"We live in an economy that will punish you most severely without education. But City Hall has passed a garbage fee ostensibly to pay for new cops, yet without any benchmarks, let alone sound commitments to show that's where the money will really go - for policing. <BR/><BR/>So, either the promise of more police service is just a sham to make the public feel better, or the fee truly is paying for an unrelated service, in which case it's an illegal tax. <BR/><BR/>Either way, taxpayers have a right to be angry. <BR/><BR/>Moreover, city leaders never made a good case that they needed more money at a time when city coffers are awash in $400 million in new revenues. And the Los Angeles Police Department hasn't been able to spend all the money for new cops that it already has.
