Announcing the "Michael Higby Community & Civic Pride Scholarship" at Los Angeles Valley College

As we celebrate what would of been the 51st Birthday of Michael "Mayor Sam" Higby, we gladly join Michael's Jaycee's Friends in announcing the "Michael Higby Community & Civic Pride Scholarship" at Los Angeles Valley College.
Michael's love of broadcasting took root during his time at Los Angeles Valley College.

** Blogger's Note: With a head tilted to the heavens, its time to wish our bloggin friend Michael "Mayor Sam" Higby a Happy Birthday on what would been the start of his 51st year on earth. In honor of his contribution to civic improvement, Michael's Jaycee's friends have this special honor to present him on his B-day via his friend Jack Witt---Scott Johnson.

Several of us past Presidents and Board Members of the Universal City North Hollywood Jaycees, who served with and worked with Michael in the local community, have started a scholarship in Michael's honor for a student at Los Angeles Valley College. The scholarship is for an individual who demonstrates leadership, commitment and passion on a community project that helps disadvantaged kids, families or seniors. These were all things near and dear to Michael's heart, and he inspired so many us to get involved in our communities and do the same.  Michael attended LAVC in his young adult years.

Hot Morning Briefs on the "Anti-Broken Deal Cedillo NELA Political Scene" for Monday

As CD 1 City Clowncil Central Committee Member Gil (formerly One Bill) Cedillo nears the end of his First Term, its becoming clear to a growing number of disenchanted Northeast LA constituents, that their Officeholder is becoming the official purveyor of Crony Capitalism ....., at the expense of Broken Promises to the Greater NELA Community.
Has the former "One Bill Gil" become the Crony Capitalist Opportunist known as "Broken Deal Cedillo"?
** Blogger's Note: For a former, career Sacramento Lawmaker, now First Term member of the Los Angeles City Clowncil Central Committee, who's singular pursuit of entitlements for the Undocumented, earned him the moniker of "One Bill Gil", is exhibiting a new political persona that is bound to have his Progressive followers wandering if he spent to much time absorbing the Free Enterprise proclivities (minus the ethics) of his Legislative, Republican friends. Since his victory over former CD 1 Clowncil Ed "Density" Reyes Chief of Staff Jose Gardea, many who were part of the Northeast LA Coalition that gave the friend of former Failure Mayor Antonio Villar, his slim margin of victory, are now openly condemning their former candidate of choice for numerous broken promises, which prompted a certain blogger to bestow the CD 1 Officeholder with the moniker of "BROKEN DEAL CEDILLO". Its been bloggin clear to most objective political observers that material self-interest (via the accumulation of campaign contributions) and its desired benefits for a select group of cronies (ie. Crony Capitalism), has become paramount for Cedillo, when deciding his course of action on a particular policy issue. Below, we extrapolate upon how the Crony Capitalist desires of "Broken Deal Cedillo" has adversely affected policy direction on four on-going issues within Northeast LA---Scott Johnson.
Is Northeast CD 1 becoming less safe under the supposed leadership of "Broken Deal Cedillo"?
** Safety on the Northeast LA Figueroa Corridor: For those who were involve in the vigil for Yolanda Lugo, who was killed September 18 in a "Hit and Run Incident" at Figueroa and Ave. 55. The tragedy of Ms. Lugo's death is compounded by the fact that "Broken Deal Cedillo" views those who are the regular voices calling for increase pedestrian safety as the "One Percent". 
Do Northeast CD 1 Constituents have any say when "Broken Deal Cedillo" supports major Crony Capitalist Developments?
** The Proposed McCormick, Barron and Salazar Highland Park Transit Village: When you put self-interest before the concerns of the community, sometimes the results can become litigious as residents (Friends of Highland Park) use their legal rights to preserve their neighborhood character. Conceived during the reign of Clowncilman Reyes, the proposed Transit Village had the backing of the local political establishment, which were given their pieces of the Crony Capitalists payouts. But under the reign of Cedillo, a promise to revisit the project, has became just another Broken Deal via Cedillo (allegedly).
Will the goal of a rehabilitated and open Southwest Museum become a casualty of the latest "Broken Deal Cedillo" Crony Capitalist Scheme?
** The Future of the Southwest Museum: What should of been a policy priority for the latest CD 1 Clowncil, has instead, become a "El Plan" how to put Crony Capitalistism, Self-Interest before preserving and re-opening Los Angeles Oldest Museum. What is readily apparent is that Broken Deal Cedillo has created bad, political Ju Ju for himself by aligning himself with the likes of Gabriel Buelna, who see real estate exploitation as being paramount, instead of a stand alone, reopen museum.
What is the effect on a community when their voice is ignore in favor of a backroom dictated exercise of Crony Capitalism?
** Cypress Park Community Center/GRYD Prevention Contract: Since being awarded the Northeast LA GRYD Prevention $800,000 Contract, El Centro del Pueblo's Program Director Fernando Chacon has found some quality time (away from work) to run for City Council in Montebello.  That said, we would advise community members within the boundaries of the contract area, to practice oversight in how contract money is dispense .............., considering these FPPC Actions again his brothers Art and Hector ........., and his involvement with both.

