LAUSD Scales Back On School Construction Plans, But Spent All The Money, Anyway
Falling enrollment projections mean fewer and smaller schools are needed, district says.
Declining enrollment has prompted the Los Angeles Unified School District to scale back its $20-billion school construction and remodeling program sought to relieve overcrowding and end involuntary busing.[Oh no, The Mayor's office (Villarosa AND Riordan), Broad/Kramer, and "The Charter school Takeover Cronies"(see Clinton Library donors) have been trying to spend their way through the $20 billion plus in construction and repair budget!!! NOW WHAT??? Did they just drill for oil and come up with dust after all that spending to take over the school board. Now only to be left with the mess of trying to show some kind of improvement? LOL!]
The building program, which is paid for by four bond issues approved by local voters and state funds, is believed to be the largest public works projects in the nation. But since the fall, the school system has canceled plans for 19 new schools and additions to existing campuses in South Gate, Bell, Van Nuys, San Fernando, Sun Valley and central Los Angeles, among other areas, citing new enrollment projections. On Tuesday, the Board of Education downsized five new schools, eliminating more than 1,000 seats, and last year, the district decided against building seven others, also largely because of decreased enrollment.

Overall, the nation's second-largest school system now serves 694,288 students, down 7% from its peak in 2003 of 747,009 students. The drop stems from years of declining birth rates and increasing housing prices that have pushed poor and working-class families out of many gentrified urban Los Angeles neighborhoods.

In Los Angeles, reducing the number of new classrooms will not, however, mean that the district will have a surplus of bond money, officials said. Construction costs have nearly tripled to $500 per square foot or higher since 2001, causing a shortfall. The district has cut more than $1 billion from school repair, technology and early education programs to make up the difference.
[Ooops, looks like they still managed to spend all the money and blame everything else but their own inefficiency. Although, of course construction costs have risen to. I'm just saying, you're not gonna hear 'em say, "Because of rising costs, massive inefficiency (remember credit card scandal and the payroll mess), plus Larry, Curly and Moe like execution. Not to mention whatever flat out purposeful shadiness may be corrupting/skimming off the system.]
Guy Mehula, the district's chief facilities executive, has assured the board that the 80,000 seats left to be built still appear necessary. He has repeatedly pointed out that 200,000 children will be learning in portable classrooms even after the construction program is completed. The district expects enrollment numbers to begin to rise again in about five years.
[Off to a good start in providing a winning environment. How about setting up some classrooms in all the vacant foreclosed homes due to subprime (predatory) lending?]
Perhaps the costliest fight over declining enrollment is being waged over what the district calls Central Region Elementary School No. 14, in Echo Park, which has been tied up in court for more than two years. The proposed school was promised to voters in 2005, principally to remove chronically jammed Rosemont Elementary School from a four-track year-round schedule.

