I'd like to see NC's and other groups approach the council and mayor's office with truly constructive ideas and see what happens, we may be pleasantly surprised. <br /><br />I say this just as a general rule for facilitating negotiations, not because I think the characters on council have done such a good job so far. <br /><br />It's certainly a spectacle to see them go this way and that on every issue until they finally get their tires stuck in the mud or maybe finally set off in one direction, Billy the Elephant being only one example, only to retreat twice as fast.