Morning Briefs on the Los Angeles Political Machine for Thursday

Newly-elected CD 4 City Councilman David Ryu remains true to his outsider political persona ........., and his colleagues stay faithful their Special Interest benefactors as the Korean-American Councilman's proposal to ban Business and Union Campaign Contributions goes wanting for a second signature.
The Euphoria of Victory meets a stonewall of political reality for CD 4 City Councilman David Ryu.
Please pause as we get a Second Signature to approve our Morning Briefs .................................. 


Ryu!! That took longer than normal this A.M. due to wandering the halls of the cybersphere in search of someone who agrees with our bloggin premise, in supporting new CD 4 City Councilman David Ryu's "Outsider Persona".
But as the first Korean-American elected to the Los Angeles City Clowncil Central Committee is learning, adopting an "Outsider Persona" can quickly become a solitary pursuit ............, especially if policy initiatives run counter to the established Status Quo.  
Thus, it should come as no surprise that Councilman Ryu's proposal to ban Campaign Contributions from Business and Unions fail to garner a second signature from his Clowncil Colleagues .........., and who was the responsible party for putting the "Outsider Persona" in the "Policy Corner" for bucking the Status Quo? From the LA Times .............. 
Among those who raised concerns was Andrew Westall, a policy aide to council President Herb Wesson. Westall told Ryu aides that the proposal would be premature because city ethics officials would soon make recommendations about group donations, according to Wesson spokeswoman Vanessa Rodriguez.   

Lesson learned .......,, no "Outsider Persona" shall buck the Absolute Authority of City Clowncil Central Committee Strongman Herman "Mini Amin" Wesson.

** While LA City Clowncil Central Committee Strongman Merman "Mini Amin" Wesson was putting a "policy lockdown" on the "CD 4 Outsider Persona", another perceived "Political Outsider, City Controller Ron Galperin", was getting another dose of political reality as the "Boss D'Arcy Rizzo-controlled" Board of Trustees, who oversee the Joint DWP IBEW Job Training and Safety Non-Profits, rejected the City Controller's recommendation  and kept $11 Million dollars in surplus money, in a "Rainy Day Fund".

** Los Angeles County Sheriff Jim McDonnell, who received united support from the Political Machine in his resounding victory over indicted former Under sheriff Paul Tanaka, is sure to draw the ire of the rabid, illegal immigrant rights activists, as he continues the Sheriff Department's cooperation with ICE.

