And by "public projects," I mean public projects, not private projects that get public subsidies. Examples would include: parks, police stations, schools, etc.

France has a very cool alternative. Whenever a property goes into escrow, the City has two weeks to buy it one whatever the contract terms are. Result: the seller is satisfied, because he's getting whatever he already agreed was acceptable. And the buyer, though probably frustrated, is no worse off than he was, because he still has his money. It's a good way to avoid litigation over the value of the property the government acquires.Walter Moorehttps://www.blogger.com/profile/09885641116259381431noreply@blogger.comtag:blogger.com,1999:blog-8826939.post-56823090593034515742007-06-27T16:33:00.000-07:002007-06-27T16:33:00.000-07:00Okay, I read that one, too . . . but I AM going t...Okay, I read that one, too . . . but I AM going to stop.

Soon!

(Is there a BRA meeting anywhere close? Mr. Foote's current development proposal is for 24 LUXURY houses with more to come. That's the problem with the developers invading Northeast Los Angeles. They only want to build LUXURY stucco boring boxes instead of sensitive, appropriate housing that would be within reach of the affordable housing market.

Moore needs to inform himself on this issue and retract his claim that further environmental review (and the further mitigation measures to protect the community from harm) are somehow anything but a victory for a community that was SCREWED by the City Council and the incompetent City Attorney when the project was originally approved using a 1992 outdated EIR.Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-8826939.post-64945639822051760442007-06-27T11:09:00.000-07:002007-06-27T11:09:00.000-07:00Sounds like the Engineering Dept. and City Attorne...Sounds like the Engineering Dept. and City Attorneys may have given the Council inadequate advice, telling them that the soil studies, etc., and legal issues had already been dealt with thoroughly, and it was not in the council's jurisdiction to require this. So there need to be more stringent requirements for revisiting these issues, giving he council the leeway without threat of lawsuits.

Just heard Mike Woo speaking of his
qualifications to be Planning Commissioner: opined that it's a disgrace to require new development to require off-street parking since that "encourages" people to come in and not get out of their cars. How would someone in the hills, e.g., get anywhere without a car? Walk a couple of miles up and downhill? If there were free/cheap little electric cars available to shuttle people, that would be one idea; but if my grandmother had wheels, she'd be a bicycle herself, and I wouldn't have to worry about a car.Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-8826939.post-10460463353157548572007-06-27T10:52:00.000-07:002007-06-27T10:52:00.000-07:00IMMIGRATION BILL HASN'T EVEN PASSED AND THE CRIMIN...IMMIGRATION BILL HASN'T EVEN PASSED AND THE CRIMINALS ARE ALREALDY TAKE ADVANTAGE.

'Amnesty' fake papers pledged in wiretap..By Stephen Dinan ONLINE EXCLUSIVE:
The head of a Mexican forgery ring was convinced he could make phony documents that illegal aliens could use to indicate fraudulently that they were eligible for a new amnesty, says a government affidavit recounting wiretapped phone calls the man made.
Julio Leija-Sanchez, who ran a $3 million-a-year forgery operation before he was arrested in April, was expecting Congress to pass a legalization program, which he called "amnesty," and said he could forge documents to fool the U.S. government into believing illegal aliens were in the country in time to qualify for amnesty, a U.S. Immigration and Customs Enforcement (ICE) agent said in the affidavit.

THEY NEED TO RAID MACARTHUR PARK AND THE ALAMEDA SWAMP MEET WHERE THEY SELL FAKE DOCUMENTS ALL THE TIME.Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-8826939.post-23953258669246903862007-06-27T10:13:00.000-07:002007-06-27T10:13:00.000-07:00Target has offered to buy the lease from Home Depo...Target has offered to buy the lease from Home Depot on 3 separate occasions. They're building a new road to NO WHERE, as a setup to mess up even more of one of the last undeveloped hillsides in Northeast L.A.

Then they'd say "but we already went to GREAT expense" to build a road there, you just CAN'T make us stop expanding now!?!?!?

(If this was the Westside, down to a few measly acres of ridgeline, the protests from there would have been national news - but the eastside always gets screwed.)

This project is in the same hillside area as the "infamous" CRA Monterrey Hill development from the 1970s that ended in one of the biggest, nastiest court cases (and a record-setting judgement) in city history because multi-story condo units started SINKING into the hillside after too little research and care was taken in city action. One large condo unit A BLOCK AWAY from the start of Elephant Hills ended up with the ENTIRE first floor - dozens of homes -- completley UNDER GROUND.

The project has already been underway for years, but the developers decided to overstep the bounds of what had been approved (which Villaraigosa made a faux play as councilmember at "fighting" but told all the other CMs to vote him down, just so he could save face.) At least Huizar didn't just play it for the applause and votes like our midget mayor.

The area is overrun with underground streams and liquifaction and any extension of a project - no matter how small, or on who's property it is - warrants new looks and review. The developers can do a shitty job of throwing up McMansions, sell them, move out, dissolve the temporary LLC that built in, reclaim the bonds, and fade into the woodwork, and THEN when the stucco starts sliding down the hill in heavy rains and the homes cave in during the first big earthquake, what happens?

Who gets the BILL? We do, Einsteins! Owners sue the City of L.A. for not requiring enough review and oversight. And if they had a chance to do a SEIR, and DIDN'T, bowing to legal threats - the owners and anyone else damaged (existing homes below), have a GREAT case.

The developers hired one of L.A. biggest open-space-be damned legal sharks in the city to defend them, and his best argument came down to bullying the city with threats of "we'll sue you AGAIN!" (They have twice already).

You know-it-alls get all pissy and moanie about the City using taxpayer money to pay off some deadbeat firefighter who played the race card, but you want to beat up city council for protecting us from legal battles that could run 100 times that much in city costs?

If this was April 1 I'd swear your posting was a joke, instead of just REALLY bad research on the facts involved.Anonymousnoreply@blogger.com
