A Los Angeles County Superior Court judge Tuesday tossed out portions of a city law approved last year that allows developers to build taller buildings in exchange for setting aside some units for affordable housing.
Judge Thomas McKnew's ruling throws scores of proposed developments into doubt because it prohibits the Planning Department from processing any project applications in which density would be greater than what is authorized by state law.
The ruling also might affect projects that already have been approved and are under construction, said Jan Chatten-Brown, a lawyer for the Environment and Housing Coalition, which brought suit against the city. "This ruling will force the developers and the city to go back to the drawing board," she said.

The Bomb Inside the State of the City Speech

Embedded in the middle of the mayor’s S.O.C. speech, there was one innocent sounding paragraph that has 76 of the city’s important community agencies in a justifiable state of panic. The paragraph was this one:
We are going to better connect help to the people who need it by creating 21 Family Source Centers located in our hardest-hit neighborhoods. Where people will be able to seek assistance for themselves and their families, file for critical tax credits, access affordable medical care, and benefit from programs at every level of government – and all on a single form. Each year, this program will serve at least 50,000 people.
Here’s the problem. Those nice, spanking new (as yet to be built) “Family Source Centers” will need to be funded.
And funding, in case you haven’t noticed, is a bit tight these days. So to create his new pet one-stop shopping centers, the mayor reportedly intends to yank funding from a money cache known as the Community Development Block Grant fund.
Unfortunately, that money is funding the aforementioned 76 existing organizations and has been, in many cases, for over 20 years. In some cases 30 years. We’re talking about an impressive list of service providers that range from well-known day care centers, homeless shelters, senior care centers, pre schools, mentoring programs, after school programs, low-cost legal services, services for persons with disabilities, jobs programs……and on and on and on.
These are proven programs that are already woven into the fabric of the communities they serve. They provide services on which the poorer communities have come to depend. In other words, they cover many of the same neighborhood needs that the mayor wants to provide in his new Family Source Centers. Except that they don’t have “City of Los Angeles” over their doors, as one mayor’s office staffer helpfully pointed out when questioned about the funding switch. Now these 76 neighborhood organizations are being told, “Bub-bye. Lovely knowing you. Must run. I’ll be taking your bank account with me.”
Put another way, the mayor seems to have decided to reinvent 21 nice new wheels all monogrammed with his name…and to do so he’s tossing out the existing working wheels, which does not sound terribly wise—and is, one would guess, a lot more expensive.

When I first heard about Carmen, I called him and asked him a ton of questions on the phone and in person. It was early on, so he had tons of time. And the reason I introduced him to folks at events and video is because I really liked his passion and vision and things he was saying about the city attorney's office.
We didn't even discuss any of the other candidates. It was about the current problems in the city attorney's office.
But I am concerned that voters aren't having a chance to hear any of that stuff cause all the campaign material and discussion is focusing on problems with Jack Weiss, instead of the stuff Nuch was telling me early on.

Why is it a shame? As a parent at one of the non-Title I schools, we get to decide if the copier gets toner or the kids get toilet paper. Our stimulus funding ($195 for each 4th and 5th grades) will not buy back a single position--not even half a person. Our SSC isn't sure what we'd be responsible to pay for since that money comes from the Professional Development budget. And buyback doesn't mean keeping *your* teacher, it means paying for whoever is next on the list.
We get the privelege of learning the ways of "bumping" where folks at Beaudry will have the right to go back a level and either administrate or teach in a classroom. These people left willingly, and haven't kept up with the training. So in essence, we get penalized for being a little school with a 900 API. We're not a Carpenter with a $350K PTO, we're just a little Valley elem with a diverse population an a variety of income levels.
So what happens now? Is this a "Network" moment where the parents stand up and say they're mad as hell and won't take it anymore? Or do we just let everyone else dictate what we get as the consumers of the product called LAUSD? We're part of the success that can be public ed, so what now?
If I decide to do a one-minute video to show the rest of the district what we're doing at my daughter's school and how we're at a tipping point, that's my perogative.

And regarding throwing in the cards...I think I have commented quite a bit on the fact that I want to "get a life" beyond living this continuous, narrow, one-year (plus) day.
I walked into city hall for one meeting about Venice three years ago. I would like to break the pattern of attending each and every city council meeting.
No offense. And the support and feedback from the people on the street has kept me going back for, "one more meeting."
I've been able to keep cranking it out, but this is the longest streak I have had being on the streets 24/7, and it's really compounding. I've absorbed WAY too much energy and put out WAY too much energy.
I am not "kickin' it" with my feet up on a couch, or taking naps in a bed, or sleeping in a bed. But it's really about the constant "push" being on the streets 18 hours a day when I am not sleeping. And I am not recuperating.
So I was finally able to wake up and not go to the council meeting for the first time in over a year on Wednesday. And although it's a HUGE day on Friday at council, I hope to attend on Friday, either.
It doesn't matter that City Hall people will be happy if I stop going (or stop going as much). That drove me for three years.
But I simply cannot carry on at a physical human level under these circumstances, so I have to cut back my energy, stay in Malibu, back to THAT life I was living, BEFORE city hall three years ago.
Maybe something will click and I'll be able to afford to keep on truckin'. But for now, hope you don't smell me for a little bit.

So, in other words, I'll just stay the same and keep doing what I do instinctively and naturally, while you try and figure it out and duplicate it.
