English language version of Friday's La Opinion story on Councilman Huizar's diversion of the CLARTS Fund into "Council account"

You made the headlines again Councilman Huizar.

Nice to see that Boyle Heights Neighborhood Council President Jose Aguilar is pro-active in pursuing documentation on the pass usage of the CLARTS Fund.

From Friday's edition of the Spanish-language newspaper La Opinion, we bring you a quality translation of the Councilman Jose Huizar story which details his questionable usage of the CLARTS Fund.
Of interest as you read the story by La Opinion Reporter Isaias Alvarado is the Nixonian responses of CD 14 City Councilman Jose Huizar. Huizar called the on-going efforts of the Voice Newspaper, El Sereno Neighborhood Council, the former Garment and Citizen Newspaper and his recent appointment to the MTA Advisory Board BHNC President Jose Aguilar, part of a "dirty political war". Moving on into conspiracy lala land, Councilman Huizar "explains" to La Opinion that The Voice Newspaper "operates in favor of his political opponents". That's questionable, considering that it was this blogger who authored the CLARTS Fund story for The Voice, under no pre-texts, except to demand that the councilman give a full accounting to the community on the current status of the fund. I guess that simple request gets me added to Huizzy's enemies list.
Then there is the subject of the countdown, The Voice had no role in our periodic reminder to Mayor Sam readers that the councilman was derelict in responding to a formal Public Records request. But hey, when you're floundering to come up with spin to explain your unlawful disregard for disclosing public records, then floundering and fumbling for words is what Huizar does best when cornered with the truth of his unethical conduct. This should be familiar territory for him.
But why is Tricky Huizzy now having to deal with controversies that are of his creation? maybe this quote will give you a glimpse of Tricky Huizzy's mind set. "They want to create controversy where there is none and I am not going to guide them to where the information is." Can someone get the petulant little Huizzy a CLARTS Fund paid-for pacifier pronto, then remind him of this, IT IS YOUR JOB TO PROVIDE DOCUMENTATION WHEN REQUESTED FORMALLY UNDER THE CALIFORNIA PUBLIC RECORDS ACT!
That also goes for that $150,000 CRA outreach contract to CASA 0101 theater group , your lack of leadership in making sure a church remains open on Olvera Street, giving a $25,000 CRA grant to the Boyle Heights Farmers Market, and then a $15,000 CRA grant to the El Sereno Farmers Market. We have the right to ask for documentation on how these grants and issues were dealt with by you councilman.
But then that makes me an enemy of the councilman. Thus, I can look forward to never being invited to a "Huevos with Huizzy"....., when he re enters the private sector in March.

CRA MONEY -

Has Herb Wesson been funneling CRA project money from the Wilshire Center - Koreatown project area to the Mid Cities project area over the last 4 years through "findings of benefit" -- based on shaky justifications at best? (More like lies in reality).

He has allegedly been trying to merge the two project areas so the funds can be transferred without these findings of benefits...but the Koreatown community is trying to fight back.

It is also alleged that Herb Wesson's deputy in Koreatown is a disgusting bully who bullies the Koreatown community. And in return for city services, like conditional use permits, he asks for money.

Scott, you're an idiot. It's your job as a writer to look up the contracts at the City Clerk's contract database, where all the disclosures are made. I think everyone has already told you that, but you're a liar too, so you're ignoring that. The only reason La Opinion picked up this story is because they don't know City Hall politics either. They'll learn more quickly than you will.

Looks like every one of those contracts has a Council file and has been on file since they were inked, too. Scott, what's your problem with using the City Clerk's website? Why do you need everything handed to you from the Council office, rather than the City Clerk's office, where it has been all along?

The motions are listed but not where the CLARTS money went. That's why this issue won't go away. Why did Huizar help little Juan Romero get his cafe on 1st Street and help him start the Farmer's Market that is no more then crapy vendors and who gets the money they are being charged? Why is Huizar helping friends at ELACC who already have millions in development deals. Why is Huizar helping the Deljiani family in downtown LA get more real estate without going thru proper channels? Millions of dollars being diverted and Huizar doesn't want anyone to know to who...

All over CD14 in recent weeks, Huizar and staff have been handing out Xmas presents to district kids, with BIG STICKERS attached, saying THIS GIFT COURTESY OF JOSE HUIZAR, COUNCILMEMBER DISTRICT 14.

I think kids in CD 14 do know who Jose Huizar is -- he's SANTA CLAUSE -- and more to the point of the stickers, their PARENTS who may have been struggling to come up with holiday gifts (and who can vote) do, too.

Like it or LUMP it, it's a tried and true way to get voters feeling all warm and fuzzy. Unions have been doing it to keep the faithful on ticket for years.

Rudy M. would have been weel advised to spend some of his filthy wealth in a similar way, instead of paying overpriced political hacks to try and dig up dirt -- too little and too late -- on what is widely understood to be a popular incumbent. The same hacks whose FIRST advise to Rudy should have been -- DON'T BOTHER wasting your money running... you don't stand a chance, and Huizar isn't weak or hated in the district (we're just TELLING you that to get the consulting gigs).

He is met with warmth and appreciation throughout the district, with the exception of the few grumbling old men at each location who stand at the back of the room, far away from the masses, and (ironically) discuss amongst the three of themselves how "out of touch" Huizar is.

(And, NO, the toys were NOT paid for with public funds. City rules strictly forbid that.) But they can be collected by the council office, just like the Marines for it for Toys for Tots.

This is why after March, Huizar will go back to firing field deputies every six months, and Rudy M. will go back to firing waiters and hostesses, because business is drying up for overpriced fast food.

I could see why Pacheco wanted this fund. Lots of "dinero" to spend on your friends or better yet, yourself (Huizar).

Even in this report Huizar doesn't put a total at the end.

He just doesn't want anyone to know how much this fund generates.

It seems to generate about $700,000.00 every year according to the spending report.

The Councilmember of the Fourteenth District has expressed the need for a personal services contract with EV Events for expertise the Councilmember needs relative to its Council Office that is not otherwise available. The proposed services to be performed are of an expert and technical nature and are temporary and
occasional in character. The term of the contract is to be from August 1, 2008 to December 31, 2008 and the Contractor is to receive an amount not to exceed $27,200.00 for its services. There are funds available in the Council Office Budget to meet this request.

WTF???? Huizar is NOT KNOWN in the district and what other moron would put stickers on toys with his name but Huizar? When the truth comes out on all the corrupt money Huizar has given to his Zacateras croonies instead of the constituents in his District and who are struggling let's see how they react. Let's see how they react knowing Huizar VOTED to give DWP a Raise when no other dept. got one, Huizar VOTED to give DWP general managers $5 MILLION in backpay. Huizar VOTED to support DWP and not over ride the Mayor's veto to give the people a voice at the ballot. Huizar continues to give money to gang intervention programs NOT in his district. Huizar REFUSES to AUDIT the non profits as he PROMISED 6 years ago. Huizar is having SECRET meetings all over the district and NOT inviting people who don't support him. Huizar is fixing meetings to make himself look good but people aren't stupid like he is. Huizar as reported in LA WEekly is the laziess Council member and thanks to Huizar, Reyes and Garcetti LA has the most marijuana shops.

Casa 0101 is a single source contract. In other words there was no bid and the $150,000 is probably a gift of public funds.

And with no explanation of where most of the CLARTS money is going, I would say Councilman Huizar is distributing funds meant for the entire district to a few friends only.
