Earlier this week, Mayor James Hahn said he would support a charter amendment allowing the mayor to appoint three additional members to the Los Angeles Unified School District board and create five new charter campuses each year.
Villaraigosa said he would go even further and would back a charter amendment giving the mayor direct authority over the schools, similar to systems in Chicago and New York City.
"I think there is a critical mass of support out there where people want to see one person accountable," Villaraigosa said during a news conference at Animo School South in South Los Angeles. "I think that should be the mayor."

Villaraigosa won't back LAUSD bill
SACRAMENTO - Mayor Antonio Villaraigosa came out Wednesday against a bill that would give him the authority to appoint the Los Angeles Unified School District board, even as the bill cleared another committee hurdle.
During his recent campaign, Villaraigosa supported the concept of giving the Los Angeles mayor the authority. But Wednesday morning, his office lobbied legislators to vote against the bill when it came up before the Senate Education Committee.
"Many of my colleagues said, 'Where is the mayor?' If the mayor doesn't want it, this bill will die at some point," Romero said. "I think that would be a major disappointment for me, and, I think for parents and students of this district."

The bill is not expected to come to a floor vote before the Legislature ends the first year of its two-year session Sept. 9, but will be taken up again in January.
Romero's office said it has additional legal opinions finding the measure would pass constitutional muster.
But Romero said she was "stunned" to hear during the middle of the committee debate that Villaraigosa is now opposing the bill and said she had not heard directly from the mayor or his office.

The late Frank del Olmo is remembered at the Times as a huge party animal. Barr’s small school idea has gotten results. As the CEO of Green Dot Schools, he has launched six charter schools in the L.A. area. The Amino South L.A. Charter High School has a student-to-teacher ratio of 21:1 and a 90 percent graduation rate while being comprised of students with nearly identical standardized test scores as Jefferson students. Barr views Green Dot as doing “research and development” for the school district, and would like to one day turn his charter schools over to the LAUSD, but “not this LAUSD.”
Barr suggests the district has the resources to transform itself into a national leader in education. Any Neighborhood Council board member CAN endorse any candidate they want to -- they're volunteers, unpaid, and HELL, city council members can endorse.
ONLY the NC as a WHOLE cannot vote to endorse any specific candidate.
Now that you know that, CONSIDER this, as far as what it means.
The average NC board member in CD14 got elected to their position by getting ONLY 100 VOTES on average from communities that average 35,000 residents or so, in elections that MAYBE 500-800 people voted in TOTAL.
SO what does the endorsement of an NC board member that almost NO ONE in the NC voted for mean?
Don't mean SHIT! Want proof??
More CD14 NC board members endorsed HAHN for Mayor in 2005, than endorsed VILLARAIGOSA, and AV got more than TWICE as many votes than Hahn (out of the measly batch of di hards that bothered to vote.

YOU'RE WRONG ON THE Boyle Heights Neighborhood Council endorsements of Hahn. NC reps CANNOT use their neighborhood council to endorse a candidate. That will mislead people to believe your entire board supports your candidate. However, they can state they are from a NC but they are acting as a resident of etc. etc.

DONE has spoken on all this, repeatedly, and said -- as long as the endorsment doesn't say the WHOLE NC has endorsed someone -- it's fine.
EACH was listed as being a board member of a specific NC.
End of story. ANY board member CAN and many DO endorse, and they list themselves as JUST what they are (XYZ Neighborhoood COuncil).
