Or will they?<BR/><BR/>Measure R–or more commonly known as the “City Government Responsibility, Lobbying and Ethics Reform Act”–will appear on the November ballot with several changes to the original draft. One of the changes that appear in the new draft is the word “two” that is crossed out and replaced by the word “three” in bold letters. What is the significance of this? Read on…No person may serve more than two three terms of office as member of the City Council.<BR/><BR/>Don’t be deceived! This measure is not on the ballot because the voters get to vote on changes to the Ethics Reform Act. The only reason Measure R is on the ballot, is because of the increase in term limits. According to the City Attorneys office, the new proposals to the Ethics Reform Act can be made by a vote of the city council and do not require approval of the voter. The only part of the original charter that needs a vote is the section that stipulates the term limits for the members of the City Council.<BR/><BR/>So why is measure R on the ballot? Why not have a ballot measure requesting a lengthening of term limits (from 8 to 12 years) that provides the voters with clear reasons and justification for the extension? <BR/><BR/>Unfortunately these questions are not answered in the text of the new proposal, even though City Attorney Delgadillo made such suggestions in his office’s review of the above measure.<BR/><BR/>Therefore, we are left to speculate for ourselves. As to the question of why this measure is on the ballot–it seems that our City Council members want to keep their jobs for 4 more years. Why the covert tactics? It is this writer’s opinion that the council members fear a “No” vote if the request is made directly. However, if packaged neatly into a measure that stiffens the restrictions on those evil lobbyists and the corrupt politicians that benefit from their misdeeds–people would surely vote “Yes” to that.<BR/><BR/>And to add fuel to this speculative fire–is the issue of preferential treatment. It seems curious that a to-be-termed-out City Council member Eric Garcetti is the son of the President of the Ethics Commission Gil Garcetti who was conspicuously absent the day the commission was due to vote on the changes. Such an absence forced the charter back into the hands of the City Council where they voted to place the measure on the November ballot. Once the measure was placed on the ballot, the members of the Ethics Commission were silenced.<BR/><BR/>Because of the inability of the Ethics Commission to thoroughly review the proposed measure, the decision is now in the hands of the voters. Therefore, we are urging all residents of Los Angeles to vote “No” on Measure R. Please be assured that these proposed changes to the City Government Responsibility, Lobbying and Ethics Reform Act can be made without a “Yes” vote on November 6, 2006. A “No” vote on Measure R prohibits the lengthening of term limits, not the opportunity for Ethics Reform. Please encourage your City Council member to adopt the necessary ethics reforms but tell them you plan to vote “No” on Measure R in November. O'Brien directed the city clerk to change Proposition R's title from "Councilmember Limits of Three Terms" to "Lengthening Councilmember Term Limits to Three Terms." <BR/><BR/>The League of Women Voters is a leading sponsor of Proposition R, which also includes new lobbyist restrictions. The measure on the Nov. 7 ballot is also endorsed by the Los Angeles Area Chamber of Commerce.<BR/><BR/>Dan Pasley, a Los Angeles voter, sued the city Aug. 22, claiming the title of the proposition and some of the written arguments in favor of it were false or misleading. <BR/><BR/>In addition to ordering the title changed, O'Brien ruled that the words "no travel junkets" and "appointed commissioners, board members and high-level employees" should be deleted from the ballot argument in favor of Proposition R. <BR/><BR/>Both phrases pertained to the part of Proposition R that would change regulations concerning lobbying. O'Brien said the word "junket" is slang and has no legal meaning. <BR/>. <BR/>"We're very happy the judge acted to clarify the matters," Pasley said outside the courtroom.<BR/><BR/>In a separate lawsuit filed by Liza White, president of the League of Women Voters of Los Angeles, the judge also ordered that wording in the anti-Proposition R ballot argument be changed from "written by lobbyists, for lobbyists" to "written by lobbyists." <BR/><BR/>However, a third lawsuit, filed by West Los Angeles resident Neal A.