Does anybody know the actual percentage of illegal aliens in LAUSD?
I have heard that about 50% of students of LAUSD are illegal aliens. Even if it's 30%, we are spending our tax dollars trying to educate illegal aliens. We should be spending U.S. tax dollars on american students not on mexico's poorest at least educated.
The article adds that all the schools built, planned to be built and scrapped, or which will be built, are in South, East, South or Central L A, or parts of the Valley like Van Nuys.
Nada on the westside. For decades now. The ones that remain and are decent enough for locals (a handful of elementary schools, no middle or high schools) are in disrepair and overcrowded. Bursting at the seams with students.
But they tend to be mostly white, middle class and paying the highest share of taxes, so they don't count.
Westwood Charter has had a surge in enrollment among locals, and has had to ask the handful of permit kids -- whose parents mostly work in the district -- to leave. You'd think that people moving into the area and paying all those taxes would be something the city would encourage. No, all the money they're paying in taxes goes to the illegals or the Valley.
So HOA's are mad and want to stop all new development and an influx of residents, but that's not the answer. Built these people schools and be grateful they're here, you leftie morons on LAUSD, UTLA etc.
MOST areas of the westside are worse off, no schools their kids can go to at all. Gang-infested from the bused in kids, so of course crappy test scores, so of course no one goes there as long as the school population is bused in, and so it goes.
The only "solution" offered is to build brand new, beautiful, small schools for the illegals, and when there are enough of those, the westside kids can have their old, rundown schools back. Maybe, sometime... Like, never even that.
Anyone on the westside who brings this up is called a racist and made to go away in embarrassment, when it's LAUSD and the city who should be embarrassed. But the few sane people we have in leadership roles are also intimidated into going with the PC program... While they also continue to support the mega- development which allows the VAls to drive to the westside to work in their polluting SUV's and educate their kids in decent schools subsidized by these westsiders.
While the Vals snidely tell them to move if these rich people, boo-hoo, don't like the situation.
Maybe people are tired of ceding their homes and territory. Gee, now their real estate turnover is down: the cash cows aren't giving as much milk and what if they woke up to what's really happening?
This absurd situation has gone on for so long, it's become institutional insanity.
Who do the Times reporter quote with sympathy? Some Hispanic who says that if they stop building new schools in his hood, maybe in some 20 years when families with kids move back, there won't be enough schools.
What about NOW on the overcrowded or totally neglected westside, huh?
If the westsiders don't like it, they can just move out of town or not move to the westside in the first place. Then the marginal areas like sw of Pico and Bundy will be overrun by new trendy loft dwellers and galleries, side by side with affordable housing for illegals. With no parking spots, of course. And their kids will need and get more schools. Then.
Maybe the "newest" budget crisis in California and Los Angeles will wake people up to the cost of having all these illegal aliens here from mexico.
Los Angeles is a major city in which no middle class family would live and send their kids to an LAUSD school. The majority of whites moving back into the downtown area have no kids. But of course what parent would send their kids to schools with gangs, drugs and the worst test scores.
The state of California needs to do what Colorado has done and made it more difficult for illegal aliens to work, rent or drive. Then the state can begin to lower the prison population, improve schools and save money.
The LAUSD needs to quit only servicing all the uneducated illegal immigrants from mexico.
LAUSD is obligated by law to serve whoever shows up.

I worry that the US might be heading back to Spring 2001 when the bursting of the Internet bubble saw the country plunging into recession. I remember written job offers to graduates being torn up long after they'd been accepted. Companies just couldn't afford to hire. And after 9/11 hit in September, it took a ballooning of liquidity to eventually right the ship. I look for the glass being half full and reckon there's hope. So far at least, as they have done every year before, the big financial groups are still coming to Wharton to offer final year students job opportunities. This is a critical point, as 40% of the business school's graduates end up working on Wall Street. But I also fret that for the first time in years, people in this "circle" of friends and acquaintances have been actually been fired, as companies now start to cut back because of recessionary fears. Zuma nailed it on the head the other day ladies and gent's, as John Wayne would say...
At this point, LAUSD shouldn't build any more schools until it learns to run the ones it has.

Fulton to pay students in after-school program
Creekside High and Bear Creek Middle will pay students $8 an hour for "Learn & Earn" program

Fulton County schools want to pay students to stay in school a little longer.
Forty students from Creekside High and Bear Creek Middle schools in Fairburn will be the first to try the "Learn & Earn" program, where students will get paid to attend after-school tutoring programs.
Students will make approximately $8 an hour, and be eligible for bonuses if their grades improve, said Kirk Wilks, district spokesman. The initial students are in the eighth and 11th grades.
There will be a community kick-off Thursday at 3 p.m. in the Creekside High media center, 7405 Herndon Rd., Fairburn.
With the support of Fulton County Commissioner Robb Pitts, the pilot program will last 15 weeks and pay students for participation and performance. The object of the program is to determine if paying students to study will improve classroom attendance, grades and test scores, according to a news release from the district.
The initiative is funded by Charles Loudermilk, chairman and chief executive officer of Aaron Rents, through the Learning Makes A Difference Foundation. The foundation is a local non-profit designed to improve education through creative programs.
The students chosen for the program were picked by school staff, based on attendance, grades, test scores and free or reduced lunch status, the release said.