Morning Briefs on a Homeless State of Emergency for Wednesday

We are on a bloggin mobilization as the "Los Angeles City Clowncil Central Committee" (with the support of "Mayor Eric Gar-Soft-ee"), declares a "Homeless State of Emergency", with a supposed, fiscal arsenal of $100 Million dollars pledged, to combat LA's latest self-inflicted policy crisis.  
We are on bloggin "Homeless State of Emergency Watch, Day 2".
When failed public policies such as the former Assemblyman (now City Attorney) Mike Feuer's co-authored AB-109 Prison Realignment impacts Skid Row ..........,
** Blogger's Note: With a bow to urgency, we commence our bloggin mobilization of descriptive vernacular in response to yesterday's drastic "Homeless State of Emergency Declaration" by the Los Angeles City Clowncil Central Committee (with support of Mayor Eric Gar-Soft-ee). Years in the making (via favorable year-round climate, Sanctuary City policies, ease of obtaining Entitlement Benefits, the ACLU, the fact that being Homeless is not a crime ......, and with recent help from AB-109 Prison Realignment), the Clowncil Central Committee's actions can be best describe as a policy action, devoid of a end goal. But what is clear from the streets of San Pedro, vacant Veterans Administration property in West LA , the concrete bottom lands of the Arroyo Seco, the side avenues of Venice, a expensive hilltop in El Sereno, the washes of Sunland-Tujunga ........., and back to a germ/disease-laden Skid Row, LA has a public policy failure of its own creation, that has acute health ramifications for all. Below, we link to pertinent missives and commentaries that highlight the magnitude of progressive policies gone wild ........, and its impact beyond the once-managed enclave of Skid Row---Scott Johnson.

** From last May, via KPPC .........., "Visiting the Arroyo Seco Homeless Camps" ...........and what percentage of the Arroyo Seco Homeless Population were recent inmates dumped back on the streets due to AB-109 and Prop 49?
** From August via the Daily Breeze ........, "Homeless Issue Rolls On as Tiny Houses are moved off a San Pedro street" ........, note the pro-active approach of CD 15 City Councilman Joe Buscaino.
** From August, via US Senator Dianne Feinstein ........., "Feinstein, Boxer and Lieu Urge Veterans Affairs Committee To Support West LA VA Housing Plan" ......., and why has it taken so many years for this to move forward?
** From November of 2013 via "The Foothills, Observed" by Michael Higby ..........., "Latest Homeless Violence Incident at Sunland McDonalds Shows S-T Residents Have Had Enough of Flawed Homeless Policy" ........., and this two days ago via Barry Ira Geller via the same blog ........, Homeless man, found face down in a bathroom at LAX Airport? Where is he now? Two days ago was sent to New Vista Nursing home, on Fenwick street across from the park. What? What? I discovered this yesterday on visiting my LCC Reverend friend, Ed Correll. No one there can figure out why this man was sent here, 40 miles away! Anyone else except the Record and the STNC (who already are in denial) want to deny homeless are being sent to our town??? Maybe some "reporter" who knows how to get the facts (rather than their own agenda) care to check into this? Or does it not matter at all?
.........., the issue of Homelessness migrates to other areas such as CD-14 El Sereno Elephant Hill.

Keeping the Bloggin House in order is a top priority.
** Blogger's Note: Happy First Day of Fall 2015 ......., or for the Los Angeles City Clowncil Central Committee, its "State of the Homeless Emergency, Day One", as the Clowncil turns a self-created, policy debacle, into a Grand $100 Million Dollars (plus) Crusade to rid designated areas of those, who's shopping carts and cardboard housing, are stalling the next round of campaign-contributing episodes of Gentrification in Ciudad de Los Angeles. But before we assume our role in bloggin readiness to cover the latest policy debacle, turned into a calculate, self-serving political crisis, lets take a few cyber moments to update everyone on some Mayor Sam Blog Housekeeping Items;
First, in the wake of the passing of Michael, we are still dealing with tech issues, including the non-ability to moderate comments. For now, you can use our Facebook Page to post your thoughts on the bloggin content of the day. (** Please note that my thoughts on comment moderation is that we may revisit the "Wild, Wild West Era" of free flowing comments ......,, with a disclaimer in place that places accountability in the lap of those Cyber Trolls who can't control their keyboard/fingers/brain coordination).
Second, with the likes of "The Old Gray Collectivist Hag on Spring Street (aka LA Times)" and the "Valley Daily Moldy Green Sheet (aka LA Daily News)" becoming mere fish bone wraps, devoid of meaty substance, its time to venture beyond the cyber and virtual boundaries of our 200 Spring Street-centric focus area ............, and expand our bloggin over watch to areas such as Southeast LA County, where the errant boys (Mario Beltran) to the political elites (Gil Cedillo) by day, are at night, creating copious amount of future missives with their political antics.
Third, as the fight continues over the control of an aging PR/Agenda Journalism Organ for the local Political Machine, its time that this blog become formal member of the Los Angeles Media Community, with the goal of espousing the growth of Citizen Journalists/Communal Commentators.

