Martinez: Arellano cannot withdraw

KPCC reports that City Clerk Frank Martinez says that Christopher Arellano's name will appear on the June School Board ballot. He bases his decision on advice from the City Attorney.

UPDATE: Frank Martinez clarifies. He tells me that based on the City Attorney's findings, he will go to City Council tomorrow with a resolution proposing that the election be certified with Monica Garcia and Chris Arellano declared as winners, and that their names to be placed on the June ballot. By Charter, LAUSD election results are certified by LA City Council.

Arellano did the noble thing, trying to pull out. But if he's trapped into keeping his name on the ballot, he should indeed run, and in earnest.

If I were his campaign, I'd run against both Antonio and AJ Duffy's UTLA as well. He's got nothing to lose at this point, he might as well tell the truth as he sees it. It could ironically make for a race based on issues rather than buckets o' slime and machine politics.

Among the things he should say:

--How ridiculous it is to spend $200,000 for a job that pays $20K a year.
--How Riordan's stacking of the school board didn't make the district a better place.
--How the UTLA must first solve its own financial troubles before it starts trying to solve the problems of the District.
--How critical athletics and maintaining a sound body are to our curriculum.

This limbo situation makes it look like the Mayor is pulling strings at City Hall to continue to beat Arellano up. It is indeed a gift to Arellano.

The election rules in the city charter require that if one of the top two winners of a primary vote drops out, then the third place finisher takes his/her place in the runb-off. The city attorney is apparently of the opinion that the LAUSD does not operate under this requirement, since it is a separate entity from the city, and in addition, is made up of 26 other cities. The city council can do us all a favor Friday by simply declaring Monica the winner, if Arellano has indeed dropped out. Who is going to sue the city council? District 2 needs a warm body sitting on the horseshoe NOW.
