Watch Out Santa Clarita! Here Comes Joe Edmiston!
We've detailed before the shadow government that is the Mountains Recreation and Conservation Authority, the odd stepchild of the Santa Monica Mountains Conservancy. Doug McIntyre of KABC Radio has an excellent treatise not only on how this un-elected, seemingly un-accountable agency works, but on a near bogus election they conducted to tax property owners from Griffith Park to Calabasas.Key to the functioning of the MRCA is the Joint Powers Act, that allows obscure government agencies to partner, giving them the power to tax, aquire land (including through eminent domain) and all kinds of fun stuff in the name of the very worthy goal of "open space preservation." One of the less than stellar projects of SMMC was to receive as a "gift" the former estate of Barbra Streisand, and giving her a tax break of a far greater amount than the market value of the property (which had sat unsold at that price).
Joe Edmiston is the Executive Director of both the MCRA and its parent body, the SMMC. Joe has his own police force, carries a gun, dresses like Mr. Ranger Sir and can take your house if you look at him wrong. As we reported before, Santa Clarita, Joe is coming to your town.
This morning, Edmiston - with an oak savannah as his backdrop - will join with County Supervisor Mike "I'm supposed to be a Republican" Antonovich and local Santa Clarita leaders to announce the formation of the Newhall Ranch High Country Recreation and Conservation Authority, a joint powers authority between the County of Los Angeles, the City of Santa Clarita and the Santa Monica Mountains Conservancy (since when is Santa Clarita in the Santa Monica Mountains?). This will give Edmiston, county bureaucrats and Santa Clarita city officials (note: the area is OUTSIDE the borders of the City) wide ranging authority over the new community of Newhall Ranch.
The land "aquired" by the NRHCRCA will be "managed" by the Center for Natural Lands Management, funded by a small "assessment" on Newhall Ranch homeowners.
Watch your wallet!

Forget Alger, Matt, cutting knives, etc. What Mayor Sam is bringing us here is important. As a homeowner in Stevenson Ranch I am greatly concerned that the MRCA could easily take my home or tax me unfairly. Its not a sexy issue like Hooters, but its important. Wonder what Cameron Smythe thinks about this government boondoggle? Obviously Antonovich is drinking the Kool-Aid.
9:02: I understand that MS isn't a fan of Antonovich's move, but I think that "Mayor Mike" is getting a little more reasonable about development in the unincorporated areas. I could have a grand old time dumping on Antonovich, but this was a decent move. My comment is what's sometimes called "independent thought."
4:46: A speaker this week at the SC Council meeting slammed all 5 of them (including Cameron) for their support of eminent domain, especially transfer to private entities. So if you're really worried about SMMC taking your house, then I imagine you should worry about Cameron going to Sacramento.
By the way, how exactly is this a boondoggle?
Matt, "Mayor" Antonovich ain't getting more reasonable about development, he just knows how to flap along with the breeze. That's how he's managed to stay in office for 6,000 years -- it just so happens actual human beings now outnumber developers in his fiefdom.
This whole issue has come about because "Da Mayor" pushed for 20,000+ homes at Newhall Ranch in exchange for an expanse of open space larger than Griffith Park. Who is supposed to maintain this new park now, lazy County bureaucrats? I'd rather have Ranger Joe out there.
Folks in Stevenson Ranch shoudn't be worried, no one is going to take their tacky pink castles for a park. "Da Mayor" approved that disgrace of a development a long time ago, the landscape is already runied beyond repair.

I'm not a big defender of our local government, or the barely-concealed racism that often passes for civic dialog up here. But establishing the first "sphere of influence"-like agreement up here is a step towards, at a minimum, a little bit less disastrous planning.
Joint-powers authorities are great for building infrastructure projects like the Alameda Corridor, but having an authority controlling land use is really sketchy. Land use decisions should be made by publicly accountable bodies, be they directly elected commissions (which are easily corrupted and therefore not that great) or boards with members nominated by the executive and approved by legislators (a little better).
Oh, wait. Counties in California have a unified executive and legislative in the form of boards of supervisors. Way to go, state Constitution!

In Hollywood it already has taken long time businesses away, the Eastside is seeing tons of homes taken by eniment domain for new LAUSD schools, businesses along 1st Street will be taken because of rich developers, and it won't stop.
