Wednesday Hotsheet at 3 a.m.

When I first heard about the Glendale tree-trimming fiasco, it was from a friend, and I simply presumed she had her facts wrong. She didn't, and today Steve Lopez writes it up.

But it's not so very different from what goes on in the City of Los Angeles every day via its kleptocratic business tax program.

Many citizens of LA have been blindsided by the LA "business" tax in which the City Clerk fails to distinguish very well between an enterpreneur and an employee. If you have a desk in someone else's office and work for them, you're probably an employee, but if they pay you via 1099 the City presumes you're a "business owner" and liable to pay business tax.

Of course, the City doesn't bother to review your case or your claim if you simply dutifully pay your bill. So before you pay your bill, and even before you plead your case to the City, get some advice from an accountant about it.

Did you read that on the City's page linked above? "Revenue generated by this program will be used to fund future business tax reform and affordable housing." The money, in short, goes to perpetuate the kleptocratic program itself, and the rest of it goes to the same damn developers who sponsor your City Councilpeople and Mayor.

LAUSD has hired two image consultants. Strangely, one of them will receive almost the exact same salary a City Councilperson receives: $178,000 for a year's work.

Supe David Brewer blames the expenditure on quotidien fishwraps; they "love to focus on all the negative going on in the district" he says.

Transpo Committee Chair Wendy Greuel says that we need to get people out of their cars, and el Alcalde fully supports that, the Daily News says. And? Next steps, anyone? There aren't any, so it looks like they're going in for another big round of paperwork, probably driving in their cars to dozens of meetings and photo-ops to put a strategic plan together.

Remember, with the City, it's not actually doing something, it's creating the illusion of doing something that matters.

Pretty damn good when you can get a job paying $180,000 without a college degree. What kind of example does that set for LAUSD high school students considering going to college? But I guess there was no one else in the country that was as qualified as Victor Abalos with a college degree. His first task better be spinning why Brewer has to creatively circumvent the District's hiring guidelines to employee some guy without a college degree in such a crucial position for the District!

If you fix the school bathrooms and remove grafitti from the schools, it will only take a week befor all the cholo kids destroy the new bathrooms. Go to any public library and the cholo kids have also destroyed the bathroom there as well.

Maybe the mayor should hire an image consultant for the city of Los Angeles, so people don't think it's turned into another Tijuana dump with lots of gangs and crime.

Antonio needed to screw that UCLA Jewish professor otherwise he wouldn't have a college degree - 1.4 GPA!!

Richard Polanco got his friends Belmont contracts and he doesn't have a college degree but this didn't keep him from putting his mistress and mother of two bastard sons on his state payroll.

Don't be too surprised if Brewer hires Alatorre's sister and wife to do the consulting - neither have a college degree - Alatorre's sister is currently on the mayor's payroll.

Somebody needs to write a book about all this.

Cardenas's comment, in the long, long City Hall meeting today, does reflect where HE's coming from in terms of how his attitude that "because this is America," hard core criminals "have a right to be on the streets," is handicapping the LAPD in solving the gang problems. He should be working for the ACLU, not representing our city. --

Even the Mayor seems to have made the transition from ACLU activist to city leader, even though some don't like it and it's a delicate balancing act.

Some of these guys are dangerous.
