Its junket time again. Mayor Villaraigosa is headed off on a "trade mission" to El Salvador and Mexico, accompanied by LAPD Chief Bill Bratton. While in Mexico, the Mayor will visit his "ancestral" hometown of Leon.It's down to the wire for Los Angeles' and Chicago's bids to host the 2016 Olympics. US Olympic Committee officials will be meeting Saturday to decide which of the two cities will become the USA's official entry. Both Chicago Mayor's Richard Daley and Mayor Villaraigosa plan to make personal pitches to the panel.
CityWatch still doesn't get it. Their "Blog Soup" feature highlights a Daily News article. Unless the idea wasn't to sample news and views from local blogs, I am bamboozled by the section.
Good analysis at Education Week concerning what Mayor Villaragiosa needs to do to grab a hold of his desire to reform the LAUSD. But it won't be easy, massive failure is likely.
The Downtown News says that Mayor Villaraigosa "bungled this one badly" when it came to the veto of Jan Perry's air rights plan.
And finally, today the Los Angeles County Board of Supervisors will recognize Tommie Wall on the occasion of his 104th birthday, making Mr. Wall quite possibly the longest living African-American in Los Angeles County. To give you some perspective, the year Mr. Wall was born saw the first trans-Atlantic radio broadcast between England and the United States, the United States began its "lease in perpetuity" of Gitmo and Maurice Garin won the first Tour De France.

Long viewed as the gleaming jewel of Mexico's industrialized north, the city of Monterrey and the state of Nuevo Leon have joined the list of locales bloodied by narco-violence. Since the beginning of the year, at least 40 murders attributed to organized crime feuds have been logged in the border state, while brazen kidnappings, popularly known as “levantones," have shaken the peace. As in other regions of Mexico, policemen, businessmen and lawyers figured high on the list of victims. Marco Garza, the commander of the State Agency of Investigations (AEI), was one of the prominent victims slain this year.
A purported report from the Office of the Federal Attorney General (PGR) blames the violent upsurge in part on the breaking of old narco-rules that respected the lives of traffickers' family members.

El municipio de León es la tercera ciudad a nivel nacional con el mayor número de personas sentenciadas por producir, traficar o poseer estupefacientes, revela un estudio realizado por la Universidad Autónoma de Madrid titulado "El mapa de las drogas en México", y publicado en este año.
El trabajo fue realizado el consultor de la Oficina de las Naciones Unidas sobre Drogas y Delincuencia en México, Carlos Resa Nestares, quien llegó a la conclusión de que en León hay más personas condenadas por delitos relacionados con el narcotráfico que otras ciudades conocidas por su alta incidencia delictiva, como el Distrito Federal, Guadalajara y Monterrey.
In the latest attempt to get a grip on the cartels' violent activities, the government is despatching two thousand six hundred people. They include forces from the defence ministry, the navy and the security ministry.
It brings the total number of federal forces fighting drug gangs around Mexico to around twenty-six thousand. The latest deployments will be sent to the North Eastern States of Nuevo Leon and Tamaulipas. The navy will send vessels to patrol the Gulf Coast to try to intercept drug shipments.
The normally quiet city of Monterrey, capital of Nuevo Leon has seen fourteen active or former police officers killed so far this year. Many of the victims were tortured and there have been a number of beheadings.

But the story that caugh my eye is the following, because it illustrates how the PAN is not ideological, but a criminal enterprise, parasitic on real business. Juan Pablo Fox Quesada, brother of Mexican president Vicente Fox, apparently in collusion with Alfonso Romo Garza, former president of transgenics group Grupo Savia, tried to illegally obtain a pharmaceutical manufacturer and its patents, valued at $400M Edgar Arroyo, president of Grupo Industriales Aguascalientes recounted how he developed a product capable of modulating chronic degenerative diseases while investigating a treatment to heal his son of an apparently incurable disease. Juan Pablo Fox wanted a 50% stake, which seemed like an outrage to us. He entered with 25% participation. But he never put up cash or equivalents. Fox engaged in a long series of tricks to try to get Arroyo to sign papers to get the necessary funding. Arroyo's troubles just seemed to grow. The Aguascalientes police illegally detained him and beat and tortured him, demanding that he sign over his patents and businesses so that he could settle his problems with the people of "Mexico and Nuevo Leon" (a threadbare-veiled reference to the Fox family). One can draw ones own conclusions. Mine are that with the Fox sons in danger of indictment and the brother accused here of extortion, with persistent examples of narcotraffickers operating with impunity under the nose of the federal police, it seems clear to me that PAN is a criminal enterprise.

oh, I forgot, gang violence is over, theres no homicides to solve, everyone loves LAPD, and theres no need for a police chief to be in town.

Goliath moves to redeploy as David & Ted move onto field of battle in Prop R. Challenge

In a last- minute move, the City of Los Angeles has filed a motion to have the Prop R legal challenge moved from Department 85 and out of Judge Dzintra Janavs courtroom. A new hearing date is now set for June 7, 2007. It is to be determined which Judge will be assigned to the case.
Prop R, the controversial proposition which extended the term limits for Los Angeles City Council members was set to be heard by Judge Dzintra Janavs on April 11, 2007, 9:30 AM at the Stanley Mosk Court House, Dept 85 in Los Angeles.
Attorney Candice E. Jackson lead attorney for Petitioners David Hernandez and Ted Hayes joined by a legal team from Judicial Watch were ready to appear and argue their case.
On March 20, 2007 Attorney Jackson filed The “Notice of Motion and Motion for Issuance of Writ of Mandate; Memorandum of Points and Authorities” on behalf of the Petitioners.
The Petitioners argued the Proposition violated the California State Constitution as it combined more than one issue on a single Ballot Measure.
In a prior challenge, the Proposition was found to violate the constitution and only remained on the ballot pending an appeal. Once the Petitioner withdrew his challenge the measure was allowed to stand.
David Hernandez and Ted Hayes took up a separate challenge and are committed to see it to its conclusion. The Hernandez and Hayes Team are even more confident in the validly of their challenge.
Had the City Attorney felt confident they would emerge victorious from Wednesday’s hearing, then it is doubtful the reassignment would have been requested.
The challenge has been referred to as a David vs. Goliath battle and it appears Goliath has had a dose of stark reality put in front of him.