This morning I notice an unmarked white suburban van with tinted windows and those little antennas slow down and stop right in front of my house.
I'm in front of the window, so I take a peek. So if they are indeed looking at me (they had blacked out windows so I don't know if they were looking at me, or looking straight ahead), but if they were looking, they obviously could see that I was looking to see what was up.
So then, they start to slowly drive away.
(Now I know that this story is gonna make the haters pile on with the ZD conspiracy theories...and I'm not trying to make anything more out of it than it is.)
Could just be some coincidence that they had to stop right there, to talk on the phone -- or look at something, that required them to stop the SUV, right there on the street -- and maybe I'm paranoid.

Fact that it's nice enough for people to want to move there, and have too many kids for the local schools -- or have no kids to send their kids to -- is the fault of the liberal, ethnic-oriented political leadership and LAUSD/UTLA. He's also been a leader in innovative ways to reduce congestion and pay for mass transit.
If those dummies were smart, they'd have worked with him to bring new schools to the area, instead of combating the development which has made the city solvent. Until now. The $7.5 million shakedown they're so proud of has become an anti- L A warning around the country at a time we can't afford it. (Now, they're battling Westfield Century City from its renovation, to bring that old shopping center and movie theaters up to much-needed state of the art standards. Blight is better was always their motto -- if they had their way, the bankrupt Shubert theatre, nightclub and cafes across the street would still be there, crumbling.)
Having school-aged, middle class kids in an area is something that should have been welcomed by the local residents, who should have put pressure on LAUSD instead of battling the CM working to improve the city with a broader vision.
By the way -- they never got the 20,000 signatures they claimed. They quit their effort alleging they were just a few thousand short precisely because they didn't want the embarrassment of the City Clerk revealing they got barely half that. You can be sure if they were close, they'd have wanted that made known. They had a lot more opposition than they had support.
Yeah, that group was dumb -- but they don't represent the westside, just a sorry little faction or largely retired people or renters with no kids, that would rather cut off their nose to spite their face.
If they'd worked to improve schools/ fight LAUSD's discriminatory building policies instead, they'd have new schools by now. Instead they damaged the image of the westside by coming off as a bunch of old NIMBYs.

The chicken farmers guide to the us economy, turning chickens into cows?

With overseas markets tumbling and the U.S. economy in the midst of a downturn, possibly headed into a recession, wading through the econ jargon on Capitol Hill is a daunting task.
As lawmakers considered how best to create an "economic stimulus package," the Senate Finance Committee got off to a real-life, applied economics start this morning at the onset of a hearing.

Sen. Charles Grassley, R-Iowa, who speaks slowly with folksy jargon, wears ties with dizzying patterns and prides himself on being, as he puts it, a "family farmer," tried to apply some barnyard economics to the U.S. economy.
He wondered what a chicken farmer ought to do if people stopped buying eggs (read: economic downturn).
Grassley, who ultimately supports a stimulus package, thinks recovery is going to take a long time no matter what Congress and the president do. He said economists suggest, "When workers are fully employed and factories are fully utilized, they say we need to save more and increase supply. But when workers are unemployed and factories are idled, they say we need to spend more and increase demand."
And by that rationale, the government should inject some capital into the economy to spark a recovery.
Employing Barnyard Economics
Arguing that the explanation didn't withstand "careful scrutiny," Grassley illustrated his economic point with simple mathematics and "the proverbial chicken and egg."
Using two examples of basic supply and demand, Grassley said if "we have five chickens that each lay five eggs a week, but people want more eggs. The solution is to save some eggs, let them hatch and then you have more chickens to lay more eggs."
"In the second example, you have five chickens that lay five eggs a week, but people want fewer eggs. The solution cannot possibly be to buy more eggs, because that is the problem: There is a surplus of unwanted eggs."
"If consumers decided they want more milk and fewer eggs, no amount of consumer demand is going to magically turn eggs into milk. Farmers are going to have to raise fewer chickens and get more cows and that, of course, takes time," Grassley later added, implying that an economic stimulus is more of a painkiller as the economy changes than a solution in and of itself""""
