Padilla's Love Affair with the City of San Fernando -- PART III
First we brought Hernandez. To recap, he was once a Padilla enemy, then boosted by Padilla's "vaunted political machine," was re-elected back into office for a second term where he promptly followed the puppet strings of Padilla and went back on previous actions causing the small city to face a potential million dollar payout.
Then we introduced Ruelas. She too runs about the city under the support and tutelage of Padilla claiming to be all things to all people, and yet can't seem to keep order in her own home.
Now we bring you James Acevedo, Padilla's grand pubbah who is just as guilty as Padilla in the previous messes described.
Now, there is probably enough on him to start an entire separate blog, but I will stick to liquor permits, development in San Fernando, and Padilla.

He was also the man behind Cardena's failed city council bid in 2002 and Yolanda Fuentes' assembly bid that same year.It's nuts! This man has bought his way into half of the eastside's pockets. This game of liquor permits isn't new to these folks, nor is screwing with small cities where you think you can be king.

I am involved in the NE San Fernando Valley and have observed the San Fernando City Council for past several years. Hernandez and Ruelas, if not Martinez, are not under the "tutelage" of Padilla or Acevedo.
The liquor license issue has brought the San Fernando City Council into the spotlight; if anything the city council needs to reassess their liquor license policy.
Ruelas, Hernandez, and Martinez (more so Ruelas and Hernandez) have been simply attacked by their colleagues (Veres and De la Torre) for trying to establish quality city services and for being fiscally responsible. The city has done some great things, which is to the credit of all the city councilmembers. Within the past two years, they have established a Youth Commission, Child/Family advisory committee, the construction of swimming complex is underway, traffic issues are being dealt with, to name few.
The minority needs to stop complaining and Cindy's staff (several of whom are involved in the City, including her District Director) need to realize that they cannot control the City.
Again, Mayor Frank, you have failed to connect "Padilla's love affair" to Hernandez and Ruelas. If you anything about the dynamics of San Fernando politics you would keep your mouth shut.

For all the spin that Mayor Frank wants to put on through these stories, he forgets one thing -- San Fernando only amounts to 4500 or so votes for the Senate race. Padilla can easily take 40-50% of that right now.
That leaves you with the rest of CD 7 which he currently represents and can spin for the next 9-10 months with City events.
Cindy can't be in the district every night during session and the Speaker will put a cap on the amount of events and funds she can use for community outreach. Besides, what does he care since she is leaving his house anyway.
I think the Commies are going to have to pick one race in the NESFV and that's going to be the Assembly race - which they will probably win.

The Democratic Party in the SFV is an anomaly on to itself. With extreme degrees of liberal to conservative tendencies, it proves to be one of the most difficult areas to run in regardless who you are.
To that extent, Padilla does not have to run to please every sector of the valley. I think he found his nitch of voters - moderate to conservative Dems - a long time ago. DPSFV will be spilt but I think the CYD's and Stonewall will go to Cindy. Business and Labor will be with Alex as will the movie industry. So who does that leave for Cindy?
I think all the Mayors will agree: it's all about what have you done for me lately. Ten months of constant positive and almost limitless outreach will be able to persuade enough voters outside of Padilla's base to push him to victory. You know that saying - you can't fight City Hall - well Cindy's up against a very big City and San Fernando does not have the resources to put her over the top.

I think with staff, it all comes down to hiring people you trust and who you feel will keep their mouths shut about what they see, hear, and learn.
Unfortunately, brains and trustworthiness do not always come in the same package. This is a tough decision for Jose. Does he keep people who he can trust and make mistakes or does he hire political guns that may use what they learn against him in the next cycle?
I think your energies would be better spent on phone banking and walking for Jose than on wishing he terminate certain staff members. I have kept inept staff because they have served a purpose - as these staffers are doing. They will be released when they no longer serve a purpose for Jose.

Thanks 10:49. At the start I didn't know who to support. I met Huizar and Pacheco. I decided to support Huizar with really no information just based it on what the staff told me about him, and said I would volunteer. After reading posts, investigating, and further reading, I decided not to support him anymore. After reviewing all candidates carefully I now support Pacheco. What I see with these two is that they get all paranoid about people wanting to help out. It is undemocratic.

I don't know who is doing his Alex's race. If I were him, I would probably pick someone outside of the typical local political circles.
My earlier point about Padilla's base is that moderate to conservative Dems vote in higher percentages than do liberals. Thus, Alex comes in with more votes heading into the primary.
Labor is the conundrum in this race as well as all the other State races. Will there be a Labor Fed come June? Will Labor's strength end on November 8th? Will the building trades continue participating/contributing to the Fed? These are all questions that have to be answered before we ask who they will endorse.
If everything remains the same, I venture to say that the buildings trades will support Alex. The Laborers, OP Engineers, and Carpenters have too much to lose by not supporting Alex.
I think Perata will also support Alex's bid which would make it very difficult for the service unions to go against the Senate Pro Temp. They would stay out and help out the winner in the General.

The back taxes owed are on properties that were target for affordable housing but were never built...He missed deadlines in March of 2005 to pay backc the city of Los Angeles $4.1 MILLION...that's right MILLION! in loans used to buy land in the valley for two housing projects that were NEVER built.
A property on the corner of Pierce street and Foothill Blvd. in PACOIMA - Alex territory $18,000+ in back taxes; $126,000 + is owned on a 9-unit apartment building in LAKEVIEW TERRACE (financed by a $3.2 million city loan) - Alex Territory.
Oh wait one more...$45,000 in taxes dating back to 2000 owed on a city funded property on Foothill Blvd. in Lakeview Terrace...
Here's the kicker, James is a developer who is Padilla's Campaign Manager I just wonder as a developer myslef if their intent, both Alex and James, was to purchase all this property in and around Hansen Dam where MILLIONS of Federal, State and Local $$$ are being leveraged, sit on the properties while they gained equity in this economy, ask for forgiveness of the city loans and then turn around and build market rate condo's and walk away with a killing?!!!
Great plan...Alex great job protecting your investments! Whats the cut on this real estate venture....

I had to take a call...let me finish my statements...San Fernando should not trust anyone connected to this ACEVEDO cheat! He tried this scheme in San Fernando in the late 1990's. Luckily Montanez was raised with some morals because even though Acevedo helped her in her first election, she caught on quick that this guy just wanted her vote so he could have exclusive development rights in San Fernando by way of their Redevelopment Agency. He wanted the city to piece together properties then given those to him and make him the exclusive developer of those parcels. Remember in 1999 the city council in San Fernando were all Acevedo annointees...Silverio Robledo, Richard Ramos, Beverly DiTomaso, Jose Hernandez, Cindy Montanez and the city administrator John Ornelas. Acevedo never fathomed that Montanez would turn on his development dreams. Montanez slowly coaxed Hernandez to her side and thereby Acevedo lost his 4 votes for eminent domain in the little city.
Okay this is real complex stuff but seeing that he was defeated SF he turned to City of LA. His mastermind was to control the Northeast Valley. Come on everyone you have to see it.
