It will require the governor sign off on a Bill authored in the Assembly by Speaker Fabian Nunez.<BR/><BR/>The State Legislative Analyst has already advised the Governor that AB 1381 that gave control of LAUSD, its 7 billion dollar budget and ability to dedicate the curriculum, was in violation of the State Constitution.<BR/><BR/>What would you do if you were the Governor?<BR/><BR/>The Lobbyist of Los Angeles fearing more restrictions on their dealings with Los Angeles politicians take preemptive action and write their own Ethic Reform. In order to have it placed on the ballot by the City Council, they include an extension of four years to the term Council members can serve.<BR/><BR/>The City Attorney advises the Council that by combining two issues on Proposition R, it violates the State Constitution.<BR/><BR/>What would you do if you were on the Council?<BR/><BR/>In order to protect private property rights from unfair use of Eminent Domain by government entities, Prop 98 was drafted. In order to address other valid property rights issues, the language was expanded to include Rent Control. Although both deal with private property rights and have valid points to argue, they have been combined into one proposition.<BR/><BR/>The City Council, League of Women Voters and LA Area Chamber of Commerce argue that if a city council member were allowed twelve years in office, they would be less obligated to lobbyists and therefore an extra four year term could be seen as ethics reform.<BR/><BR/>The legal challenge to Prop R was not against Term Limits or Ethics Reform. Even those against Term Limits are in opposition to Prop R. The Los Angeles Times being one.<BR/><BR/>No, the challenge is to the violation of the State Constitution by forcing voters who want ethics reform to give the city council members four more years in office.<BR/><BR/>Let’s be clear, the violation is not solely against a document in Sacramento, it is against you, you as an American Citizen residing in the State of California<BR/><BR/>You are now in the position that the Governor and the City Council found themselves in, what are you going to do? <BR/><BR/>With the issue and abuses of eminent domain, following the destructive decision by the US Supreme Court, in the Kelo v City of New London, this opportunity to set guidelines at a State Level was too vital to jeopardize with creative agendas.<BR/><BR/>My opposition to Prop 98 is not about Eminent Domain or Rent Control.
