Sunday: Slow -- Make That "No" -- News Day

To generate advertising revenues, commercial news media must publish something -- anything -- every day, whether it's actually newsworthy or not.

Here at Mayor Sam, by contrast, we get paid the same whether we write something each day or not, namely, nothing.

So I'm here to tell you, people, there's nothing newsworthy to report today in L.A. politics.

You may turn your computer off, go outside, and soak up that beautiiful sunshine. Aside from the risk of skin cancer, it's good for you. Why do you think they say a pleasant person has a "sunny disposition?"

Enjoy, and come back tomorrow. We'll probably have something to raise your blood pressure by then.

WELL HOW WAS IT SUSPENDED ON THURSDAY WHEN ZUMA DOGG CALLED IT IN TO 790 KABC ON WEDNESDAY? (Covering yo asses, perhaps.)

AND, the main thing: How come everyone's covering for the Mayor and not reporting in the mainstream media that A.B. 1381 was put on "suspense" at Senate?
(Kinda a big detail.)

Man...that lazy ass newspaper reporting pissed me off and is a danger to the community. And thanks to Kevin James for giving props to Z.D. when you didn't have to. (And thanks to Doug Mac, Mark Isler, Matt Drudge and of course Mr. KABC, back from vacation.)

And, it may not be a big thing to you, (and maybe in the scheme of things, it really isn't a big deal), but I think this issue is a big enough deal, that the media should report all the senate action -- including Senate Legislators decalring A.B. 1381 unconstitutional last week, even if it's only an opinion, not a ruling. (It shows there could be serious legal challenges ahead if it passes, and that would tie things up real good for the kids.)

Cause after all, while no one was reporting on the "suspense" of A.B. 1381 and the unconstitutional senate findings, everyone was getting all the details of every movement of Mark Karr, Tom Cruise and a bunch of other trival shiznit, that don't affect Z.D. and his consituents.

And after all, Kevin James of KABC Radio thought it was a big enough deal that no one else mentioned it until Friday's Daily News -- and Daily News thought it was a big enough deal, too (2 days after the fact.)

AND -- YOU KNOW THE BILL IS IN MORE TROUBLE THAN IS BEING REPORTED IN MAINSTREAM MEDIA...Even though it will still be passes (reluctantly), only to be challenged by LAUSD in Federal Court, which will tie up the whole school system for years.

Call around private schools in your area. Each child equals $$$ for the school district. The district receives money each day the child attends school. Take this away and LAUSD will have to compete with other schools.

Call, don't be afraid. Be more afraid that statistics show LAUSD underperforms nationally and dropout rate is unacceptable.

And to the people aksing me to run in CD 14. Man, sure hearing alot of discontnet over Jose. (When I first showed up at City Hall April 4th, Jose was really friendly with me, giving me on camera shout-outs, and smiles during my comments and all that...but that's sure come to an abrupt halt, lately.

Anyway, one reason I would think about it is, I heard CD 14 was bussing in unregistered voters to the polls AND THEN were not checking I.D.s. So, the election was actually hijacked. (That's how Mayor V. and his CC Posse get down, dough.

I never thought I would have a chance in Huizar's distict, based on conventional wisdom. But everyone aksing me to run in his district has been hispanic.

Don't make me bring up all the stuff people are telling me about that big high school in his district his people are saying he's turned his back on all this time...but is now pushng so hard for A.B. 1381 cause the Mayor is making him be a puppet on this one.

The Worst of 'Times'
The Los Angeles Times is one of the best newspapers in the country. But it made a big mistake when, on the cover of the July 30 Current section, it printed incorrect and injurious information about the Central City East Association. The error was made even worse by the paper's lack of an adequate public explanation and apology.

SENATE "RELUCTANTLY" PASSES A.B. 1381

Today is a tragic day for the City of Los Angeles, The State of
California, and the entire United States of America.

Last hour, A.B. 1381 was "reluctantly" passed by Senate 22 to 14.

The reason I say, "reluctantly" passed, is because that was not only the exact word used by one of the Senator's who said they were going to "reluctantly" vote "yes", but the sentiment of many of the
Senators, and even those who more publicly supported the Bill,
admitted it was far from perfect.

So basically, those who spoke FOR A.B. 1381, admittedly only had one
leg to stand on (one compelling, yet dangerous, argument):

We need change and we need it now. (Something is better than nothing.)

Zuma Dogg says that is the biggest sucker argument ever, and thinking
like that posses a real threat to public safety. (Hey, we MAY be
driving in the wrong direction, let's spin the steering wheel and hit the accelerator and see what happens.)

Again, the biggest PRO argument was, "We need to do something, and at least we'll find out what will happen if we give this a try." (A shot in the dark.)

Senator Kevin Murray (a real "cut to the chase guy" as he says he has been described by others, and we love him for that) says, "You are either for status quo, or for change. Either for the status quo or for ONE GUY laying his career on the line. A.B. 1381 is about letting The Mayor of L.A. try it HIS way."

One Senator made the WEAKEST PRO argument I have ever heard.
Saying, "This isn't about accountability or details. This measure is about showing the young people that we are willing to do something.

To NOT pass this says, 'You are stuck in this failing system.' This is an effort to tell the kids we care. We aren't voting on details and statistics. We are voting in a belief that kids can do better and they WILL do better if the Mayor is allowed to inspire them."

[Z.D. SAYS: INSERT OUTRAGE HERE! It's NOT about details and
accountability. You're saying although the bill is all messed up, pass it anyway, as a gesture to the kids that we care. And by passing this overly expensive, compromised, unconstitutional and experimental Bill, the biggest benefit of it all is that kids will be inspired by the Mayor since he is trying something rather than nothing. That
Senator must be as stupid as anyone who he thinks will buy that.]

