So be it.
