Black Market In Junk Food
You may know there is a ban on the sale of "junk food" in our schools. You may not know that there is a "black market" for the sale of that junk food. Enterprising students, in the proud tradition of Prohibition, purchase the contraband off campus; re-package it; and re-sell it to classmates for a profit. Presumably Cheeto's would be too risky due to the tell-tale orange fingers. I haven't heard of any student getting caught, but if he did, he would presumably try to raise the "Twinkie Defense."

I understand that Mayor Villaraigosa was not pleased with the U.S. Congress voting a bill that makes English our official language. The mayor indicated that Congress had more important problems than to vote on such a measure (or words to that effect). While Congress was voting on that issue, isn't it true that you were speaking at a news conference of La Raza, and we all know where they stand on issues?
And by the way, Mr. Mayor, what is the "national" language of Mexico and is everything there printed in Spanish and English?

One of my brothers made his elementary school fortune selling candy to rich kids. They lived in neighborhoods that didn't have corner stores - and I remember him charging $1 (in 1985) for a candy bar. Pretty awesome deal all around, except that he started eating his profits and gained weight.
American schools do have a problem serving up quality food, but this sort of low-level economic activity isn't that big of a deal.