As the Elites of the Los Angeles Political Machine seek "Local Control" over "The Old Gray Collectivist Hag on Spring Street (aka LA Times)", the "Northeast LA Monthly of Record (aka Boulevard Sentinel)" undergoes an Ownership Change.
The last issue of the Tom Topping-edited (and owned) Boulevard Sentinel.
Now former Boulevard Sentinel Editor and Publisher Tom Topping and CD 14 City Councilman Jose Huizar, are smiles in celebrating the Tenth Anniversary of the Northeast LA Monthly of Record.
** As the likes of Los Angeles Civic Watchdog Jack Humphreville, former Glassell Park Neighborhood Council Member (and friend) Tony Butka, the (West) LA Observed Blog's Kevin "Westside White Guy" Roderick and the who's who of the Los Angeles Political Machine, seek to bring the "Old Gray Collectivist Hag on Spring Street (aka LA Times)" under local control/ownership, a "Northeast LA Monthly of Record" has change owners ........., and retained its endemic character.
Longtime Eagle Rock resident and the Founding Editor/ Publisher of the Boulevard Sentinel Monthly Newspaper Tom Topping has sold his Journalistic Creation to local business owner Tim Tritch (of the family-owned Tritch True Value Hardware Store), as he relocates to Eastern Washington. 
Topping in a Farewell Column within the September Issue of the Sentinel, cited the recent Passing of his Mother and the high cost of maintaining home ownership in the Los Angeles area, as some of the reasons for pulling up his longtime Eagle Rock stakes. 
Regular readers of the Sentinel will note that Topping was not afraid to take on the local political bosses since its incarnation back around 1999 when it gave coverage to the then upstart CD 14 City Council Campaign of Nick Pacheco, which defeated South Pasadena's Victor Griego by a couple of hundreds of votes.
In recent years, Topping's missives and commentary on Northeast LA issues, garnered him a "-1 score for loyalty" via the staff of just re-elected CD 14 City Councilman Jose Huizar, which might have hit bottom considering his recent writings on the Princeton Graduate's Colorado Blvd. Bike Lanes and his last edition story on the cancelled 2015 Eagle Rock Music Festival (more on this developing controversy later).

** You would think that last week's 8.3 Chile Earthquake and a possible, looming El Nino Winter would have the likes of LA Mayor Eric Garcetti and public safety officials, ensuring that all disaster First Responders (paid and volunteer) have the necessary resources in place to handle any contingency. But under the reign of former Assemblyman (and AB-109 Prison Realignment Debacle Co-Author), turned current City Attorney Mike Feuer, the purchase and maintaining of Community Emergency Response Team (CERT) Containers by the likes of the Lake Balboa Neighborhood Council, has been branded a LIABILITY by his staff. The LBNC response to the absurdity of the City Attorney Feuer's directive was to craft the following letter below to the Mayor, seeking follow through on a promise to place the City Attorney Office in touch with the LBNC, regarding this issue.

This situation has taken on a greater sense of urgency considering that a letter to City Attorney Mike Feuer was "Returned to Sender (unlike 2013 campaign contributions from his former Bet Tzedek associates, but we digress), as noted below.

Hopefully, the Second Term-seeking Mayor will not exhibit his 'Inner-Gar-Soft-ee" on this urgent issue of disaster preparedness, after all, every life matters in defending against a natural disaster.