Again, even the supporters admit this is experimental, and we don't
know what will happen, but we need change and we need it now, so let's use the kids and parents as guinea pigs to see what happens. (AND THAT'S THE STRONGEST ARGUMENT FROM THE PROPONENTS/SUPPORTERS OF A.B. 1381.

Now, on to the opposition as presented by Senators from the floor:

Senator Dean Florez brought something up, echoed by other
Senators. "If A.B. 1381 is passed by Senate, get ready for a long line of Mayors who want to try the same thing from Bakersfield, Fresno and all across the state.

This is a Bill about 'personalities'. If Mayor
Riordan would have tried this, it would not be on the floor."

Hello Jackie Speier (aka: Zuma Dogg's new FAVORITE politician)!
Jackie really stood up and represented everything Zuma Dogg has been saying publicly on TV, radio and blogs. I hope Senator Speier knows "The People" were not fooled by the proponents weak and
laughable arguments and your words lit up the Senate floor like a big
fund raising fireworks display lighting up the sky over and into City
Hall!

She says, "Because things are not working at LAUSD, we need to put
MORE power into The Mayor and Superintendent? Plus, it's wrong to
have all the Senators from across the State deciding what's right for
Los Angeles. And then, you'll have all the other Mayors from across
the state saying, "Hey you did it for him, do it for me."

And here's the best points made by Sen. Speier, that is Z.D.'s biggest
issue: They made an amendment that went from, "The Super SHALL appoint
an Inspector General (to investigate for fraud, waste and abuse)" --
to "The Super MAY appoint an Inspector General...."

So you wanna give all the budgetary control to the Superintendent (who
is basically hand picked and appointed by Mayor V. -- with his 80%
weighted vote) and then say, "We don't have to hire an inspector
general to investigate any improprieties."

Would you put your money in a bank if they had a big sign on the door
saying, "Hey, if we get robbed, the owner of the bank gets to decide
whether or not we have to call the police." So of course, you'll rob
the bank every night, then tell your customers, "Sorry, we decided
NOT to call the police to investigate this. Sorry you lost your
money."

Speier also mentioned, "There is no notice for any contract for under
$250,000 (no oversight). But rest easy, anything over $250,000
requires a 45 day notice of such spending. IT DOESN'T ALLOW FOR
RATIFICATION OR OVERSIGHT AND NO ONE CAN DO ANYTHING ABOUT IT: But
it's nice that those in charge of spending the money, will let us know
about it.)

Another Senator said, "There are policy concerns that at best
are 'close calls'. This is one of the most politically leveraged
Bills I've ever seen in my career. And the only hope is that The Mayor
will be held accountable for the benefit of his own political career."

Senator Tom McClintock, also needs to be commended along with Senator
Speier. Tom, who I interviewed on KABC radio, last week, echoed what
he told me then. "Over the past 40 years, we've added so many layers
and layers of bureaucracy, that the parents have no say anymore.
There is no local input and local decisions cannot be made. The real
problem is LAUSD is too big, too much politics, too much bureaucracy
and unionization (an unworkable system) for local opinions of parents
to be heard. If Roy Romer, or the new Super, wanted to hold a meeting
of parents for local feedback regarding LAUSD, Dodger's Stadium
wouldn't be big enough to hold the crowd of people from the district."

McClintock also told me on the phone last week, on the radio, "All
this does is rearrange the bureaucracy, without addressing the
problems of the management of the bureaucracy. It's like rearranging
the deck chairs on The Titanic." [YOU GO TOM!]

[Lots of Senators and opposition to A.B. 1381 think the school system
should be broken up and put accountability back where it belongs.]

[NOTE FROM Z.D.: It is not a slam to say "Mayor will want to succeed
for his own political benefit. This is the only true checks and
balance system we have, these days. And funny all the Senators
say "The Mayor" and not "Council of Mayors"...very telling! Plus, when
you say "political leverage" let Z.D. editorialize and say that means
political money, and that comes from real estate developers, these
days. I don't think "political leverage" means winning the people
over with meaningful debate/intelligence.]

Well, this is a starting point of discussion for what happened today
on Senate floor.

And although it was "reluctantly" passed today by Senate, it must go
back to Assembly for one more vote of approval because there were a
bunch of amendments made, since they last saw The Bill, so they will
be voting today (or tomorrow) on the new amendments. [Don't worry
Mayor V. and real estate developers, and blind fools who want any
change and any change now: Z.D. has been told by insiders the
Assembly "fix" is in and it will pass.]

So now, it's up to Arnold to "veto" it, which he won't, even though
the CRP (Cali Republic Party) said they won't support him for re-
election if he DOESN'T veto it, he doesn't care, cause he'll still get
re-elected cause he played The Terminator and Kindergarten Cop in the movies and no one even knows the name of the guy running against him. But hey, that's what a democracy is all about. You can be an uneducated fool, bamboozled by propaganda, then vote for a guy cause he made some popular action movies in the 80's.

So now, it'll be LAUSD itself, taking this up at Federal Court, which will tie up all of this for a long time. But that's what needs to happen, so don't blame them.

So to sum it all up, Senate didn't really want to pass this Bill, but it can't look like they are getting in the way of a local Mayor trying to fix the schools, so they gave him the rope to hang himself, politically today. Because there is no way this LAUSD thing is gonna work under these conditions. (Even an idiot off the Venice Beach Boardwalk can see that.)
