Mayor Sam profile: Frank Sheftel

by Frank Sheftel- Candy Factory Owner

I am from this community. A LIFE LONG RESIDENT of the
San Fernando Valley and District 2. The schools I went to are in the district. That's what local representation is all about. Someone who has deep roots to this community and wants to make sure we are heard and our needs and the quality of life issues we all face are addressed and represented. It's about getting a return on our investment in our community. I ran during the '02 Valley Independence Movement. I was endorsed by the Daily News at that time as the best candidate to get the job done.

As the owner of the Candy Factory in
North Hollywood, a small business operating since 1978, and my years as a property owner and landlord, I know what its like to deal with this city on business
related items. I share the frustration of the red tape and bureaucracy of
local government. I want to make that process easier and help bring business back to our city. I want to make sure the services we all deserve and pay for are continued. I want to protect the investment we have all made in this District. My B.R.I.C. plan as described in my brochure would encourage and offer incentives to bring business back to the district. Check out my website at www.Sheftel2009.com for more info in the issues and links to my youtube channel.

Other Candidates are career Politicians and currently elected to other positions. Others only moved into the district to take advantage of our community. A vote for either 2 of the elected ones will trigger another special election to fill their vacant seat at a tremendous cost, as much as 2 million dollars. An expense we can not afford in these hard economic times. They both need to do the jobs they were elected to do. Frank Sheftel has the experience, the knowledge, the know how and the passion to stand up and be the voice of CD2. I was incredibly moved the other day when a voter came up to me and said she had been following my campaign. She liked what she was hearing and said I had her vote, she added " Its been a long time since there was someone I wanted to vote FOR " .Please join her and vote for Frank Sheftel on
September 22.

Frank Sheftel = Frank Shifty.

Look at those eyes. And being a "small business owner" calling himself a candy factory owner is shifty in not telling people he's a pot shot owner.

How come Frank doesn't mention that he opened a marijuana store as part of his business experience? He should.

I know Frank is basically the poster boy for Marijuana in the city these days. But my question is that if it is illegal to sell marijuana in the state, did Sheftel profit from the sale of his marijuana product.

There are legitimate collectives, true. But many of them are not operating in a manner that defines a collective. Many/most are merely a "store."

If you are just buying the marijuana from people and reselling it, that is not legal.

You have to have it grown by members. And you can't just sign up and claim you are a member. You have to have grower agreements and you have contracts for that to be signed.

And it's not all that easy to operate one of these legally.

But the main concern is that if Frank is not allowed to actually make any profit himself. In other words, if there is one dollar in his bank account from the money taken in, that's as big of a no-no as you can make.

And then, if you used that money for your campaign, even worse.

Gotta watch these marijuana operators. You might like the option, but it's all kind of shady because it's still a Federal violation.

So it takes a certain type of person to open one. And I don't know what that has to do with being a Councilman?

But if there was a profit being made from the operation, that's a big problem. And I'm sure he wouldn't be sloppy enough to use it for the campaign? Right?

If you read the other blogs (villagetovillage) he addresses the marijuana issue very well.(he says he stepped down fron that place and doesnt own it anymore) I met him at the S-T forum and we had an intresting talk about this. I have NO issues after our discussion, and his response on line was more than enough to convince me he's on the right road to fix this problem. And if you look him up online and do a little research youd see he is definately not hiding his association with this stuff. BTW CD5 Rep Koretz wrote the law that made this legal in Cali. He managed to get elected.

Kristen has all of my support in that respect because she is standing up for what she believed in. ZD says that she helped him gather signatures, but the truth is that Kristen found someone better than and more winnable than ZD. I admire Kristen's noticing that there are better options and wasn't afraid to bust a move.

What would Sheftel do about Zine and Trutanich suddenly deciding to deny ALL the MJ dispensaries that have opened under hardship extensions?

According to today's Daily News story, they were told that it was the only way to open pending appeal, and that they'd get an individual review based on fairness. "Fairness" is the word Trutanich's office uses, but they are suing the city in a giant class action suit claiming they were just plain lied to, investing a lot of money, filing paperwork required, under false pretenses.

The article notes this goes against the Obama administration's declaring in February that federal law will no longer trump state law so the feds won't bust shops in California that follow state law.

