Very simple: Because Mitt Romney said a lot of really nasty things about McCain during the primary which Obama could easily exploit.

No it's just that it excludes some or most of the folks who ran against McCain, primarily Romney.
Most of the people on McCain's short list are not candidates from the 2008 primary anyway.
