Perhaps you read the article in the L.A. Times about gridlock in West L.A.

Typical asshole Antonio trying to dictate. I believe that if LAUSD files a lawsuit then the bill will be tied up in court and Antonio can't do shit. I hope the LAUSD does hire a new superintendent and shows them up Antonio's ass.

Daily News at least reports the opponents in detail quotes.
...The two Democrats who opposed the measure were Sen. Dean Florez, D-Bakersfield, and Sen. Jackie Speier, D-San Mateo. Both said they were concerned that the bill would set a precedent in other California cities, noting that Fresno Mayor Alan Autry sought school control several years ago and was rejected.

They also said they did not believe that the bill would improve the quality of education in the district, and thought the decision was better left to Angelenos.

"It really makes me very uncomfortable to have all the members of this Legislature that do not represent Los Angeles making this decision," Speier said. "We do not work and live and send our kids to the schools in L.A., and we don't know what should or should not be happening there."

Sen. Tom McClintock, R-Thousand Oaks, another opponent, said the bill would create more bureaucracy in a district already overburdened by red tape.

"The L.A. Unified School District is an absolute mess," McClintock said. "I don't see how this bill improves the situation. In fact, I believe it may actually cause further deterioration of that failing system."