The general feeling is that this is a Zine-Trutanich Republican thing, pushing their personal agenda, claiming an occasional robbery at a pot store as an excuse. But allowing something to open, then refusing to protect it like any other business, just opens them up to additional claims.

Legal experts believe this is another case like the recent graffiti injunction which makes it criminal just to associate, which is ignorant of what's enforceable when cooking up partisan laws to please their rightwing base.

Where is wimpy Wendy Greuel on warning him that she's going to audit how much these inevitable lawsuits are costing us? Making oafish threats like "I'm going to paint them a doomsday end of the earth scenario" is a soundbite their fans cheer but it's a ludicrous substitute for the law.

What's your position on this, Sheftel? Would you work with Koretz, or is he now going along with the Zine clique to overturn the law he himself authored in Assembly, which Obama would honor?

The issue I have with Frank and the marijuana gig is that he is saying that he stepped down for the election. Why? Does that mean he feels it would hurt him in the election? So that means he must feel it's not very becoming of a city council candidate. So then he is being deceitful if he made that his passion and pushed so hard to open one and is stepping down because he thinks it looks bad, then that is off to the worse possible start as a candidate.

The reason why I think Frank or any of the other candidates (big3 or small 6) are better than zuma dogg is because he has not shown an ability to work with people.

I already anticipate that he will respond by saying that he "talks with regular people" at city hall and at various events, but the problem is that he has not done anything with respect to bringing about SOLUTIONS.

He HAS shown great ability to scream, shout and unnerve people, which is something that any 3 year old child can do. That's good, because Zuma Dogg regularly and predictably conducts himself as a 3 year old child.

Anybody with something to say (and not everything Zuma Dogg says comes to fruition) can shout into a microphone.

The problem again is that he has shown that he does not have what it takes to be a part of a team.

Half of the things on Zuma Dogg's blog (and my reading it is NOT a "sign that I'm scared of Zuma Dogg" but making a fair assessment of him) is grandiosity about himself, how great HE says he is, and his triumphs at karaoke.

Sorry, but being a city councilperson is serious business and we are in bad times. The one thing that I think is of ultimate importance is the ability to get along with others and teamwork.

Zuma says that he is going to be that way if he is elected, but we need to judge people by how they conduct themselves now and in the past.

A leopard will not change its spots because ultimately they are in there. The same can be said about Zuma Dogg's immature posturing, screaming, shouting and focus on himself instead of the issues.

We've already seen that act, and need someone who is sincere. That ain't Zuma Dogg.

Looking forward to Zuma Dogg's response proving me right, with all of its childish namecalling.

Frank Sheftel is the poster child of L.A. marijuana operations and is endorsed and pushed by the movement. His paid campaign staffer is a front-line marijuana activist. Is he sent to push their agenda? If nothing else, if you are expecting fair and impartial consideration on marijuana operations in the city, I'm not so sure he can do that. Do you think he comes from this industry and is backed and supported by the movement to have him start saying anything to shut one down?

Ask him questions on his thoughts on the emergence of dispensaries, what should be done about it and what regulations he would take. That would force him to either say something people want to hear, which would get him in trouble with his marijuana crowd of supporters.

August 29, 2009 1:39 PM

Anonymous Anonymous said:

Sheftel may not have much chance but he still needs to answer these questions instead of acting offended when someone reminds that under current interpretation of the city's law by Trutanich and Usher, his pot store is or was illegal.

Does he accept he was a criminal? Or would he fight this Republican interpretation if elected? Would he revert to the tedious job of determinining which are illegal on an indivisual basis or say, bring on the class-action lawsuit?

And with them and Zine denying all hardship exemptions and inviting a big class-action lawsuit, in opposition to Obama administration's vowing to STOP cracking down on pot shops which follow state law, what's his position? Has he talked to Koretz who authored the state bill? Just acting "offended" is immature and hiding from a big issue.

There are no conflicts with Planning as a candidate. I think he stepped down to help keep the issue as quiet as possible. If he's just stepping down over possible planning conflicts, then why doesn't he say, "I am a long time pot shop owner because these shops do a lot of good for people..." But all this, "nothing here to see" stuff seems fishy. We'll see how he handles it publicly from here.

