A commenter on the previous thread raises a great question: where in the world is Rev. Jeff Carr? Google News offers few clues and relevant blog hits are pretty dated. So, tell me. Where is Los Angeles’ Gang Czar? Informed comments and conspiracy theories welcomed.

I attend many gang intervention and prevention meetings from the Valley all the way to San Pedro and have only seen this guy twice.
Both times he has made quick entrance and exits like his boss Villar. Both times he had nothing of substance to say or offer.
Another at will position for the big check. Thanks again Villar for another one of your failure dept heads. This one you can't blame on Hahn.

After Chief Bratton takes the oath for his second term, I’m optimistic that Bratton will have the courage to tell Mayor Villaraigosa to take a backseat role and allow Bratton to run his Department. Angelinos only need one chief.
This is another story about the gang members around McArthur park, and of course many are illegal aliens. Mayor Villa-Estupido we need to start mass deportations. You stupid idiot, we have more than enough criminal cholos in L.A. we don't need more.

Seventeen alleged members of a street gang were indicted this morning and charged with using violence and intimidation "to control, oversee and direct" cocaine sales in the area around MacArthur Park. The park, surrounded by poor immigrant communities, was the site of a fatal shooting of a 23-day-old baby last month in what officials said was an extortion attempt by street criminals.
Today's indictment charges the members of a subset of the 18th Street gang called the Columbia Lil Cycos with conspiracy, directed by alleged leader Sergio Pantoja out of a tattoo shop that he owns on West 6th Street.

The gangs have their territory and he has his. And never the two shall meet, best describes his take and probably that of the Czar.
Bratton has said that the radios the officers use are so outdated the manufacturer doesn't even make replacement parts anymore. Yet, Mayor and council refuse to spend money on getting them new ones. They waste millions on stupid crap and the Mayor tries to take credit for the successes of the Chief. You would think with South LA and the Eastside having more gangs then any other part of the city the Gang Czar would have visited those areas. Yet, no one has seen him. Why has he been hiding????? I guess its because the community are more informed about the gang problem then he is and he doesn't want to look like a fool in front of them.

We have the most devastating event occurring in California and our mayor is nowhere in sight. Doesn't he realize this is the best possible opportunity for a photo op, or is it that he is not concerned as to what is happening?
Oh, I forgot, he is out stumping for Hillary Clinton. When he comes up for re-election, let us not forget his concern - or should I say lack of concern.

The bad news is, Carr is still trying to figure out the difference between Canoga Park and Highland Park. The good news is, the gangs have agreed to stop selling drugs and killing people until he is up to speed.
