Californians for Rocky

I received via e-mail this afternoon an e-mail stating that President City Attorney Rocky Delgadillo is unveiling his new website tomorrow (Wednesday) in his quest for Attorney General. Hello,

I am Rocky Delgadillo's campaign manager and I wanted to personally introduce myself and invite you to join me on a conference call on September 7th at 10 am so you can learn more about Rocky Delgadillo and his campaign.

As an active political blogger, you may be aware of next year's race for Attorney General of California. While most people know that Jerry Brown is running, they may not know about Rocky Delgadillo, who will formally announce his candidacy tomorrow.

It's great to have an expediter to get your business done. Rockard has a winning team, which he kindly helps.

Take for example, his campaign chair: Jerold Bernard Neuman - Bar #130574, the head of Allen Matkins et al LLP.

This is the law firm for developer Dan Palmer, Jr. who is pushing the Las Lomas project in the Newhall Pass near the 5 and 14. It's right at the gateway, the Rock of Gibralter to the Santa Clarita Valley.

The Water Assessment for Las Lomas has not been on the agenda over at DWP since it was pulled from the DWP Board last September.

Without this Assessment, Dan Palmer can't move his EIR for Las Lomas forward. It is just stuck.

Well, just after Jim Hahn lost, a lot of phone calls from those many friends started hitting Rockard's office asking that he do something to get that Water Assessment back on the DWP Agenda, perhaps under the radar screen, as a Consent Calendar Agenda Item, so it could quietly move the project forward.

You know Consent Items, no one thinks they are important. Well, there were lots of lobbyist type calls over to Rockard. Finally, he got Peter John Gutierrez Bar #156129, son of Gabriel A Gutierrez Bar #36856, a retired Judge, to do the dirty work.

Peter wrote a letter on behalf of Rockard warning DWP that "Heaven Forbid, the City might get sued" if the DWP did not release the Water Assessment.

Well, I guess that former DWP Board President Dominick William Rubalcava - Bar#56057 got real scared. Imagine, the DWP could get sued by "Lawsuit Happy" Dan Palmer, Jr., so Dominick used his
authority to place the Water Assessment back on the DWP agenda on Tuesday, June 21, 2005.

Maybe nobody would notice. Dan paid Hilary Norton Orozco and Carlyle W. Hall Jr Bar #45287 to go over to DWP and baby sit this Consent Calendar item through. Not hard, right?

Carlyle clocks up thousands in fees and Hilary makes her day rate.

No big deal, it's found money in the life of a lobbyist and one of the nation's formost Environmental Attorney's who has crossed the line.

So, in walk a couple of citizens. They fill out speaker cards and this means "Dan's Slam Dunk" pushed by Rockard's "Threat to Sue" letter gets pulled from the Consent Calendar and will be considered on it's own merits.

Watching those citizens on the City Cable TV Channel was amusement enough for the day as they tore apart the reasons that the DWP should approve this item.

They pointed out that should the Water Assessment be approved, it would move Dan's Las Lomas land closer to entitlement. That's 555 acres that Dan is buying for about $2 million.

With entitlements Dan could hit a major jackpot: either sell it to the State or Feds for the Rim of the Valley Wildlife Corridor or develop it. Dan could profit up to $1 billion, so why shouldn't he push?

Well, Hilary and Carlyle do their appeal. Didn't Hilary used to work for Fleishman Hillard and wasn't she actually known as the "Go To" person over there?

She claims she didn't work on the DWP account. But didn't she work for Douglas R. Dowie, Steve Sugerman and John Stodder?

Its possible that only DWP got overbilled and she was just was a lowly grunt over there. And who knows if there are any finger
prints there?

Searching on the web you can find this interesting brief: As for the accusations involving Pacheco, Fleishman regional President Richard Kline said he didn't believe that the fund-raiser -- which he acknowledged was organized for Pacheco by Hillary Norton Orozco -- was ever charged to the DWP.

Orozco is a one-time aide to former Councilmen Richard Alatorre and Mark Ridley-Thomas. She has declined comment.

Well, the Consent Item moves and interestingly, Silvia Saucedo Bar #199866 of Allen Matkins et al LLP does the right thing and recuses herself. She works for Jerold Bernard Neuman and Dan Palmer.

Strangely Dominick William Rubalcava didn't recuse himself. Why? His wife has been the BFI and Dan Palmer attorney: Sharon Fesler Rubalcava - Bar #67363.

What's a little insider dealing and conflict of interest anyways?

Well, it's now time to move this little sucker and Dominick asks his three fellow Commissioners to make a motion. No commissioner moves or says anything.

So Dominick makes a second request. Again nothing. You should have seen his face. (You can on the City Hall tape.) So, he makes the third and final request.

Nothing. So, Dominick announces that the item fails for lack of a motion.

How often does that happen? It's pretty rare. So, the paper's interview everybody and that's it.

What the papers didn't write about is that just two people came and knocked Dan out of the box.

Word from the lobbyists is that Dan was screaming and busting up the office. Dan has never resolved his temper as many in Santa Clarita are so well aware.

Well, this issue came back to DWP one more time after Dominick has left the Board upon the new Mayor's edict. The remaining board members announce that someone has
asked for the item to be pulled.

It appears that three of the four remaining commissioners who could vote would not vote 3-0 yes, so the item disappears again to be dealt with by the new Board.

So, now, even before Antonio announced the new commissioners, Dan and Hilary have already reached out and set up one-on-one meetings with those commissioners.

And you can best believe Rockard is getting a meaner "threat to sue" letter ready to present to the new DWP Commissioners.

Rockard doesn't have my vote or my confidence. Nor should he have yours. I think we will get a fair deal with Jerry Brown.

it doesn't take a rocket scientist to see that brown is the better choice for a.g., and that rocky is in with the wrong crowd.

The fellow has been sent to state prison where he'll serve a measly two year sentence. SPCALA's Pres admits to being responsible for overseeing the animal nonprofits finances, yet she somehow managed to be too busy with SPCALA's fundraising projects to keep her eye on their books and staff for the over four year period that the money was being pilfered. When the dust finally settled after the criminal court was settled and the culprit was sentenced, Rocky was given a "Good Guy-type" of award at SPCALA's major banquet. I guess that's testimony to his character and judgment. Curious.

He should have checked the weather before scheduling his candidate's announcement. Instead, Rocky announced just in time to be drowned out by the greatest disaster in American history. Not the best of omens...or strategies.

Jerry Brown has had one of the most interesting careers in modern American politics. His mistakes only highlight his experience.

Rocky is an ambitious slickster with a spray-painted hairline. His list of campaign contributors is almost indentical to the list of law firms he's awarded big contracts with taxpayer money. So much for "new leadership."