1:21,

Hello random community member. Nice to see the comments of a random community member who feels the way you do show up on the blog here. It's always good to read the random comments of your average voter. And when you post a comment like that, what you are REALLY doing is letting people know what you fear most. Anyway, spin away. I've been out there in the media and public for over three years and so when you try and spin on weak stuff like that (attacking me on all that shouting and childish/not serious stuff) doesn't stick with people.

It's based on Sun-Tzu "Art of War" which you should read. You have to attack me on a different front. Partly because anyone who agrees with your spin, isn't voting for me anyway.

And thank you to the supporters of one of the Big 3 who gave ZD the wink-wink that when they shut the curtain, they vote with hearts and minds ;)

So anyway, people are sure getting desperate out there and I have to keep remembering there is a reason they are feeling desperate and have to attack. Because Sun Tzu "Art of War" says only the perceived losers should attack the leader. Leaders do not attack the losers, because it gives them publicity and helps elevates them to your level.

Anyway, feels good to be the perceived leader of the grassroots pack. If you didn't think I was leading, why would you be attacking so hard? So all I can say is PLEASE read "Art of War."

And finally, I would like to remind you that if you think I am not good at working with people; consider that I DID work at a series of radio stations across the country moving up from Columbus to New York City Skyscraper in Times Square. So what? You do not get promoted up the ladder if you are pissing everyone off, and everyone hates you and you aren't delivering outstanding results.

So that's still nothing more than a prediction as to how I would do running a council office and working with people, but at least I have proven that the biggest radio corporations felt I was top level management material and that means good word of mouth and that includes how you work with people as a manager, because if you cannot do that, you are OUT. And time and time again, I got the call, without ever sending out a resume and made it to NYC/Times Square.

And I don't think any of the other nine candidates have management experience at this level. Very competitive..REAL MONEY...HUNDREDS OF MILLIONS OF DOLLARS ON THE LINE...AND THE TOP CORPORATIONS (GANNETT/NATIONWIDE/BPI/SONY/WARNER BROTHERS/ETC all rallied to help ZD move from Columbus to K.C. to D.C. to Houston to NYC to L.A. And if there is even a HINT that there are going to be problems they are running the other way from you...NOT calling you (without contacting them first) asking if you can move to THEIR city to keep doing what you are doing?

YES, I'm not saying that you would want to do what it takes to pull THAT off either, but again, I am willing to do what others aren't and I get the benefit of the experience. Thank you!

Blogger Zuma Dogg said:

When I spoke with Joe B., last night, the thing I liked best about the conversation was that Joe was telling me that when he talks to people in the community, what THEY want to hear is, "What is your 'vision' for the district?" Don't just tell what the problems are or what you have done, but explain what you are going to do for the first two years. (Because it is just under a two year term.) And I remembered from getting signatures, when I would try to explain the problems and urgency of the matter, they would cut me off and say, "Well, what are YOU going to do?"

SO, the FIRST thing that popped up is Neighborhood Council and their involvement with the council office.

Because by attending these recent forums, the issue DOES continue to come up with ways to MANDATE or REQUIRE more NC involvement and say at the council level.

So the first thing I will commit to, and spit back at Joe B., is that over the past three years, my biggest asset and resource has been the people who have tutored and mentored me and bring me the info and how they are being screwed by the city/Wendy.

And be it Cindy, Joe, Kristen, Mike, Lydia, Dr. Wiseman, Higby, Candido, All the NC people I've met these past few weeks...it seems they have ALL been NC participants.

AND, everyone says I am informed and look good from the podium as the "front man" presenting this voice at the City Council level at the meetings.

And as Councilmember, I am going to want to continue to look good and outperform and outshine every other CM in the horseshoe, and then THEY'LL be forced to follow:

WHY WOULD I WANT TO STOP USING MY SECRET WEAPON? Why would I NOT want to take the musicians and singers who were in my band on the road with me? I WOULDN'T?

As a matter of fact, we all know the staff is overwhelmed and budgets are tight; AND I WOULD BE NEEDING ALL OF THESE PEOPLE HELPING MY OFFICE AS MUCH AS THEY WANT TO AND ARE ABLE TO.

So first of all, if Zuma Dogg is elected City Councilmember; right after the brief swearing in ceremony, EVERYONE SHOW UP IN THE ROTUNDA (cause the office won't be big enough) AND WE'LL START GOING TO WORK.

