Deciding on synch schemes requires a detailed demand analysis of the entire traffic system, and that's before you start having to factor in things like signal prioritization (on Rapid buses and such), rail grade crossings, and fire trucks. The ripple effects from a single shock to the system can be incredible. There's a good reason that the people who develop the synchronization schemes for the traffic lights in a huge city like Los Angeles are generally armed with master's degrees or PhDs in industrial engineering, mathematics, or computer science.