August 29, 2009 3:50 PM

Blogger Zuma Dogg said:

First thing; each Neighborhood Council Boardmembers/Leaders list the top priority/priorities -- AND, AS USUAL, let me know what the answer is, or what you are looking for. Because again, ZD is known for reflecting the voice of the community, and I haven't hopped on the wrong side of the bandwagon yet. NOT because I'm so smart...but because it's OBVIOUS how SHADY the stuff being done is; and there is plenty of OBVIOUS stuff to start with.

So again, not only will the NC members (and of course any one else in the community who wants to be involved in this process/but it usually ends up being mostly NC members, anyway), who will be bringing the problems to the forefront, but will be giving ZD the answers to the homework for him, which always save a lot of time in the vetting process.

AND THEN, Councilmember Zuma Dogg will show up to each NC meeting and let you know what is going to be done.

And we'll just keep that process rolling.

SO THAT'S THE FIRST THING I WILL DO, OR AT LEAST THE FIRST THING I THOUGHT OF.

But beyond that, here is what I initially said to Joe B. when I was talking about NC:

YOU CANNOT MANDATE OR REQUIRE NC INVOLVEMENT. You can, but it doesn't work if the CM doesn't WANT to do it. Because then they just run their own people, or put up hurdles.

My initial comment to Joe was, "As soon as I'm sworn in, I'll just be on the phone with all the same people. You won't HAVE to mandate it, because I have already been networking with all these people, just out of my own interest and challenge to always get to the bottom of these issues. (Hey, some people like trying to solve the "Wheel of Fortune" puzzle.)

So then Joe was asking me if I would let the NC leaders present me with the slate of priorities, and if I would let them know what I would do, then work with them on it until it was ready to show up and tell the NC members in person at their meeting.

And if that's what they want, that sounds good to me. It sure helps me because the NC members present all the stuff at the meeting and they decide what they want addressed FIRST, which filters everything down...and then I have no problem showing up to the meetings, unless becoming CM totally goes to my head, or something. I mean, I show up to them anyway all across the city and other committee meetings and if I stopped doing that, I lose the street level knowledge that has made me in radio as a market researcher AND as a public advocate.

BUT, I wanna make sure it doesn't get too bureaucratic and I hope I can still just call people on my cell phone at any time and don't have to wait for meetings and appointments to talk to my own constituents.

It's the same lunacy where he thinks we're impressed that he may or may not have worked in radio. Nobody cares, although it's curious that he STILL doesn't tell us what stations he was on.

But once a deceiver, always a deceiver.

Oh and zuma's bullshit about being a team player AFTER he's a city councilman? What a load of crap. He is a self-serving pariah who will be as selfish and self aggrandizing then as he is now, so nobody vote for him. Ooops, I'm sure that comment will be met with a response from him about how we're dismissive of him because we're in fear of his being elected. That's pure playground b.s. Okay zuma, we're all petrified of you being on city council. I think it would be a riot and a great show. But there is no way in hell I'd vote for you because you are an obnoxious attention deficit disorder CHILD. The city has enough problems without more obnoxiousness in city hall. You certainly don't know how to build a coalition among the blogosphere, so I have little faith in your ability to build one in the far more hostile terrain of city hall. You have tried honorably, but I have no faith in your claim that you can do this.

And don't throw that Sun Tzu crap at me. I've read it, and your mentioning it a few times a week makes you sound like someone trying to impress the rest of us with the fact that you have read one book. You behave like someone who doesn't have the discipline to read much of anything other than the funny pages in the sunday newspapers.

One group has respect for the rule of law and is willing to fill out the correct paper work in order to become an American. Your methods of "discussion" remind me of the ancient Greek pseudo-philosophers called "Sophists"--people who only care about winning an argument, even if they are factually incorrect. They just want to end the issue making their opponent look bad, at any cost. Any sort of cheap shock-effect whines like "he types in caps", "he owns a dispensary", etc. fall into this category.

Who cares if Sheftel is involved in some aspect of marijuana--what's more important is if he can do the job or not. Which personally, I don't think he's as good as other candidates. Neither do I prefer "Zuma Dogg". But I would definitely support both of them far before I would support any of you viciously immature shit-talkers. I had no idea so many high-schoolers were interested in this campaign.

I hate villaraigosa as much as the next person 426, but I do not see how this program is illegal in any way. Based only on what you posted, it seems like he is trying to save the consumers some money via a retail discount.

How is that illegal?
